Eligibility & suitability

Who can qualify

  • Investors satisfying the particular public-investment or real-estate category, with authority-accepted evidence.
  • Applicants in an eligible professional, entrepreneur or talent category who obtain the required endorsements; the investment threshold is not universal.

Restrictions & unsuitable cases

  • Property buyers whose asset, ownership, valuation or financing does not meet the selected category.
  • Applicants treating residence approval as citizenship or as automatic foreign tax nonresidence.

Application process & timeline

An investor application has at least two evidence tracks: the qualifying asset and immigration formalities. The stages below are a planning sequence, not a universal authority processing promise.

01Select the category and issuing authorityBefore committing capital; preparation time varies.+

Identify whether the claim is public investment, property, entrepreneurship or talent. Establish which emirate or federal authority will issue the residence and obtain its current checklist. Compare the commercial cost of maintaining eligibility against another route such as employment or remote work.

Documents & evidence

  • Passport
  • Category evidence summary
Common complications
  • Using an old five-year property summary as the current universal rule
  • Buying an asset before checking the qualifying evidence
References [4][5]
02Verify the qualifying investment or endorsementDependent on asset registration or endorsement; no universal target verified.+

For property, reconcile purchase and ownership records with the land-authority certificate. For financial investment, reconcile beneficial ownership and the permitted source of capital. For a professional category, secure the required competent-body endorsement rather than substituting a CV.

Documents & evidence

  • Title or investment certificate
  • Financing and ownership evidence
  • Required endorsement
Common complications
  • Joint ownership or finance inconsistent with the route
  • Confusing gross property price with the qualifying amount

03Submit nomination or entry-permit applicationAuthority assessment; extra-information requests can extend it.+

Use the applicable ICP or emirate channel and submit consistent identity and category documents. ICP publishes a real-estate investor entry-permit service to complete Golden Residency formalities. Existing residents may have a different status-adjustment sequence.

Documents & evidence

  • Application
  • Passport and photograph
  • Authority investment letter
Common complications
  • Assuming an entry permit is the final residence
  • Duplicate or inconsistent applications across authorities

04Complete medical, insurance and identity formalitiesAppointments and medical results determine this stage.+

Complete the immigration medical requirements applicable to the applicant and arrange the appropriate health cover. Submit or update Emirates ID information and attend biometrics if required. Match the name, passport number and date of birth across the file before issuance.

Documents & evidence

  • Medical results
  • Health insurance
  • Emirates ID application
Common complications
  • Expired medical results
  • Insurance that does not cover the required people or period

05Receive residence and arrange family permitsAfter final approval; dependants require their own evidence.+

Check the issued category, dates and passport details, then coordinate eligible family applications. Keep the official grant, investment evidence and renewal conditions in one file; the term shown on the grant governs the practical calendar.

Documents & evidence

  • Residence grant
  • Relationship certificates
  • Family passports
Common complications
  • Treating all relatives as automatically eligible
  • Failing to resolve certificate translations before family filing

06Maintain qualification and review tax residenceThroughout validity, before asset disposal and before renewal.+

Retain evidence of the qualifying asset or continuing category, insurance and relevant notifications. Revisit the plan before selling, refinancing or changing professional status. Separately record travel and actual management activity for personal and company tax analysis.

Documents & evidence

  • Annual investment and insurance records
  • Travel record
  • Company decision records
Common complications
  • Disposing of the qualifying asset without advice
  • Using an Emirates ID as the only tax-residence evidence

Who the programme is for

The UAE government lists several Golden Visa categories, including investors, entrepreneurs and specialised talent. The capital and documentation tests differ. AED 2 million appears in qualifying investment categories, but that is not a universal fee or a guarantee that any asset of that value qualifies. Professional and talent routes use different evidence. Confirm the emirate, authority and category before choosing an investment.

Eligibility and exclusions

An applicant must satisfy the actual category and immigration conditions. A property developer’s marketing statement is not an approval. Financing, jointly held property, off-plan assets and evidence of value can require specific treatment. The government overview and emirate implementation should be reconciled where they give different descriptions of validity or eligible documents.

Process and documents

Begin with a category assessment and supporting evidence: identity, qualifying investment or professional record, and any required nomination. Prepare property or business documents, certificates and family relationship evidence as applicable. Coordinate approval, medical and identity requirements, permit issuance and dependant applications with the competent authority. Some cases require additional certifications or clarifications.

Costs and timing

The current ICP Golden Residency guide states ten years for public-investment and real-estate investor categories. Older official overview pages still refer to five years for property investors; use the issuing authority’s current category and approval rather than combining the two versions. A ten-year permit is not a ten-day service. Category evidence, property registration, medical examinations and identity appointments are separate dependencies. Government charges, medical and insurance costs, translations and professional assistance are expenditure; the qualifying asset remains an investment exposed to its own risks.

Maintaining status and tax position

Keep the underlying qualification and check the conditions governing time outside the UAE, renewals and family permits. The permit does not establish that you ceased tax residence elsewhere. It also does not exempt a UAE company or an individual’s qualifying business activity from corporate tax. Review actual presence, management and income independently of immigration approval.

Which investment actually qualifies

For the public-investment category, ICP describes several alternatives: an eligible AED2 million deposit, capital or partnership interest, or qualifying annual federal-tax evidence. It also distinguishes the ownership and financing conditions. Property investment is a separate category; the current guide allows qualifying finance from approved local banks and eligible off-plan purchases from approved local developers. A marketing valuation or reservation form is therefore not interchangeable with the authority’s evidence of ownership and value.

Do the immigration and commercial reviews separately. Check the title, developer, payment schedule, mortgage, co-ownership and route-specific certificate before a non-refundable commitment. Buying an asset that qualifies for residence does not establish that the price is sensible, the rental return is reliable or the investment will be easy to sell.

Residence, employment and the family

Golden residence provides immigration stability but does not remove any professional licence or work-permit requirement applicable to the proposed activity. Prepare marriage and birth records for dependants in the form accepted by the authority; transliteration differences across passports and certificates should be resolved before filing. Medical and health-insurance conditions need a family-level budget.

The tax plan has a different timetable. A founder who moves to Dubai while continuing to approve every major decision for a foreign company may bring that company into the UAE effective-management rules. Meanwhile, the former country may retain personal residence, business-source taxation or CFC claims. A visa does not resolve that overlap.
