The 2026 entry criteria
The enacted 2026 schedule requires an initial investment of USD 100,000 or equivalent freely convertible currency. Submit a certified overseas bank statement showing funds and an undertaking to transfer them into the Mauritius account within sixty days after permit issuance. The guideline’s investor undertaking specifies the corporate account.
The business must achieve at least MUR 5m turnover from the third year of registration, and MUR 8m from the fifth year for renewal. Turnover is not profit, and a passive personal portfolio should not be assumed to satisfy an active business plan. The company, role and activity must support the category.
What the plan should demonstrate
Explain customers, pricing, forecast turnover, operating costs, employment, premises and how the applicant will run the enterprise. Evidence should match the actual product or service and any required industry licence. A forecast that merely repeats the immigration minimum without a commercial explanation is weak evidence.
A new or existing company requires the correct registration, shareholder/director records and activity approvals. A permit does not exempt the business from corporate tax, VAT, payroll or regulatory licensing, and it does not establish that the owner has ceased being tax-resident elsewhere.
Cost, duration and the next stage
Current guidance provides a renewable permission of up to ten years. The non-refundable application fee is USD 50 and the ten-year investor permit fee USD 1,000, excluding dependents, medical checks, translations, company, banking and professional costs. The USD 100,000 is investment capital, not a government fee.
A later 20-year PRP is a separate application. The ordinary investor pathway requires five qualifying years and substantially higher turnover: MUR 15m annually for five consecutive years or MUR 75m aggregate over those years. Establishing the company does not start an automatic citizenship countdown or guarantee renewal.
