A business-investment commitment
The August 2026 EDB guideline requires a written USD 1m investment undertaking, initial foreign income, funds evidence and a qualifying-sector business plan. The visa may last up to two years. The commitment must be fulfilled within twelve months of issue and is monitored; it is not an optional investment to consider at renewal.
Act 13/2026 adds a PRP eligibility category for a holder investing at least USD 1m within that period in business activity other than residential-property acquisition under EDB property schemes. Buying a qualifying home can support another route, but it does not meet this Golden Visa PRP condition.
Submission and the five-day commitment
The published process is online submission, EDB screening and recommendation, then PIO decision and issue. EDB publishes five working days from the date a file is deemed complete, with no processing fee. That clock excludes the applicant’s preparation and any period before completeness is accepted.
Prepare the passport, financing evidence, shareholder/promoter background, project timetable, insurance, accommodation and the prescribed undertaking. Spouse/children need civil records and relevant parental consent; a general child-age rule and inclusion of parents have not been established from this guideline.
Tax and work still follow their own rules
Finance Act 2026 extends section 73 B’s remittance, foreign-card and foreign-tax declaration provisions to Golden Visa holders. The text must be applied to the relevant income and transaction; it does not exempt an operating Mauritian company from its corporate taxes.
The EDB guideline discusses switching to an occupation permit when the holder intends to work or invest locally. Do not read an initial visa as unrestricted authorisation for every employment or regulated activity. The PRP and any later citizenship process remain separate decisions.
