Eligibility & suitability
Who can qualify
- Foreign nationals intending lawful settlement and activity who satisfy the current identity, entry and background requirements.
- Family members with the appropriate parental, guardianship and representative-status evidence.
Restrictions & unsuitable cases
- Applicants seeking a wholly remote initial application under this personal-attendance procedure.
- Applicants treating immigration status as automatic tax nonresidence in their current home country.
Application process & timeline
The authority has not supplied a verified universal end-to-end duration in the sources reviewed. The grant can last up to two years; foreign-document preparation, personal filing, decision and identity-card issuance are separate stages.
01Check the category, entry and residence historyBefore travelling and ordering final certificates
Confirm the ordinary route and any nationality-specific alternative, entry visa and family facts. Prepare a three-year residence chronology to identify the correct foreign background evidence.
Documents & evidence
- Passport or accepted identity document
- Required visa
- Residence chronology
- Family list
- Origin-country records alone may be insufficient after living elsewhere.
- Minor-document exceptions depend on age and issuing country.
02Obtain foreign civil and background recordsTiming depends on foreign issuers and authentication
Collect birth, relevant civil-status and criminal records in the required form. Arrange apostille or legalisation and accepted translations, and prepare authenticated copies.
Documents & evidence
- Birth certificate
- Marriage, divorce or death record where relevant
- National background certificates
- Proof of previous residence
- Mexican background requirements include the published federal-and-state rule.
- Apostilles and translation requirements should be matched to the actual issuer.
03Enter lawfully and complete local certificatesAfter entry; appointments and certificate issue vary
Keep the stamped entry evidence. Obtain the required Interpol and Paraguayan police records and prepare the actual local address and activity information for the declarations.
Documents & evidence
- Entry record
- Interpol certificate
- Foreigners’ police background certificate
- Local address information
- A tourist entry is not the pending-resident authorisation.
- Declared contact details are sworn information.
04File personally and pay the official chargeAt the competent office; no verified fixed decision target
Attend with originals and authenticated copies, complete the immigration declarations and pay the current charge. Obtain the proof of pending status and submission.
Documents & evidence
- Complete application file
- Sworn declarations
- Fee receipt
- Pending-status document
- The authority’s receipt of documents does not promise approval.
- Children need the correct signatures and residence permission from parents or guardians.
05Respond to requests and obtain residence and identity documentsGovernment assessment varies; identity card is a separate step
Supply any additional evidence, review the grant and collect the residence document. Follow the police identification procedure for the Paraguayan identity card with the corresponding validity.
Documents & evidence
- Requested clarifications
- Residence decision and card
- Identity-application records
- The identity card and residence approval are different documents.
- Do not advertise a guaranteed one-trip completion time.
06Monitor absences and prepare the next categoryThroughout the grant; permanent window begins 3 months before expiry
Keep travel and contact records and seek authorised absence before exceeding the permitted period. Assemble the permanent-category financial evidence in advance, or renew temporary residence where appropriate.
Documents & evidence
- Travel history
- Authorised-absence decision if applicable
- Continuing activity and economic evidence
- Expiry calendar
- A two-year card does not permit a two-year unauthorised absence.
- Missing the conversion window can force a different renewal route.
Document checklist
Track your preparation in this browser. Final requirements depend on the route and filing authority.
What the permission provides
The Migration Directorate describes temporary residence for up to two years, renewable for an equivalent period under the applicable rules. It is generally the first stage before ordinary permanent residence. Special or nationality-based categories should be checked separately.
The pending-application status described by the authority permits specified activities, including work and study. Confirm that the applicant has actually obtained the relevant proof of pending status rather than assume a tourist entry has the same effect.
Prepare the documents before travelling
The current checklist includes identity, lawful entry and any required visa, civil records and background evidence. The authority has specific instructions concerning the country of origin and previous countries of residence. Those records can take longer to obtain than the local appointment.
Interpol and Paraguayan police documentation, the relevant declarations and authenticated copies also form part of the process. Children require additional parental or custody evidence. Foreign documents must satisfy authentication and Spanish-translation requirements, with the published exceptions.
Application sequence
- Confirm the applicable category and entry requirements.
- Collect foreign identity, civil and national background records.
- Obtain the required local certifications and prepare the declarations.
- Submit the application and pay the current official charge.
- Respond to requests and complete the residence and identity-document stages.
- Calendar the renewal or later permanent-conversion window and continuing obligations.
Fees, timing and continuing presence
The official page lists a temporary-residence charge of Gs. 2,926,925 at the research date. This is not an all-inclusive project price: certifications, translations, identity documentation, travel and optional professional assistance can add costs. A current guaranteed processing period was not verified.
Resolution 376/2026 addresses cancellation after more than one year outside Paraguay without the required authorisation. A two-year permit does not mean two years of unrestricted absence. Check authorisation procedures before planning a prolonged stay abroad.
Tax and the permanent stage
Temporary immigration residence is not a complete tax-residence analysis and does not establish nonresidence elsewhere. The eventual permanent application requires a separate financial and documentary review. We can help coordinate those stages with the wider relocation or international business project.
Background certificates depend on the applicant’s history
The current checklist generally requires background evidence from age fourteen. It differentiates residence in the country of origin, residence elsewhere during the prior three years and established residence in Paraguay. A stay exceeding one year in another country during that period can require that country’s certificate and proof of residence.
Special rules matter. Mexican records can require both federal and state certificates, while the checklist identifies exceptions where countries do not issue the relevant certificates for minors. Use the actual nationality, age and residence chronology rather than order the same document for every family member.
Prepare originals, authenticated copies and a real address
Identity, entry record, birth and applicable civil-status documents need the required originals and authenticated copies. Foreign records need apostille or legalisation and Spanish translation under the published rules; qualifying Brazilian Portuguese records have an exception. Authenticated copies are also needed for originals to be returned.
The applicant signs declarations covering constitutional and legal compliance, the intended activity or profession and the Paraguayan address. Address, email and telephone details have the character of sworn information. A representative can follow the case, but the initial procedure remains personal and in person.
The next deadline should be set when this card is granted
The published temporary-residence fee is Gs. 2,926,925, including the pending-residence element and category change as stated in the schedule. Cash and electronic-payment totals can differ because of provider charges. Certificates, translations and other services are separate.
Calendar the card’s actual expiry and the permanent-conversion window opening three months before it. Track absences as well: the current procedure addresses cancellation after more than one year away without authorisation, even though the card’s stated term can be two years. Permission to reside needs active maintenance.
