Eligibility & suitability

Who can qualify

  • A qualifying Czech job and the appropriate work-access category.
  • Complete identity, housing and role/qualification evidence.

Restrictions & unsuitable cases

  • Visa-free presence treated as a blanket right to work.
  • A job offer alone treated as an approved residence permit.
  • Consular application without an applicable exception where any citizenship is Russian or Belarusian, including dual nationality. This does not classify every in-country application as prohibited.

The application belongs to an actual job

The Employee Card is a long-term residence document for employment, generally issued for the contract period up to two years. The dual employment/residence branch differs from cases where the person already has free labour-market access or a separate work permit. Determine which branch applies before compiling the file.

For the ordinary dual branch, the position and employer conditions, required vacancy registration and the employment contract must match. The official requirements include sufficient hours and the relevant minimum monthly remuneration; a contract describing casual hours cannot be assumed to fit merely because the individual has savings. Qualification evidence is required where the role demands it.

The official work-evidence page requires at least 15 weekly hours and a monthly wage exceeding the basic minimum monthly wage irrespective of hours. A DPP agreement cannot serve as the qualifying employment document. Check the current contract wording with the responsible provider; the Labour Office FAQ uses slightly different English wording at the minimum-wage boundary.

Russian or Belarusian citizenship, including dual nationality, requires a qualifying consular exception before a visa/residence application can be accepted. See the residency guide for the application-specific exceptions.

Approval and the right to start work

For the ordinary dual-card case, the applicant normally starts only after approval and the Ministry’s written Confirmation of Compliance. The official page distinguishes people with free access or a separate work permit. Visa-free presence is not treated as a general right to begin work.

The employer should understand the entry and registration sequence and have a realistic start-date contingency. A missed appointment, document request or incorrect vacancy record can delay the immigration workstream even if the commercial hiring decision is final. Keep the offered role consistent across the contract, application and payroll setup.

Do not promise immediate identical status for everyone

An Employee Card sponsor who has resided in Czechia for over six months can meet one of the ordinary spouse/child family-reunification sponsor categories. Family-purpose visas or other routes may need separate consideration before that point. A family-reunification permit’s free labour-market access should not be copied onto every family visa.

Ordinary third-country family rules cover minor children under 18 and specified adult medical-dependency cases. A financially supported adult student needs a route-specific assessment; an asylum-family exception is not a general rule for Employee Card families.

Job loss is a compliance event

The current official guidance states that a dual-card holder without free labour-market access must report the start of new employment or apply for another long-term purpose within 90 days after the employment ends, otherwise the card expires. Changes also have their own eligibility and reporting procedures.

Renewals are not automatic. Maintain the job evidence, salary and permit diary, and coordinate any employer change before relying on it for continuing residence. A long-term plan should account for what happens if the role ends rather than treating the first card as permanent settlement.

For an ordinary change without free labour-market access, the Ministry must receive the report within the 90-day window. The first-card six-month restriction, its exceptions, the 30-day advance report and written Notification of Compliance can also matter. Do not count posting on the final day as timely receipt.
