The property must qualify

The official IRS/RES/PDS buyer guidelines state that residence follows acquisition of a residential property whose value exceeds USD 375,000 or equivalent. They also prescribe the exchange-rate basis where payment is in another currency. Confirm scheme approval and the authority’s acceptance of the exact price before signing; the threshold is not a general permission to buy any home anywhere.

Other categories, such as Smart City, ground-plus-two apartments, senior living or purchases outside an EDB scheme, have their own legal conditions. This page documents IRS/RES/PDS; it does not silently apply their rules to every property category.

Due diligence before the residence application

Review the title, developer permissions, construction stage, completion protections, payment timetable, maintenance obligations, resale conditions and ownership vehicle with the notary and appropriate independent adviser. An off-plan reservation is not the same evidence as a duly registered acquisition.

The residence checklist calls for a notary certificate showing registration/transcription, identity and birth records, photographs, medical certificates, morality certificates for adults and relevant relationship records. An entity-owned property needs the nominated applicant and ownership or beneficiary evidence required for that vehicle.

Costs and rights after acquisition

Separate the price from registration duty, land-transfer taxes where contractually relevant, notary/legal charges, EDB application charges, financing, insurance and annual estate costs. The guideline includes an MUR 25,000 acquisition-application charge, but its older duty table must not be used as a current closing-cost quote after the 2025 and 2026 legislation. Obtain a dated written closing statement for the actual deed and purchaser.

The permit continues while the qualifying ownership and nomination conditions remain. Family applications are separate, and the published PDS summary uses children below 24 rather than the OP wording not over 24. The PDS page describes an OP/work-permit exemption for qualifying holders; have the particular scheme/status and proposed work confirmed before beginning employment.

Sale is an immigration event as well as a transaction

The guidelines require written notice to EDB at least thirty days before sale or transfer. Coordinate the sale with alternative residence if the household intends to stay. A rental management arrangement does not establish that the owner has retained all residence rights after disposing of the asset.

Property residence is not citizenship. A purchase should be evaluated for its own economics, legal quality and suitability, with any nationality strategy assessed under the separate Citizenship Act.
