Where Luxembourg may fit
Luxembourg can be relevant when the commercial case calls for a real European base, a household move or a company operating within a developed legal and financial system. Its EU and euro-area membership matter to the practical design. Those features do not turn every foreign-owned company into a tax-efficient structure or make a personal move low tax.
The first distinction is between living there, managing a company there and investing through a Luxembourg entity. A resident individual enters a worldwide tax framework; an ordinary resident corporation also has a worldwide starting point, with treaty and statutory relief. A bank account changes neither conclusion on its own. Compare the complete owner–company–income chain before choosing the jurisdiction.
The decisions that belong together
For a founder, residence permission, company management and personal tax should be analysed as one project. An employee incentive can improve a qualifying salary package without exempting dividends or a business sale. A participation exemption can remove a corporate tax layer without eliminating owner-level tax, withholding, wealth tax or anti-abuse conditions.
For a family, the test is wider than a headline tax rate. Check partner recognition, the child’s immigration category, school catchment, healthcare affiliation, housing and a workable commute. The city guide turns those questions into a viewing and arrival checklist.
| Question | Rule or practical step | What to check |
|---|---|---|
| Move personally | Worldwide income, arrival asset basis, departure obligations | Use the personal tax and moving guides together. |
| Run a company | Seat/central administration, municipality, payroll, VAT and CFC rules | The 23.87% Luxembourg City corporate example is not a universal all-in cost. |
| Hire or take a job | Salary tax class, 2026 contributions, permit and possible incentive | Gross salary and employer cost are separate numbers. |
| Move the family | Individual permissions, relationship evidence, housing and school | A principal permit does not itself grant citizenship or every family permission. |
Three changes to old Luxembourg summaries
The corporate income-tax main rate is 16% from 2025, producing the official 23.87% Luxembourg City example once the fund and municipal layer are included. The 2026 pension contribution is 8.5% on each side, and June indexation changes contribution bases during the year.
From 1 October 2026, covered first third-country residence applications use an in-person consular D-visa procedure. Older pages describing a temporary authorisation before the visa should not be followed indiscriminately. EU registration, existing-permit changes and renewals retain distinct procedures.
Start with the part of your situation that is changing
Tell us where you live now, your citizenships, how the business operates, the countries of the team and customers, and the intended move. For investment-heavy households, include the main asset types and any planned disposal. That makes the initial inquiry useful and helps identify whether a full implementation engagement or a narrower review is appropriate.
The work can combine documented analysis with agreed company, banking, residence and ongoing administration. Exact scope, third-party involvement and fees are established after reviewing the facts. Independent management is provided by external specialists where needed; we help assess and coordinate the connection.
