Three reasons to evaluate the country

A person may consider Paraguay as a place to live, a residence option or a business base. Those objectives overlap but are not identical. Daily life, travel connections, local services, banking and how work will be performed should influence the choice alongside the immigration requirements.

A residence document is useful when it supports a practical plan. It should not be presented as automatic proof that another country has stopped taxing the holder or that every foreign payment is exempt.

The ordinary residence route is staged

The Migration Directorate’s current framework generally uses temporary residence before conversion to permanent status. Temporary residence can be granted for up to two years, with renewal provisions. The later permanent application requires its own documents and financial evidence.

Permanent status is indefinite, but the physical card is renewed every ten years. A permit’s label and a document’s expiry date are different things; both need to be tracked.

Absences have consequences

Resolution 376/2026 establishes procedures for cancellation following unauthorised extended absence. The published text addresses more than one year for temporary residents and three years or more for permanent residents. It also provides procedures concerning authorised absences.

Do not turn the country into a promise of residence that can be ignored indefinitely. Keep travel records, current contact details and a calendar of the relevant obligations, and obtain advice before a long absence.

Source-based taxation still requires classification

The personal-income provisions of Law 6380 tax Paraguayan-source income and define that source by activities, property and rights, with additional specified rules. Working from Paraguay for a foreign customer is not automatically the same as earning foreign-source investment income.

Company, personal-service and capital-income rules need separate analysis. The tax guide explains why the identity of a paying bank cannot determine the entire result.

Citizenship is a different commitment

The Supreme Court’s checklist counts three years from the permanent-admission resolution for the residence prerequisite, alongside other evidence and a judicial process. It is not a passport promised three years after the first visit. We can help compare the residence and business options and coordinate the local implementation.

Temporary residence grants a defined first stage

The ordinary temporary grant lasts up to two years and can be extended for a similar period. The authority describes a resident-pending status during processing that permits exit and re-entry, study and work. It is important to obtain the actual proof of that status; a tourist arrival alone is different.

The application is personal and in person, although follow-up can use a representative. Identity, entry, civil and background records form the core file, including the relevant local police and Interpol certificates. The declaration covers the real local address and intended profession or activity.

Prepare for permanence before the temporary card expires

The change-of-category window is the three months before expiry. The authority allows a limited one-month late conversion with a penalty; after that, the described fallback is a temporary extension within six months after expiry, rather than the same permanent conversion. A missed date can therefore change the route.

The July 2026 permanent-residence annex requires actual economic evidence under the relevant category. A remote worker supplies employment or work confirmation describing income and payment method; a professional cannot rely solely on a diploma. The supporting file should develop during the temporary period, not be invented at its end.

Separate company tax, distributions and personal services

Law 6380 sets the general IRE business-income rate at 10% of net income. Distributions subject to IDU have a separate 8% rate for resident recipients or 15% for nonresident recipients. A company’s ten-percent headline therefore does not describe every owner’s final tax burden.

Personal capital income and gains have an 8% statutory rate on the applicable tax base. Personal-service income uses progressive 8%, 9% and 10% bands, with a separate gross-income payment threshold and formal obligations. Classify both the earning person and the income category before comparing the outcome with another country.

Work location matters for a remote business

The personal source rule covers activities performed in Paraguay, property there and rights used economically there. It also expressly extends to certain services performed outside the country by resident taxpayers for IRE or IRP taxpayers. Payment from an overseas bank does not answer those tests.

An owner working from Paraguay should map services, company contracts, customer delivery and local personnel. A passive foreign portfolio and a locally performed consulting business are materially different. The same review should establish whether the old home country still regards the person or a company as resident.

Long absences need an authorised solution

Resolution 376/2026 addresses cancellation after more than one year away for temporary residents or three years or more for permanent residents, absent the required authorisation. The authority checks migration records and uses a formal administrative procedure; an unexpired card is not proof that a prolonged absence has no consequence.

The resolution provides an application for authorised extended absence supported by an intention to return and settle. Its timing and permitted period depend on the category. Obtain the decision rather than assume that notifying a provider is equivalent to official approval, and keep the declared electronic contact details current.

A second passport requires a different level of commitment

The Supreme Court’s checklist measures three years from the permanent-admission resolution, not the first temporary application. It also requires identity, background and activity evidence, a court application under legal sponsorship and the relevant personal declaration. Three elapsed years is only one element.

New naturalisation cases are scheduled to use electronic filing from 12 October 2026, one day after this research date. That administrative change does not remove the eligibility requirements. Offshore Capitalist can help compare the residence, business and longer-term citizenship objectives before beginning the staged implementation.
