Immigration depends on nationality and intended work

EU, EEA and Swiss citizens use the free-movement registration framework, subject to the conditions for residence beyond three months. A worker or self-employed person follows a different evidence pathway from a financially independent person relying on sufficient resources and comprehensive sickness insurance. Non-EU family members also have their own residence-card route.

For non-EU applicants, the investor permanent-residence policy is a separate option. Its qualifying investment starts at €300,000 in an approved property, company or fund category, with category-specific requirements. The minimum annual income is €50,000, increased by €15,000 for a spouse and €10,000 for each minor child. The investor policy restricts employment and cannot simply be treated as a general permission to run any active role in Cyprus. Compare the actual work plans with the exact residence permission.

The 183-day and 60-day residence routes

Cyprus treats an individual as resident under the ordinary test where total presence exceeds 183 days in the tax year. Arrival counts as a Cyprus day and departure as an overseas day; arrival and departure on the same day counts in Cyprus, while the reverse sequence counts outside. Keep a travel ledger that follows these rules rather than counting hotel nights.

The Tax Department’s current 60-day guidance lists four cumulative conditions: at least 60 days in Cyprus, no stay exceeding 183 days in another single state, a qualifying business, employment or office in a Cyprus-resident company, and a permanent owned or rented home in Cyprus. Older summaries also list a separate prohibition on residence anywhere else; that wording should not be copied over the current guidance. Another country can still claim residence under its own law, making treaty analysis necessary.

Income tax changed for 2026

The 2026 personal bands are 0% on the first €22,000 of taxable income, 20% on €22,001–€32,000, 25% on €32,001–€42,000, 30% on €42,001–€72,000 and 35% above €72,000. These are marginal rates applied to taxable income, not a single rate on gross receipts. Deductions and the nature of the income must be established before estimating liability.

The reform also broadens filing obligations. Current official business guidance includes tax residents aged 25 through 70 even without income, alongside persons with relevant gross income. A zero tax bill is therefore not proof that no return is required. Returns from the 2026 tax year use Tax For All. Use the 2026 reform and registration guidance when older government information pages still display the former €19,500 threshold and bands.

Company taxation and the shareholder are separate

The corporate income-tax rate rose from 12.5% to 15% on 1 January 2026. Current Tax Department guidance treats management and control in Cyprus as a residence connection and also applies a Cyprus-incorporation rule, subject to a treaty providing otherwise. That treaty qualification is narrower than assuming any foreign residence claim automatically removes Cyprus residence.

A founder should document where the real decisions are made and who has authority, competence and information to make them. A service address or local director does not by itself establish substantive management. Personal non-dom treatment does not exempt company profits from corporation tax, payroll or other obligations. Analyse foreign operations, permanent establishments, related-party transactions and any applicable corporate anti-avoidance rules independently. The same group may need compliance in more than one country even when a Cyprus company is properly managed.

Prepare and file the correct residence evidence

EU registration using MEU1 is due within four months of entry. The current Migration Department page gives a €20 fee and a one-month examination period for a duly completed application with all documents. That is an official processing statement, not a guarantee including appointment waiting or preparation. The certificate has no expiry date, but the underlying residence conditions still matter.

For investment residence, confirm eligibility of the asset and the source-of-income evidence before a purchase becomes unconditional. Housing transactions require legal due diligence beyond immigration acceptance. Assemble identity and family records, criminal-record evidence, insurance, financial statements and the category-specific investment documents, with the required certification and translation. Keep proof of payment and beneficial ownership. The purchase price alone is not the application’s total cost: taxes, legal work, government charges and ongoing asset costs are separate.

Retest both residence routes in the departure year

A departure does not automatically make the whole year nonresident. Recalculate Cyprus presence under its arrival and departure counting rules and determine whether the more-than-183-day test is met. If not, review all conditions of the 60-day test, including the permanent home and relevant Cyprus activity or office. A director who keeps the office and home after moving may need a different analysis from someone ending every connection.

Establish the destination’s residence start date and whether there is an overlap. Apply the treaty to the actual facts where both countries claim residence. Preserve travel, accommodation, employment or business changes and the new foreign tax certificate. Do not issue inconsistent residence declarations to different banks merely because different answers appear convenient for account opening.

Ordinary naturalisation requires actual qualifying residence

Under the current Ministry of Interior guidance, an adult generally needs twelve months of legal continuous residence immediately before applying, with aggregate absences up to ninety days not interrupting that final period. The preceding ten-year window must contain at least seven years of legal residence. The two components should be calculated separately from a complete travel record.

The applicant also needs good character, B1 Greek, knowledge of contemporary political and social conditions, suitable accommodation and stable regular means for the household. Holding permanent residence does not replace those conditions. A person visiting just enough to maintain an investment permission should not assume the same pattern produces a naturalisation entitlement. The qualifying years are not an estimate of the time the authority takes to decide a complete application.

The skilled-employment route has specific employer conditions

A modified route exists for qualifying highly skilled employees of eligible companies. The current guidance distinguishes three or four earlier years according to B1 or A2 Greek, in addition to the final twelve-month continuous-residence component. The company and employment must satisfy the official eligibility criteria, including at the relevant application and examination points. It is not enough to call a business international or to appoint the applicant as its director.

Before relying on this route, establish the employer category, the applicant’s actual skilled role and supporting employment history. The Ministry’s special provisions for absences must be applied to the relevant period and route. A spouse or family member needs their own eligibility assessment. Treat shortened residence requirements as a conditional statutory pathway, not as an investment-for-passport offer.
