Which income is exempt?

Qatar’s salary treatment is unusually favourable, but the legal reason matters. The promulgating provisions of Income Tax Law 24/2018 exclude salaries, wages, allowances and similar employment compensation. They also exclude inheritances and legacies and the gains from disposing of an inheritance or rights in it. This does not make every receipt of a resident entrepreneur tax-free.

A fee invoiced through your own business is not automatically a salary. The activity, source and taxpayer determine the result. Separate genuine employment, a sole business, a company distribution and a disposal before comparing Qatar with another country.

IssuePractical meaning
Salary and ordinary employment allowancesOutside the income-tax law’s scope; employment and immigration obligations continue.
Personal bank interest/returnsArticle 4 exemption applies to a natural person not carrying on a taxable activity, whether resident or nonresident.
Private real-estate or securities gainArticle 4 exemption, unless the assets belong to a taxable activity.
Business receiptsPotentially within income tax; the ordinary rate is 10% on taxable income, with source rules and exemptions considered.

Tax residence is not the same as holding a QID

The law’s resident-individual definition includes a person with a permanent home in Qatar, presence for more than 183 days continuously or intermittently during the year, or Qatari nationality. These are alternatives in the statutory definition. A residence card is evidence of immigration permission; it does not by itself establish that another country has ceased treating you as resident.

A treaty analysis has an additional layer: establish whether the person is a resident entitled to treaty benefits, then apply any dual-residence tie-breaker. Keep a day log, accommodation evidence and a record of family and economic ties. A 183-day label should never replace that analysis.

Assets acquired before moving

For ordinary private real estate and securities within the Article 4 exemption, Qatar does not need to calculate a taxable personal gain using either the original purchase cost or an arrival value. This is an exemption, not a universal market-value step-up on immigration.

If an asset belongs to a taxable activity, its cost, depreciation and disposal treatment need a business-tax review. Preserve invoices, acquisition dates, improvements, historical valuations and any departure-tax assessment from the previous country. The exemption does not protect foreign property from source-country tax or determine the tax basis used in a later destination.

IssuePractical meaning
Privately held securitiesCheck the private-asset exemption; an arrival valuation does not create a new universal tax cost.
Private real estateQatar’s personal exemption and the property country’s taxing rights are separate.
Business assetsUse the applicable business rules and accounting records; do not assume the private exemption.

Asset cost basis on arrival

Ordinary private real-estate and securities gains may be exempt, so an arrival basis is not needed for that exemption. No universal immigration market-value reset is established for taxable business assets.

A share held privately before arrival can fall under an exemption; that does not assign it a new market-value tax cost.

Current law checked 14 October 2026.

  • Preserve original costs for foreign taxation and later moves.
  • Do not equate the private exemption with all asset classes or business assets.

Business, foreign income and anti-avoidance

The amended law is broader than the shorthand “territorial tax”. A Qatari project is a project managed by a resident. Article 2 bis expressly brings specified foreign income into charge, subject to its conditions and exemptions. Those provisions can matter to an owner who moves to Qatar while continuing an international business.

No general standalone personal CFC income-attribution regime has been identified in the reviewed income-tax legislation. That is a bounded finding, not a guarantee that a foreign company is irrelevant. Direct taxation of a business, its management, foreign-source rules, another country’s CFC rules and the separate large-group minimum tax must still be tested.

Social contributions and employment costs

The national social-insurance scheme is principally nationality-based. The official implementation notice describes a 21% contribution on the applicable basic salary, social allowance and housing allowance base: 7% from the insured person and 14% from the employer. The published monthly maximum is QAR 100,000, with protection for specified higher historic insured salaries. GCC insurance-extension arrangements need a nationality-specific assessment.

An ordinary non-GCC expatriate employee is not simply enrolled in the Qatari national pension on the same basis. Nevertheless, an employer may have end-of-service gratuity, health, leave, recruitment and residence costs. For Labour Law employees with at least one year’s service, Article 54 sets a gratuity floor of three weeks of last basic wage for each service year, with the qualifying fraction calculated proportionately. The contract and applicable labour regime can change the complete cost.

IssuePractical meaning
Covered national pension7% employee / 14% employer; contribution base and protected cases matter.
Published maximum insured monthly salaryQAR 100,000, subject to the statutory transitional protection.
Non-GCC expatriateDo not apply the national pension rates automatically; gratuity and other employment costs remain.

VAT, excise and household spending

The GTA states that Qatar has not applied VAT. A household budget should still distinguish indirect charges, customs, excise and commercial fees. An absence of VAT is not a promise that all imported goods or services are free of public charges.

Excise is product-specific. In particular, sweetened drinks moved to the tiered volumetric model from 6 July 2026. A legacy table showing one flat drink percentage can therefore misstate the current position. Businesses importing or distributing excisable goods need product classification and registration advice.

Leaving Qatar

No general personal deemed-disposal departure income tax has been identified in the reviewed income-tax law. That conclusion is limited to ordinary personal assets: a taxable business disposal, liquidation, outstanding returns or foreign taxes is a different issue.

Before cancelling residence, reconcile salary and gratuity, obtain employment and tax records, update the bank’s residence and contact information and review the next country’s arrival basis. Keep evidence of the actual move. Closing a Qatar immigration file does not decide the date on which another tax jurisdiction begins taxing you.
