City at a glance
Choose your side of the river deliberately
Rotterdam offers high-rise waterfront living, older harbour streets and neighbourhoods built around local shopping and food. The important comparison is not simply “north or south”: the bridge, metro station and final walk can change how two nearby addresses function. Draw the routes to the daily destinations before comparing the apartments.
For an internationally mobile household, access to both Rotterdam The Hague Airport and Schiphol may matter. For a family, the school’s location and language route can be the stronger constraint. Put those dependencies into the search from the beginning so that a waterfront view does not become an expensive detour every morning.
What may appeal
- Distinct contemporary waterfront and historic-harbour settings.
- Access to a nearby airport and rail options for Schiphol.
- Published newcomer school routes and address-specific housing guidance.
What to weigh up
- Some rental addresses require a separate municipal housing permit.
- A river crossing or transfer can reshape the daily journey.
- Service charges, heating arrangements and building management need close inspection.

Four different neighbourhood routines
| Neighbourhood | Why consider it | What to test at the address |
|---|---|---|
| Kop van Zuid / Wilhelminapier | Hotel New York, De Rotterdam and the waterfront identify a district where historic port sites meet major contemporary buildings. | Inspect the actual tower or block: lifts, deliveries, ventilation, service charges and a usable workroom. Test the bridge or metro trip when you expect to commute. |
| Katendrecht / around Deliplein | A former dockside district with restaurants and cafés around Deliplein; investigate it for a social routine close to the southern waterfront. | Visit the street after dinner and check the walk to the useful transport connection. Distinguish the restaurant setting from the bedroom’s real noise exposure. |
| Historic Delfshaven | Older harbour scenery and smaller-scale streets offer a different shortlist from the main skyline. | Inspect the property’s light, moisture management and renovation condition. A historic setting should come with a clear maintenance arrangement. |
| Oude Noorden | The Rotte and nineteenth-century streets give a starting point for exploring independent shops and local places beyond the central waterfront. | Compare the individual block and route to work or school. Check bicycle storage, sound between apartments and whether the listed rent includes the claimed services. |

Check the tenancy and the right to occupy
For a new home in Rotterdam, establish the contract category and the legal basis of any fixed end date. Since July 2024, an indefinite agreement is the general rule for new residential tenancies, with specified exceptions. A landlord calling a home “for expats” does not itself explain which exception applies.
For contracts from July 2023, the ordinary deposit maximum is two months of basic rent. Separate the basic rent, service-cost advance and direct utilities in the paperwork. Keep an agreed inspection report and payment trail. Ask for the property’s points assessment where relevant: the regulated, midprice and liberalized categories have different rules, and the asking price alone does not determine the category.
Rotterdam’s first-registration page flags designated streets where a huisvestingsvergunning has been required since 1 December 2025. The list is address-specific and includes, for example, Dordtselaan, Mijnsherenlaan and Oranjeboomstraat. Check the full current list and eligibility before signing. A tenancy agreement and a residence permit do not substitute for a required municipal housing permit.
- Confirm that the exact address can be used for the municipal registration your stay requires.
- Verify the owner or authorized agent before paying, and inspect the actual home or appoint someone trustworthy to inspect it.
- Get a written account of included furniture, flooring, appliances, service costs, maintenance and notice terms.
Evaluate the whole building, not just its floor plan
For an apartment block, ask about bicycle storage, visitor access, lifts, deliveries and the division between tenant and building-management responsibilities. Establish what happens when equipment fails outside working hours. For an older property, inspect the light, ventilation and sound transmission in the rooms you will use for work and sleep.
Keep company costs separate from the household budget. If the move changes where you manage a foreign business or employ staff, test that arrangement under the country’s tax and employment rules. The city’s international connections are useful, but they are not an exemption from the obligations created by living and working there.
Schools & childcare
Newcomer schooling depends on the child’s age
Rotterdam’s published newcomer guidance describes initial transition classes for children aged six to twelve who need Dutch-language preparation. It lists the primary schools and tells parents to contact the nearest suitable school themselves. Ask about a place and the transition into ordinary education before treating the closest building as the answer.
For secondary-age newcomers, the city directs families to Koers VO for intake and assessment; the result helps determine the suitable education level and transition class. Discuss school records, language, learning support and timing early. Younger children and international-school candidates need the route appropriate to them, rather than being placed automatically into the six-to-twelve process.

Healthcare
Insurance and a local doctor are separate arrangements
Where the Dutch insurance obligation applies, take out the required policy promptly; the government gives a four-month deadline after arrival. Do not treat that as four months of free cover. Cross-border employment or telework can change the insurance position; SVB explains when an assessment is appropriate. Resolve that question for the actual work arrangement in Rotterdam.
Register with a local huisarts as a separate step. Practices may restrict their catchment or have no capacity, and some ask for insurance details first. Contact the insurer for help if a suitable practice is unavailable. Prepare the family’s medication and treatment information, and ask how to access care outside ordinary opening hours. A nearby hospital does not replace a functioning primary-care arrangement.
Airports & international connections
Two airports, two different travel plans
For Rotterdam The Hague Airport, the airport operator describes metro E to Meijersplein followed by RET bus 33. Bus 33 also runs from Rotterdam Centraal. The advertised connection from Centraal is within about 30 minutes, but check the timetable for the actual day and include the home-to-station segment.
Schiphol’s official rail guide includes Rotterdam among cities with rail connections to the airport. Compare the exact departure, changes, any train-specific conditions and the last-mile journey, rather than assuming that all airport trips use the same ticket or route. A home that works well for Centraal can be a different proposition from one selected for a nearby flight at RTM.

Public services & practical setup
Use the registration route for your actual history
For a first stay of more than four months, Rotterdam’s process asks whether you have previously registered or already have a BSN. A return to the Netherlands uses a different route from a first registration. Follow the online questions, gather the resulting document list and arrange the in-person appointment.
Non-EU applicants must coordinate lawful-residence evidence with the immigration process. Do not use another city’s appointment assumptions: Rotterdam publishes its own workflow and links to its expat-centre route where applicable. Keep the address and household details consistent across the lease, housing-permit application, immigration paperwork and city registration.
Treat utilities as part of the building choice
Ask whether electricity, heating, hot water and cold water are individually contracted or supplied through the building. In a newer waterfront apartment, the services arrangement can differ substantially from an older subdivided house. The contract should explain the charges and how any advances are reconciled.
Evides provides the local water customer service and moving procedures; confirm the account and meter for the actual unit. Keep readings with the entry inspection. For energy, use the supplier’s route for a move or a new contract, paying particular attention to district heating. Book internet for the exact address and retain a temporary connection until installation is confirmed.
What residents say
These are attributed public experiences, not client testimonials. Housing, neighbourhood and household circumstances affect the experience.
A neighbourhood discussion included a resident who valued nearby places such as Noordplein and Kralingse Bos, while participants differed in their descriptions of street atmosphere. It is a reason to inspect the intended block and routine, rather than assign a single label to a large district.

Planning your move
Connect the household move to the business plan
A home in Rotterdam changes the practical centre of your life. Before committing, align the move date with personal tax residence, the work you will perform there and any business decisions you will continue making. A residence permission, municipal record or attractive lease does not settle those cross-border questions.
We can help connect the country analysis with implementation: the residence route, corporate arrangements, banking and the sequence in which the family and business move. Start with the intended daily life, but test the legal and operational consequences before expensive commitments become difficult to unwind.
