Residence and a place to build a life
New Zealand offers investor residence and other migration routes, but the right to remain is only one part of a move. Distance from major markets, family travel, schooling and the ability to manage an international business deserve practical attention. A low-presence investor permission can serve a different purpose from full relocation.
The investor route has distinct capital choices
Active Investor Plus currently separates Growth and Balanced investment categories. They have different capital, holding and physical-presence requirements. Immigration acceptance of an investment does not guarantee its performance or liquidity. Keep the investment decision, migration benefit and tax effect as three linked but separate analyses.
A temporary exemption has an end date
Eligible transitional residents can receive a temporary exemption for most foreign income. It is not a general exemption for employment or personal services, and it does not last indefinitely. A plan should model the period after relief ends, including CFC, foreign investment fund and trust issues where relevant.
Choose an investor category around investment and family objectives
Active Investor Plus has Growth and Balanced categories with different capital, investment-period and physical-presence requirements. Growth uses at least NZ$5 million over three years, while Balanced uses at least NZ$10 million over five years. The qualifying investments differ; an ordinary residential property purchase should not be assumed to qualify. Commercial suitability and immigration acceptance are separate reviews.
Prepare lawful-source and transfer evidence before applying. Immigration New Zealand expects a traceable investment history and completion within the approval’s timetable. The September 2026 changes to managed-fund requirements are another reason to use current acceptable-investment information. Government application fees, fund charges, advisory fees and investment capital should be shown separately. An immigration-approved investment still carries market and liquidity risk.
Investor presence is not the same as tax or citizenship presence
Growth’s published minimum is 21 days during the investment period; Balanced generally requires 105 days, with possible reductions for specified additional Growth investments. These are visa-condition figures. They do not determine tax residence, and they are much lower than the ordinary citizenship presence requirements. A family can meet investor conditions while remaining far from eligibility for citizenship.
Tax residence can arise through physical presence or a permanent place of abode. A home and the person’s connections therefore matter alongside travel days. Citizenship normally requires substantial presence over five years, including at least 240 days in each relevant twelve-month period and 1,350 days in total. Decide early whether the objective is a residence option, an actual move or eventual citizenship; each implies a different household calendar.
Transitional relief is valuable but temporary and selective
Qualifying new or returning residents who have been nonresident for at least ten years may receive the transitional-resident exemption for many foreign-income categories. It generally lasts until the end of the relevant 48-month period, with the start tied to the residence rules. It is not a four-year exemption for every form of earnings. Foreign employment and services income are important exclusions.
Inventory foreign companies, funds, trusts, pensions and financial arrangements before moving. Determine which categories qualify, what will become taxable when relief ends and whether any action would forfeit eligibility. Applications for Working for Families can affect the position. The end of relief should be in the plan from the beginning; waiting until the final month can leave insufficient time to obtain accounts, valuations or restructure an investment sensibly.
Company control and foreign investments need their own workstream
A foreign-incorporated company may become New Zealand resident through its head office, centre of management or control by directors. Personal transitional relief does not exempt the company itself. If it remains foreign, CFC or foreign-investment-fund rules may be relevant to the owner, subject to the applicable exemptions and thresholds. Record who exercises authority after the move.
Financial arrangements can also produce taxable amounts linked to currency movements, even without an economic profit measured in the original currency. IRD’s current guidance identifies foreign-currency bank accounts, loans and bonds as examples requiring analysis, and departure can create a base-price adjustment. Offshore Capitalist can coordinate the migration, investment and cross-border tax work so the family understands both the opportunity and the obligations that remain after arrival.
