Preparing a citizenship application
Stages follow legal and practical dependencies. Agency processing statistics are retrospective, not a guaranteed completion schedule.
01Establish the correct categoryBefore calculating an application date
02Reconstruct countable residenceBefore filing
Reconcile permits, EU qualifying activity and absences. Investigate gaps rather than simply counting calendar years.
Documents & evidence
- Travel history
- Employment/business evidence
- Address records
03Prepare income, knowledge and identity evidenceBefore submitting the application
04File each required applicationOnce the applicable conditions are met
05Attend checks and maintain eligibilityWhen invited and while the decision remains pending
Complete the identity visit, respond to requests and report relevant changes. Published historical processing percentiles are not a personal deadline.
Use the rules in force from 6 June 2026
The ordinary adult naturalisation period is now eight years of habitual residence. The Citizenship Act and the Migration Agency’s current guidance confirm the change; older five-year summaries are not the ordinary current rule. Residence duration is only one condition. Identity, immigration status, conduct, ability to support yourself and knowledge of Swedish and Swedish society must also be addressed.
The change also matters to people whose applications were already pending. Build the application around the current requirements and the actual residence history rather than the conditions you expected when first moving. The application is an assessment, not a passport purchase or an automatic reward for keeping a permit for a fixed number of years.
Marriage reduces the period only under specific conditions
The ordinary rule is eight years. A qualifying spouse or cohabiting partner of a Swedish citizen can instead come within a seven-year period, with a relationship lasting at least five years and the relevant Swedish-citizenship history of the partner. Marriage does not itself grant nationality. Nordic citizens and former Swedish citizens have separate two-year naturalisation provisions; other categories also have their own rules.
The Agency distinguishes habitual residence from merely holding permission. Visitor, ordinary student and au pair periods generally do not count in the same way as settlement residence; doctoral study has particular considerations. An absence exceeding six weeks in a year can require deduction of the full time abroad, while settling elsewhere can interrupt the residence period. Keep a complete travel record.
| Category | Habitual residence baseline | Qualification |
|---|---|---|
| Ordinary adult applicant | Eight years | Plus all other requirements. |
| Qualifying Swedish spouse/cohabitant | Seven years | Five-year relationship and partner-history conditions. |
| Nordic citizen or former Swedish citizen | Two years under specified naturalisation rules | Notification routes are distinct. |
| Stateless applicant | Five years under the specified rule | Individual status and all other conditions matter. |
| Applicant under 21 under the adult application framework | Seven years | The separate child application has its own periods. |
| Person with qualifying refugee status | Seven years | The legal status must meet the specified rule; quota selection alone is not sufficient. |
Investment wealth does not substitute for the ordinary earnings requirement
For applicants within the relevant age range, the new maintenance requirement focuses on the applicant’s own regular employment or self-employment income. The Agency gives SEK 250,200 annually before tax for 2026, equivalent to SEK 20,850 monthly. Capital or investment income does not count for this purpose. Exemptions exist, including specified pension, education and disability circumstances.
The conduct assessment looks beyond the absence of a current prison sentence. Unpaid taxes, fines, maintenance and debts referred to enforcement can matter, as can offences abroad. Waiting periods depend on the facts and sentence. Resolve the underlying issue and obtain the records before assuming a recently paid debt or old conviction can be omitted.
Prepare the accepted evidence, not just an exam booking
The current language standard distinguishes reading/listening at B1 from speaking/writing at A2. Accepted educational results or other recognised evidence can establish the requirement. The Agency says the dedicated Swedish-language citizenship test may be delayed; that does not suspend the knowledge requirement. Swedish-society test sessions began in August 2026, with alternatives through accepted school results.
Identity normally requires original acceptable documents and a personal appearance when invited. Book only through the instructions sent for the case. A name variation, changed identity record or missing passport history should be addressed early because it may affect both identity and countable residence.
Check the status requirement for your own permit category
Adult applicants ordinarily need permanent permission, an appropriate EU residence basis, residence status or the relevant Nordic position. The Agency’s July 2026 notice describes exemptions for particular temporary-permit groups, subject to conditions about prospects of a long-term permit or the stated long-residence exception. It is not a general waiver for every temporary worker. The current citizenship guidance also requires a valid permit when applying under the temporary-permit exception; an applicant should not file while waiting for an extension decision.
The self-employed extension page still discusses category-specific permanent-permit assessment. Because the broad wording of the July announcement and the route pages are not interchangeable, this guide does not assert that every new permanent permit is unavailable or that every founder receives one after two years. Confirm the operative category and law before relying on a citizenship filing date.
A child’s application is separate from the parents’ timeline
For births under the rules applying from April 2015, a Swedish parent generally passes citizenship at birth regardless of the country of birth. Earlier births, adoption and establishment of parenthood need their own review. Being born in Sweden to foreign parents is not by itself the same as having a Swedish parent.
A child does not automatically naturalise when a parent becomes Swedish through an adult application. The current process requires a separate child application. All legal guardians must approve and a child aged 12 or older must consent. Preserve birth, parenthood, adoption and custody records rather than assuming a passport application can resolve missing civil-status evidence.
A child’s application has separate residence periods, shown below. Status and identity conditions still apply. Conduct requirements apply from age 15 and knowledge requirements from age 16, with the relevant exemptions. Stateless children born in Sweden and certain historic parentage cases have distinct routes that need separate assessment.
| Child application category | Residence baseline | Important distinction |
|---|---|---|
| Ordinary child under 15 | Three years | Qualifying residence, identity and status still required. |
| Child aged 15–17 | Five years | Conduct rules also apply; knowledge from age 16. |
| Stateless child under 15 | Two years | A child born stateless in Sweden may have a separate route. |
| Nordic child | Two years regardless of age | Other applicable application conditions remain. |
Sweden permits multiple citizenship, but both countries matter
Sweden allows dual and multiple citizenship. Whether you can retain another nationality also depends on that country’s law. Compare the consequences for travel, consular assistance and any obligations attached to each nationality before applying or renouncing anything.
For a person born abroad who has never lived in Sweden, the statutory retention/loss rules around age 22 require attention to ties and possible applications. A parent’s Swedish passport is not a complete answer for every older child born abroad. Where citizenship is uncertain, obtain a formal determination rather than relying on family assumptions.
Keep the citizenship file from the first year
Retain permits and decisions, evidence of the basis for EU residence, tax and work records, travel dates, language results and civil-status documents. Those records can be difficult to reconstruct many years later. Consider family members independently: spouses and children may have different residence start dates or different periods that qualify.
We can help coordinate the relocation and international planning that precede the eventual citizenship decision. The inquiry should distinguish an immediate residence need from a long-term nationality objective, so that the work and expectations are properly defined.
