The residence prerequisite is specific

The Supreme Court’s published checklist says applicants must have three years of permanent residence, counted from the permanent-admission resolution. That is different from three years since the first visit, temporary application or issue of an unrelated document.

The applicant must be an adult and satisfy the other constitutional and procedural conditions. A residence programme should not be sold as a guaranteed passport after a fixed calendar period.

What the file must demonstrate

The checklist includes the Paraguayan identity card, all passport pages, birth record, permanent card and a Migration Directorate residence certificate. Local police and judicial records and an authenticated origin-country background certificate are also listed.

Evidence of activity depends on the circumstances: employment, commerce, studies or a profession have different supporting records. The Court also asks for a curriculum vitae and the relevant declaration. Foreign-language documents require an appropriately registered translator.

A newly changing filing process

On 7 October 2026 the Supreme Court announced that new naturalisation proceedings would use electronic filing through the Portal de Gestión de Partes from 12 October 2026. Existing paper cases would finish in paper form.

The announcement changes filing and tracking, not the substantive eligibility requirements. Confirm the new portal workflow, required professional representation and any personal declaration or attendance steps when opening the file.

Practical sequence

  • Establish the permanent-admission date and substantive eligibility.
  • Review travel history, local activity and evidence of the applicant’s real circumstances.
  • Collect the current identity, civil, background and activity documents.
  • Coordinate the application with the required local legal professional.
  • File through the operative court process and answer requests.
  • Complete any required appearance, decision and post-grant documentation stages.

Budget and long-term consequences

Court charges, authentication, translation and legal assistance should be itemised. A fee appearing on an older checklist must be checked when filing. No current fixed end-to-end decision time is verified in this draft.

Naturalisation and immigration-residence maintenance are separate, as are tax residence and obligations in another country. We can help connect the residence strategy with the family’s longer-term objective and identify the questions that need local legal review before an application is made.

The permanent-admission resolution starts the stated prerequisite

The Supreme Court expressly requests a Migration Directorate certificate showing three years of permanent residence from the admission resolution. Keep that resolution alongside the permanent card and identity records. The preceding temporary stage cannot simply be counted as if it were already permanent.

A complete file also includes all passport pages, including blank pages, the authenticated birth record and local and origin-country background evidence. The court needs an intelligible record of identity and history, not a collection of unrelated residence cards. Absence-related immigration cancellation can undermine the premise of an application.

Show the activity actually carried on

An employee provides employer confirmation identifying the employer’s IPS and tax registration. A merchant supplies the commercial licence and tax-registration information and names at least two businesses that can give commercial-conduct references. Students and regulated professionals have their corresponding study or professional evidence.

The checklist also includes a CV, the court’s sworn declaration and a petition under a lawyer’s sponsorship or special authority, stating procedural and actual addresses. Documents must be originals or authenticated copies, and foreign-language material must use a translator registered for the relevant court requirements.

Electronic filing changes administration, not qualification

The Supreme Court announced that new cases would enter the Portal de Gestión de Partes from 12 October 2026; existing paper proceedings retain their paper route. At this guide’s 11 October research date the commencement is imminent, so a new applicant and lawyer should follow the operative portal instructions at filing.

The published general checklist still identifies a personal declaration and judicial fee. Confirm the current fee assessment and how personal steps interact with the new digital procedure. No verified universal judicial completion period is stated here: the qualifying three years, processing, the grant and subsequent identity or passport documents are separate stages.
