Choose permission for the life you will actually lead
Cayman’s residence routes solve different problems. A person living from investments may fit an independent-means certificate; an entrepreneur creating an employment-generating business needs a different route; and a person taking a job ordinarily needs employer-sponsored work permission. The right to reside and the right to work must be checked separately for every adult.
The routes below are information about the legal options. Their inclusion is not a statement that Offshore Capitalist sells every route, nor that a particular investment or application is suitable for you.
| Route | Core basis | Permission to examine |
|---|---|---|
| 25-year independent means | Prescribed income/deposit plus investment; island-specific thresholds | Residence without the right to work |
| Independent-means permanent residence | CI$2m paid-up qualifying developed property; maintenance resources | New initial ten-year certificate; later discretionary indefinite renewal |
| Direct investment | CI$1m qualifying employment-generating business and substantial management control | Work in approved occupations in the invested business |
| Substantial business presence | Qualifying owner or senior manager in an approved business with real local presence | Approved business/occupation and annual fees |
| Employment | Employer, occupation and labour-market requirements | Permission terms, employer-change restrictions and family support |
| Family / long residence | Recognised family connection or qualifying residence under the Act | Category-specific evidence, term and ongoing obligations |
2026 reforms and existing holders
The new rules took effect on 1 May 2026. The investment route still called a Certificate of Permanent Residence for Persons of Independent Means now begins with ten years for a new covered application. Its indefinite renewal is discretionary and can be applied for no more than one year before that period ends. A further year holding the indefinite certificate is required before the route permits a nationality application, alongside the British Nationality Act requirements.
Existing permissions continue according to the statutory savings, and pending applications and specified categories have transitional protection. Keep the actual application receipt and certificate. A summary based only on the date you bought property cannot establish which law governs the immigration case.
Family inclusion is an approval, not an assumption
| Person | Key distinction |
|---|---|
| Spouse or civil partner | Must be included and approved; residence does not necessarily include employment |
| Child under eighteen | Relationship, custody, health and approved dependency must be evidenced |
| Independent-means / direct-investment child reaching eighteen | Continued dependent residence requires the applicable variation for full-time tertiary education or accepted special circumstances |
| Substantial-business-presence child | Section 50(8) ends dependent residence at completion of full-time tertiary education or age twenty-four, whichever comes first, unless the Director accepts statutory special circumstances |
| Adult dependent with disability | The statutory special-circumstances definition and supporting evidence matter; no automatic age-only entitlement |
| Parent or other adult relative | Do not assume an investor certificate admits them; obtain a route-specific decision |
| Spouse intending to work | The independent-means permanent route permits an application to vary approved occupations; other dependent permissions require their own work basis |
Employment routes after the reform
Employers must satisfy the applicable recruitment and work-permit requirements. The August 2026 guide describes twenty-one days of advertising in the WORC portal and a local printed newspaper, subject to exemptions and approved waivers. A job offer is not permission to start work.
For covered first permits granted from 1 May 2026, changing employer inside the first two years can require a year outside Cayman unless a statutory exception or approved exemption applies. The rules have protections and procedures for particular circumstances; do not plan a quick employer switch without reviewing them.
The reform’s stated financial-standing requirement for work-permit dependants is CI$5,000 gross monthly for one dependant, plus CI$1,000 for each additional dependant. That is a work-permit family rule, not a substitute for an investor route’s separate financial tests.
Document timing matters
Build the file in dependency order: eligibility and investment evidence first, identity and relationship records next, then the documents with short validity periods. Current WORC forms request police, medical and insurance evidence, references and certified or translated documents depending on the route.
The enacted 2025 amendment requires a medical certificate dated no more than three months before the application where health must be considered. Some current form checklists still describe a twelve-month cover-letter period. Use the stricter enacted requirement and obtain WORC confirmation of the accepted current medical form before submitting; an older form’s wording is not a safe reason to send stale evidence.
- Passports and immigration history for the main applicant and proposed dependants.
- Full birth, marriage/civil-partnership and custody records; translations where required.
- Police clearance from the relevant jurisdiction within the form’s validity period.
- Current medical evidence and approved health cover.
- Financial statements, bank evidence and traceable source of investment funds.
- Land registration/paid-up investment evidence or business licences, ownership and operating plans.
Maintaining the permission
Annual declarations now apply across additional residence categories. The holder must continue to meet investment, financial, family and other certificate conditions. Direct investment and substantial business presence also have their own ninety-day presence requirements; these are not general income-tax residence tests.
Calendar the declaration date directed for the certificate, any annual fees, each child’s route-specific age and education milestones, and changes of occupation or relationship. An annual form and the original approval are both needed to understand continuing obligations.
