Professional activity comes before the paperwork
The professional card is the relevant authorization for many non-EU self-employed people unless they fall within an exemption. The activity and its real location determine the responsible regional framework. This page provides a worked process for Flanders, where the primary application guidance has been verified; Brussels and Wallonia require their own criteria review.
Prepare a business explanation with the intended service/product, customer market, the applicant’s experience, financial resources and operating plan. A passive shareholding, incorporation certificate or property purchase does not by itself establish authorization to carry out self-employed work or entitlement to residence.
How the verified Flemish process works
A person applying from abroad normally files through the Belgian diplomatic or consular post for their lawful place of residence; qualifying applicants already legally in Belgium use the designated process. Evidence must be in an accepted language, with sworn translation and authentication where required. Names, ownership, funding and planned activity should be consistent across the application.
Flanders publishes a €140 application charge and €90 for each year when the card is issued. These are government charges, not a total relocation or service price. The decision period is 120 days from an accepted application, with an extension for complex cases. Missing-document requests have their own response deadline. Preparation and consular handling are additional to the decision clock.
The startup fast track still uses substantive criteria
From 1 September 2026, Flanders uses the Innovation & Startup Permit for a fast-track professional-card process supported by the prescribed mentor, incubator or knowledge-institution evidence. The government explains that the underlying substantive conditions are unchanged. It should not be marketed as an unconditional new residence-by-investment product.
A conventional consultancy should not invent innovation or endorsement. The evidence should describe what the business actually does and why the selected application category fits. Detailed current capital/means thresholds for each Flemish subcategory and the other regions remain case-specific checks in this bundle.
Card approval is one dependency in the move
After the professional-card decision, the applicant abroad must complete the appropriate long-stay visa/residence steps and municipal registration. The card, the residence document and the company’s registrations each have their own purpose and validity. Confirm that both residence and work remain valid before starting activity or renewing.
Family members need separate applications and sponsor evidence. The 2025–2027 transition and the 2026 indexed means amounts can affect the household budget. Include housing, insurance, civil records and each dependent at the outset. Approval of the founder’s activity is not approval of every family member.
Prove the business you described
Keep accounts, contracts, tax and social records consistent with the authorised activity. Changes of activity or business arrangements may require a card amendment. A renewal is an assessment of continuing facts, not just payment of another fee.
For a business owner, the implementation plan should connect the card to banking, VAT, company management and the household’s taxation. Our inquiry should establish the region, proposed activity, nationality, current residence and funding before the team recommends the application sequence.
