Plan the work in the right order

The ordinary route is a nationality declaration
For many adult residents, acquisition is by declaration rather than the exceptional parliamentary naturalisation procedure. The standard five-year route requires lawful principal residence, the prescribed right of unlimited stay at filing, knowledge of a national language, social integration and economic participation. A residence permit held for five calendar years does not by itself prove every condition.
The official guidance gives several ways to demonstrate social integration, including qualifying education, recognised vocational training, an integration course or the prescribed uninterrupted working history. Economic participation can be established through 468 working days in the previous five years or at least six quarters of qualifying main self-employed contributions. The detailed documentary rules and any credited periods must be checked against the actual record.
Family and longer-residence routes have different tests
A spouse of a Belgian can use the prescribed five-year residence route where the couple has lived together in Belgium for at least three years, with language and the relevant social-integration evidence. A parent of a minor Belgian child has another specified route. Neither marriage nor parenthood gives an immediate passport.
There are also routes for people of pension age or with qualifying disability after the required residence, and a ten-year route requiring language knowledge and evidence of participation in the community. Identify the route first, then obtain the right evidence; a checklist for the standard worker route may ask for documents that are not the correct test in another category.
Check descent before planning years of naturalisation
A child’s Belgian status depends on parentage, where the Belgian parent and child were born, relevant dates and sometimes a declaration before the child’s fifth birthday. Birth in Belgium is not a universal citizenship entitlement. The official guidance also provides specific safeguards and routes involving parents’ residence or acquisition.
Where a parent acquires Belgian nationality, the minor child’s principal residence, age and parental authority can matter to derivative acquisition. Have the municipality or consulate verify the family record rather than assuming every child receives nationality automatically wherever they live. Preserve birth, adoption, nationality and custody evidence.
Dual nationality and marriage
Belgium generally allows multiple nationality and does not demand renunciation of a prior nationality on acquisition. The other country may still remove or restrict its nationality. Nationality retention questions for some Belgian citizens born and living abroad should also be reviewed before the relevant age deadline.
Same-sex marriage is legally equivalent to opposite-sex marriage in Belgium. Foreign civil documents still need recognition and the applicable authentication/translation. Marriage can support a family-residence or nationality route subject to conditions; it is not direct acquisition of Belgian nationality.
Distinguish the decision clock from preparation
The declaration is submitted to the municipality with evidence of the selected route and the current payment requirement. Once the admissible file is receipted, it is sent for the prescribed checks. The public prosecutor has four months to issue an adverse opinion; the official procedure explains the effect of no adverse opinion and the judicial route if an objection is made.
This is not a promise of a passport four months after the first appointment. Obtaining civil records, proving residence and integration, correcting the file and registering the acquisition take additional time. Published base fees can be indexed: obtain the current payment instruction for the filing date rather than paying from an undated online summary.
Exceptional naturalisation is a separate, discretionary route
The exceptional procedure concerns prescribed exceptional merit and an explanation of why ordinary declaration is virtually impossible; recognised stateless applicants have a distinct statutory route. It is not an ordinary investor-citizenship product. The Justice guidance does not give a binding overall decision deadline.
An entrepreneur should therefore build a realistic nationality plan around actual residence, language and the applicable declaration requirements. A company, a professional card and a successful business can support the underlying life plan without guaranteeing nationality.
