The application sequence
Preparation and authority decisions are separate stages. Processing depends on the route, document checks and the individual case.
01Secure an incubator endorsementBefore the immigration application
Present the business and obtain endorsement from an accepted Qatar incubator.
Documents & evidence
- Business presentation
- CV
- Incubator endorsement
- An incorporation alone is not an incubator nomination.
02Prepare financial and identity evidenceBefore nomination/submission
Residents and overseas applicants have different checklists. Confirm the accepted bank statement and attestation chain.
Documents & evidence
- Passport or QID
- Three months of bank statements
- Photo
- Police certificate where required
- The funds test is documentary; do not assume a temporary one-day balance meets it.
03Nomination and applicationAfter the incubator submits through Jusour
Use the application invitation and upload the requested evidence.
Documents & evidence
- Nomination notice
- Completed application
- Supporting certificates
- The nominating body and immigration decision maker have distinct roles.
04Entry, medical and identity formalitiesAfter approval for applicants abroad
Follow the entry authorisation, medical, fingerprints and QID sequence.
Documents & evidence
- Entry permit
- Medical and biometric records
- Passport
- Do not commit to a fixed permit term or decision deadline before the authority confirms it.
Who the route is for
The programme is aimed at entrepreneurs endorsed by a recognised local incubator. Applicants must be at least 18. The business and nomination are central: this is not an automatic benefit of opening a company or depositing money in a bank. Existing residents and overseas founders can apply through their respective evidence routes.
Financial evidence
| Issue | Practical meaning |
|---|---|
| Resident applicant | Official programme guidance specifies QAR 36,500 or equivalent and three months of bank statements. |
| Overseas applicant | The published checklist uses USD 10,000 or equivalent for the past three months; foreign bank evidence must be attested. |
| Interpretation | Ask Jusour/incubator how the balance must be evidenced; the amount is not a government contribution or the total relocation budget. |
Documents
- Passport with the required validity; overseas guidance specifies at least six months.
- QID for an existing resident, and a recent photograph.
- CV, incubator endorsement and the route’s bank statements.
- Police certificate and required attestation for an overseas applicant.
- Relevant establishment and business documents for the resident route.
Attestation and consistency
The published overseas process includes authentication through the issuing authority, the issuing country’s foreign ministry and the Qatari diplomatic/local foreign-ministry chain as applicable. Confirm the exact route for each country. Names, dates and translations should match the application; inconsistent evidence can hold up a file even where the business is eligible.
Family and continuing conditions
The programme’s official FAQ describes a self-sponsored five-year permit, renewable while the incubator eligibility continues. It limits the entrepreneur’s family sponsorship to first-degree relatives: parents, spouse and children; a spouse’s parents are not included under that FAQ. Ministry of Interior conditions still apply to each person. Residence does not grant citizenship.
Coordinate the business and tax position
The official FAQ requires a Ministry of Labour work permit before employment begins, including when an existing employer keeps the person after their residence category changes. Residence also does not replace commercial licensing or determine the taxation of the business. A founder running international operations from Qatar needs a management, source and foreign-country review alongside the immigration work. Salary exclusion and business tax should not be conflated.
