Application and implementation sequence
Government decision times vary by route and case. These stages show the application dependencies and legal milestones; confirm the current application pack and fee quote before filing.
01Confirm the route and applicable lawBefore committing capital
Check the applicant, household and intended work. Record whether a transitional rule applies and which investment evidence is required.
Documents & evidence
- Passports and residence history
- Family relationships and intended activities
- Treating a residence certificate as unrestricted work permission
- Using pre-May 2026 permanent-residence timelines
02Assemble investment and maintenance evidenceBefore the application or approved investment deadline
Prepare the property or business file and demonstrate control of funds. Complete legal and commercial checks separately from the immigration eligibility review.
Documents & evidence
- Land records and paid-up funding evidence
- Financial statement and bank reference
- Traceable source-of-funds records
- Counting a financed purchase price as the qualifying paid-up investment
- Assuming immigration approval replaces a business licence
03Complete time-sensitive family documentsClose to filing
Use the current WORC checklist and resolve medical-document validity before obtaining reports. Include approved health cover and properly certified or translated family records.
Documents & evidence
- Medical certificate within the enacted three-month limit
- Current police clearance where required
- Health insurance
- Birth and marriage/civil-partnership certificates
- References and certified passports
- Using the twelve-month medical wording on an older checklist without reconciling the law
- Omitting an adult child’s separate eligibility
04Submit and respond to the authorityDecision timing depends on the case
File the correct application and government fees. If approval in principle is used for a business route, meet its conditions before expiry and apply for the actual certificate.
Documents & evidence
- Completed current form
- Fee receipt
- Any requested supplementary evidence
- Confusing an annual declaration with an initial application form
- Starting work before the relevant permission is effective
05Maintain the approved arrangementThroughout the certificate period
Preserve investment, insurance and family eligibility; make the required declarations and payments. Record presence where the route requires it.
Documents & evidence
- Annual declaration and investment evidence
- Insurance renewals
- Travel log and business records as applicable
- Missing a child’s eighteenth birthday variation
- Allowing business activity or occupation to depart from the approval
Permanent residence now begins with ten years
New applications under the amended section 42 lead initially to a ten-year certificate, despite the route’s permanent-residence name. An application for indefinite renewal may be made no more than one year before the period ends and approval is discretionary. Older certificates and specified applications are subject to savings.
This is an investment residence route, not an immediate passport programme. The holder must maintain the relevant conditions after indefinite renewal and hold that renewed certificate for at least a year before applying under the nationality provision, alongside the British Nationality Act requirements.
The CI$2 million property test
The prescribed minimum is CI$2 million in developed real estate in the Cayman Islands. At application, the paid-up amount must satisfy the prescribed sum. The statutory definition concerns money paid toward purchase, mortgage principal or development that is free of outstanding financing obligations; a property’s gross advertised price is not enough.
The current developed-property definition addresses a single strata lot, a parcel or contiguous parcels with the relevant improvements and occupancy documentation. Confirm the precise ownership and property arrangement before purchasing. Regulations specify a quota of 250 certificates annually; that is not a statement that places are currently available.
Government fees and property duty are separate
The investment capital remains distinct from non-refundable government charges, property costs, insurance and professional fees. A complete budget should also include the household’s continuing maintenance resources.
| Item | Published amount / treatment |
|---|---|
| Application | CI$500 non-refundable |
| Grant | CI$200,000 |
| Approved dependant | CI$3,000 issue and CI$3,000 annual fee each |
| Annual declaration | CI$500 prescribed fee |
| Property duty illustration | A CI$2m value at the ordinary 10% high-value rate produces CI$200,000 duty, before any applicable relief |
| Work variation | Approval and occupation-related annual fees are separate |
Spouse, children and work rights
Spouses or civil partners and qualifying dependants must be listed and approved. Residence is not a blanket family work permit. A dependent child’s permission ordinarily ends at eighteen unless the parent’s certificate is varied for full-time tertiary education or accepted special circumstances. Begin that review before the birthday.
For any adult child, disabled dependant or changed family relationship, obtain a route-specific decision. Medical, insurance and police requirements must be checked for each included person. An adult relative is not eligible solely because the principal applicant can pay their expenses.
Residence, employment and later nationality
The initial certificate is issued without the right to work. The holder or qualifying spouse/civil partner may apply for a variation allowing work in the occupation or occupations approved by the authority. Do not start employment while relying only on the property approval.
The later nationality assessment needs a real residence and absence history. Meeting investment conditions with occasional visits does not establish the physical-residence requirements for BOTC naturalisation. The separate Caymanian-status timeline must also be assessed under the new rules or any applicable transition.
The documents to organise
WORC requires identity, financial, character and health evidence. The current form is the starting checklist, while the enacted rules govern eligibility. Time the police and medical certificates to the filing date and keep the originals and certified translations available.
There is a current inconsistency between some form cover-letter language and the enacted three-month medical-certificate rule. Obtain current written instructions rather than relying on the longer period on the checklist.
- Passport, photograph and prior immigration records.
- Police clearance and medical certificate within applicable validity periods.
- Approved health insurance for the household.
- Birth, marriage/civil-partnership and custody evidence.
- Financial statement, bank reference, income and funding records.
- Property register and investment evidence, or business ownership, licences and management evidence.
A timeline of legal milestones
This table is a sequence of legal eligibility milestones, not a guaranteed ten- or eleven-year passport outcome. Decision timing, absence history and continuing compliance can alter the practical result.
| Milestone | Meaning |
|---|---|
| Before filing | Qualifying paid-up property and complete family/financial evidence |
| Initial grant | Ten-year certificate for covered new applications |
| No more than one year before expiry | May apply for discretionary indefinite renewal |
| At least one year holding indefinite renewal | May apply under the statutory nationality provision, if all other nationality conditions are satisfied |
| After any BOTC grant | British-citizenship registration and Caymanian status are separate questions |
