Eligibility & suitability

Who can qualify

  • Temporary residents completing the ordinary stage, applying in the relevant window and proving the required economic and personal conditions.
  • Eligible supported family members with the prescribed relationship and representative evidence.

Restrictions & unsuitable cases

  • Applicants expecting an automatic upgrade or relying only on a professional title.
  • Applicants unable to substantiate actual support under the current annex.

Application process & timeline

This is a separate category-change application following the temporary stage. File in the three months before the temporary card expires. No current official universal decision duration was verified.

01Confirm the conversion window and status historyBegin preparation before the 3-month pre-expiry window+

Check the temporary-card expiry, time in status, absences and any changes in circumstances. Determine whether ordinary timely conversion is available or a late/renewal procedure is needed.

Documents & evidence

  • Temporary card
  • Identity card
  • Residence and travel history
Common complications
  • One month after expiry is not the same route as timely conversion.
  • An absence problem should be resolved before assuming status remains valid.

02Choose and evidence the economic categoryBefore filing; gather ongoing evidence during temporary residence+

Use the July 2026 annex for the actual occupation or source of support. Collect real income, employment, business, pension or dependant evidence, with the required registration and authentication.

Documents & evidence

  • Applicable solvency records
  • Income and payment evidence
  • Tax or social-security documents where prescribed
Common complications
  • A degree alone does not prove professional income.
  • Student status alone does not demonstrate support.

03Update personal, background and family documentsBefore the in-person submission+

Obtain the required local foreigners’, good-conduct, judicial and Interpol certificates. Document personal changes and prepare the relevant child permissions and authentic copies.

Documents & evidence

  • Current identity and temporary-residence documents
  • Local background certificates
  • Change-of-circumstance records
  • Family permissions
Common complications
  • A changed name, address or occupation should not be omitted.
  • Travel consent may not authorise permanent residence.

04Submit personally and pay the category-change chargeDuring the 3 months before expiry; limited late rules apply+

Attend with the complete file and pay the published current permanent-residence charge, plus any applicable additional charge. Keep the filing record and monitor notifications.

Documents & evidence

  • Complete conversion file
  • Gs. 2,926,925 base-charge receipt
  • Applicable additional receipts
Common complications
  • Receiving the file is not a grant.
  • Document, translation and professional costs are outside the base fee.

05Resolve requests and obtain permanent documentationVariable government assessment; no verified guaranteed period+

Supply any additional evidence of income or family circumstances. Retain the permanent-admission resolution and obtain the permanent card and corresponding identity documentation.

Documents & evidence

  • Supplementary evidence
  • Permanent-admission resolution
  • Permanent card
Common complications
  • The resolution date is important for the later naturalisation prerequisite.
  • The temporary card does not automatically become permanent.

06Maintain the status and plan any long absenceCard renewal every 10 years; absence obligations apply sooner+

Keep contact and travel records current, obtain an authorised absence when required and review the tax position separately. If citizenship is a goal, build the court’s actual residence and activity evidence.

Documents & evidence

  • Travel and contact records
  • Absence authorisation if granted
  • Card-renewal calendar
  • Activity and residence evidence
Common complications
  • Three years or more of unauthorised absence can trigger cancellation.
  • A valid immigration document does not prove the end of tax residence elsewhere.

A separate application, not an automatic upgrade

The Migration Directorate describes permanent residence as permission to settle indefinitely after fulfilling the temporary-residence stage and admission conditions. The ordinary change-of-category process requires a new file; the temporary card does not turn permanent by itself.

The authority’s current page states that the application should be made during the three months before the temporary card expires. It describes a limited one-month late-conversion period with a penalty; later delays can lead to a different temporary-renewal process. Plan to file before expiry.

Evidence for the conversion

The checklist includes current origin-country and Paraguayan identity documents, the temporary card, evidence of relevant personal changes and local police, judicial and Interpol checks. It requires adequate, sufficient and verifiable economic-solvency evidence showing actual income or available resources.

The July 2026 checklist and its annex should be used to determine the acceptable financial category. A generic statement about savings or a notarial declaration should not replace the current evidence standard.

Children and documents

Minor applicants have specific parental-consent, guardianship and representative-residence requirements. The authority treats children as a distinct category for economic-solvency purposes, with responsibility resting on the representative.

Authenticate foreign documents and arrange the required Spanish translation. A custody judgment, permission to travel and permission to reside are not necessarily interchangeable documents.

Status, card and absences

The status is indefinite, while the residence card requires renewal every ten years. The official charge for the permanent application is listed as Gs. 2,926,925, with additional certificate, change or penalty charges where applicable. Other document and professional costs are separate.

Resolution 376/2026 addresses cancellation where a permanent resident has been away for three years or more without the required authorisation. An indefinite status is therefore not a reason to abandon monitoring. Keep current contact details so that official notifications are received.

Tax and citizenship remain separate

Permanent residence does not automatically establish the holder’s entire tax position. The Supreme Court’s citizenship checklist counts the residence prerequisite from the permanent-admission resolution, with further conditions and review. We can help align these stages with the actual family and business plan rather than treat the card as the final step.

The 2026 solvency annex distinguishes real categories

Remote workers or digital nomads must provide work confirmation supporting the relationship, the income received and how salary or fees are paid; foreign documents need authentication and Spanish translation. Independent workers provide taxpayer registration and the prescribed recent VAT or annual personal-income returns and compliance evidence showing actual activity.

Professionals and technicians need the recognised credential and evidence that the profession is actually exercised and generates income. The annex expressly says the qualification alone is insufficient. Employees use the listed social-security or properly registered employment evidence. Match the declared occupation to the evidence rather than choose a category because it sounds easier.

Family support and property ownership have their own proof

Pensioners provide evidence identifying the pension amount and financial receipt method. Property owners provide the prescribed registered title and may be asked for evidence of income from the property. Shareholders use the specific company or shareholder-register evidence, including the special simplified-company certificate where relevant.

Dependent spouses, parents, grandparents and specified disabled relatives have defined relationship and supporting-person documents. Students need continuity of study and additional evidence of actual subsistence or verifiable family transfers; student status alone is not solvency. Children fall under the distinct minor category with support responsibility on their representative.

The conversion deadline changes the available procedure

Apply during the three months before temporary-card expiry. Up to one month afterward, the published procedure permits late permanent conversion with the stated penalty. After that month, the described alternative is a temporary extension, available within six months of expiry and with the penalty.

For extended absence, Resolution 376 provides an authorisation procedure with advance timing and proof of the intention to return. Permanent residents otherwise face the cancellation framework at three years or more abroad. The physical card’s ten-year renewal date does not suspend these residence obligations.
