What the tax system covers
The UAE has no general personal income tax on wages or qualifying personal investment receipts. Natural persons carrying on a UAE business can enter corporate tax where annual turnover exceeds AED1 million. The no-general-income-tax label excludes that business charge.
When you become tax resident
Domestic UAE residence has alternative home-and-interests, 183-day and qualifying 90-day routes. The relevant period is twelve consecutive months, and partial days count. A residence visa alone does not establish treaty entitlement or end residence elsewhere.
Rates and the tax base
No general personal income tax; business CT can apply. Wages and qualifying personal investment and real-estate investment income are excluded from the natural-person corporate-tax business test. A natural person’s covered business above AED 1 million turnover may instead be within corporate tax.
Private investment gains and business trading
Qualifying personal investment income of a natural person is excluded from the UAE corporate-tax business charge. This covers personal investment activity satisfying the statutory conditions, not every licensed or commercial trading business. Foreign-source-country tax and the individual’s residence elsewhere remain separate questions.
Asset cost basis on arrival
Qualifying personal investment income is outside the UAE natural-person corporate-tax business rules. For that income, exclusion from tax is the relevant starting point, rather than an arrival-value reset.
- Check that the activity meets the personal-investment definition. A business conducted by an individual can fall within corporate tax.
- Moving to the UAE does not settle another country’s residence, departure tax or right to tax its own assets.
| Asset or situation | Starting value and treatment |
|---|---|
| Qualifying personal investment | Excluded from natural-person business income under the stated rules. |
| Business investment or trading activity | Assess business status and the applicable accounting/tax basis separately. |
The personal tax baseline, and the business exception
The UAE does not impose a general personal income tax on wages. That baseline should be kept separate from corporate tax on a natural person’s business: covered business turnover above AED1 million in a calendar year can bring the individual into that regime.
Prepare an income register separating employment, business receipts, dividends, investment disposals and property receipts. The threshold concerns business turnover, not profit, and excludes the statutory categories of wages, personal investment income and real-estate investment income. It is not a separate AED1 million allowance for every licence or customer. The UAE result also does not determine whether another country still regards the individual as resident.
Personal investments and real estate: use the actual definitions
Qualifying personal investment income is excluded from the natural-person business charge. Investment activity conducted personally must meet the statutory conditions, including the distinction from licensed or commercial business activity. The exclusion does not automatically extend to an incorporated investment company.
Qualifying real-estate investment income has its own conditions concerning personally conducted investment activity and licensing. A rental portfolio, a property-development business and a licensed short-stay activity need separate classification. A source country may tax its own real estate or investments even when the owner lives in the UAE. Identify the owner, activity and source before describing any receipt as tax-free.
Domestic residence: three routes, with evidence for each
One route concerns the person’s usual or primary home and centre of personal and financial interests. A second uses at least 183 days during twelve consecutive months. A third permits at least 90 days for a qualifying UAE or GCC national or valid residence-permit holder who also has a permanent home, employment or business in the UAE.
These are alternative statutory routes, not a universal requirement to stay exactly six months. The Ministry of Finance confirms that parts of days count and provides rules for exceptional circumstances. Keep entry and exit records and evidence of the home, family and activity supporting the selected route.
A certificate does not override the other country’s rules
A Tax Residency Certificate can support a particular domestic or treaty claim, but the treaty’s own residence definition and conditions must be checked. Apply for the appropriate certificate for the relevant period and purpose, with the evidence requested for that route.
Before using a certificate to seek lower foreign withholding, establish the beneficial owner, income type, treaty article and source-country procedure. The certificate is evidence in that process. It does not automatically establish Canadian nonresidence, meet the UK Statutory Residence Test or resolve competing residence claims elsewhere.
Worked business example: turnover is different from taxable profit
Assume an individual has AED1.5 million of covered business turnover and AED800,000 of taxable business profit after all required adjustments, is in the ordinary corporate-tax regime and does not elect Small Business Relief. The ordinary calculation is zero on AED375,000 plus 9% of AED425,000, producing AED38,250.
The example deliberately separates the AED1 million entry threshold from the AED375,000 zero-rate profit band. It excludes VAT and any tax outside the UAE. If the person qualifies for Small Business Relief, a valid election can change the result; eligibility depends on revenue history and the other conditions, not merely this year’s profit.
Small Business Relief now extends through 2029
On 7 August 2026 the Ministry of Finance announced issuance of Decision 131, extending the relief to tax periods ending on or before 31 December 2029. Older guidance showing a 2026 endpoint should therefore be read with that amendment.
Eligible resident persons must elect for each period. Revenue must not exceed AED3 million in the current and previous relevant periods. Qualifying Free Zone Persons and members of covered large multinational groups are excluded. A year above the revenue ceiling cannot be erased by earning less in the next year, and an election does not remove registration, return or recordkeeping duties.
VAT can arise before the business-income threshold
The standard VAT rate is 5%. For ordinary resident businesses, mandatory registration generally begins when taxable supplies and imports exceed AED375,000 over the preceding twelve months, or are expected to exceed it in the next thirty days. The voluntary threshold is AED187,500 and can also consider taxable expenses.
Those amounts and measurement periods differ from the natural-person corporate-tax test. A business can have a VAT obligation while remaining below AED1 million annual business turnover. Foreign-business registration, place of supply, exempt transactions and zero-rated exports need their own review; an overseas customer does not automatically settle the VAT treatment.
Employment costs and pension coverage depend on the worker
No general wage income tax does not mean that every worker has the same employment-cost treatment. For GCC nationals working in the UAE, employers must participate in the applicable home-country social-protection system under the extension framework. Contributions and the employer cap follow that framework.
For a relocation budget, distinguish wages from employer-paid benefits, contractual pension arrangements and obligations attached to the worker’s nationality and employment jurisdiction. Obtain the applicable employment and pension schedule before comparing net remuneration; do not apply one percentage to every nationality.
Registration, returns and records for an individual business
A natural person crossing the business-turnover threshold should check the registration timetable separately from the return deadline. The FTA natural-person bulletin describes registration by 31 March following the relevant calendar year and the corporate-tax return by 30 September. The individual has one corporate-tax registration number for their covered activity.
The FTA’s September 2026 reminder confirms a return and payment deadline no later than nine months after the tax period, including a return for eligible Small Business Relief users. Retain records even where a relief makes the payment nil; the relief guide illustrates seven-year retention. Reconcile accounts, turnover classification and the election before submitting.
Departure: preserve the residence file and decide the business’s future
At departure, reconstruct the relevant twelve-month presence periods and changes to the home and centre of interests. A previously issued certificate does not determine the following year’s status. The destination’s residence start date can arise before the UAE permit expires.
Separately decide whether the business continues, transfers or closes. Corporate-tax deregistration is an FTA procedure with final compliance conditions; cancelling an immigration status or trade licence does not itself settle the tax account. Keep access to records and a working contact address after departure.
Holding foreign investments while living in the UAE
The FTA separates a natural person’s business from wages, personal investment income and qualifying real-estate investment income. Its published business threshold is turnover exceeding AED 1 million in a calendar year, combined with conducting a business or business activity in the UAE. Do not apply that turnover test indiscriminately to an excluded private investment portfolio.
Keep the owner’s investment position separate from management of the investee. A person can own a foreign company while decisions about that company create a corporate-residence question under Article 11. The individual’s private investment treatment does not determine the company’s residence or turn a trading business into a private portfolio.
Foreign companies and income attribution
No UAE CFC attribution is identified for an individual’s qualifying private investment holding: the Ministry confirms no CFC regime within corporate tax, and the FTA excludes personal investment income from a natural person’s business charge. A licensed or commercial business and the foreign company’s own UAE residence require separate analysis; another country’s rules are unaffected.
Departure, migration and continuing obligations
Personal departure and company closure or migration are separate; no blanket no-exit-tax conclusion.
