The job must qualify, as well as the person

The EU Blue Card framework is for highly qualified employment, not a general residence permit for a person with savings. The researched employer guidance requires a qualifying employment contract lasting at least six months and evidence of the relevant higher qualifications or recognised professional skills. Regulated occupations still need the applicable professional recognition.

The employer declares the vacancy to ADEM. The authority distinguishes that declaration from a labour-market test: the researched highly qualified category does not require the ordinary test of available local candidates. The contract, qualifications and pay must nevertheless support the Blue Card criteria. A shareholder appointing themselves should have the genuine employment and corporate relationship reviewed rather than relying on a job title.

Confirm the current salary threshold before signing

The official employer page and the renewal guidance updated on 1 October 2026 state a gross annual threshold of €65,652. The newly updated first-entry page contains both €65,652 and €65,562 in different passages. Because this difference can decide eligibility, a contract close to the boundary should be checked against the applicable regulation or written authority confirmation before filing. This guide does not silently select the lower number.

The remuneration test is distinct from tax incentives. The impatriate exemption has its own €75,000 fixed-gross-salary condition and other requirements. Meeting the Blue Card threshold therefore does not itself establish eligibility for the employee tax exemption, or tell the employer the complete cost of the hire.

The employer and applicant have different tasks

The applicant must assemble identity, character, qualification, contract and coverage evidence. The employer provides a properly documented role and remuneration and completes the required vacancy step. Agree who obtains translations, follows consular instructions and responds to requests so the application is not stalled between parties.

For covered first entries, the October reform replaces temporary pre-entry authorisation with an in-person long-stay visa application. After arriving, the person completes the commune declaration, medical and residence-card steps. Older employer guidance remains useful for eligibility but its historical pre-entry sequence should not override the later ministry reform.

Bring the household into the plan from the start

A work or business application does not automatically cover everyone in the household. The ordinary national family route recognises a qualifying spouse or registered partner and unmarried minor children. Dependent parents and adult children have narrower conditions, including sponsor residence history and the specific dependency or health circumstances. Check the relevant date before a child turns eighteen.

The sponsor must have the appropriate status and prospect of longer-term residence, adequate housing, stable resources and coverage. A lease that works for one person may not demonstrate suitable accommodation for a family. Custody documents, consent from the other parent and evidence of a registered partnership should be prepared before the principal application reaches its final stage.

The current family procedure provides a decision period of up to nine months in principle, extendable in complex cases. This is an authority window, not a typical end-to-end relocation estimate. Family-card holders have labour-market access under the researched framework; compare the rights attached to the actual card rather than assuming a visitor can work while waiting.

Family memberAge or category boundaryEvidence and conditions
Spouse or registered partnerAdult partner; current authority page specifies over 18 at application.Recognised marriage or registered partnership, genuine relationship and qualifying sponsor; resources, housing and insurance must be evidenced. Unregistered cohabitation is not automatically interchangeable with this category.
ChildUnmarried child under 18 on the ordinary national third-country route.Establish parentage, custody and any required consent from the other parent. This is not the EU free-movement under-21 framework.
Dependent parentNo simple automatic age entitlement. An expanded discretionary category: sponsor must generally have at least twelve months of lawful residence, with actual dependence and inadequate family support in the country of origin demonstrated.
Adult unmarried childAdult children do not qualify solely because they remain financially dependent. The extended category concerns inability to support themselves because of health circumstances, with the applicable sponsor residence and evidence conditions.

A change of employer is also a permission question

The Blue Card is connected with qualifying employment. A change in job, remuneration or employer should be checked against the current notification and permission rules before work starts. Payroll should also confirm social coverage, tax class and the consequences of any foreign workdays; these issues are not answered solely by the residence card.

We can coordinate a relocation review around the employment offer, existing investments, family and foreign-company interests. Where the intended activity is mainly independent business rather than employment, compare the separate self-employed route before committing to this one.
