Eligibility & suitability
Who can qualify
- Nationals currently listed under the Friendly Nations framework who satisfy a current economic or professional basis
Restrictions & unsuitable cases
- Unlisted nationalities
- Applicants relying solely on nominal incorporation
- A job or investment that does not meet the prescribed evidence
Application process & timeline
The route has two distinct immigration phases. No current official end-to-end decision estimate was verified; the two-year provisional period is a legal status period, followed by a further permanent-residence filing.
01Check nationality and select the qualifying basisBefore investment or employment arrangements
Verify the current eligible-nationality list and compare employment, property and deposit bases. Confirm work restrictions and dependant eligibility rather than assuming a foreign professional qualification is sufficient.
Documents & evidence
- Passport
- Family outline
- Proposed economic basis
- Using an obsolete pre-2021 company-only description
02Obtain the basis-specific evidencePreparation varies by employer, registry and bank
Secure employer and work-permit evidence, qualifying B/.200,000 property documentation, or a qualifying unencumbered B/.200,000 deposit with at least a three-year term. Check ownership and beneficial-owner arrangements before funding.
Documents & evidence
- Employer records or property certificate
- Bank certificate for deposit route
- Ownership evidence
- Opening the wrong deposit product
- Assuming any company employment letter is enough
03Prepare the individual and family applicationDocument procurement and validity govern timing
Collect identity, photographs, criminal-record, health, background and civil evidence required by the current general checklist. Authenticate and translate foreign documents where required and reconcile names throughout the file.
Documents & evidence
- Passport copies
- Criminal and health certificates
- Civil records
- Power and application
- Certificates expiring while investment evidence is still being prepared
04File and complete provisional-residence formalitiesGovernment review varies; no verified universal estimate
Submit the complete provisional case through the proper local procedure, respond to requests and complete the required local registration and card steps. Employment-related work authorisation requires its own follow-through.
Documents & evidence
- Complete application
- Submission receipt
- Work-permit records where applicable
- Treating residence approval as unrestricted work permission
05Prepare the permanent-residence applicationAfter the two-year provisional period, under the applicable filing rules
Recheck the continued qualifying basis and prepare the new application with current evidence. Calendar the transition early so updated bank, registry or employment documents can be obtained before the temporary position expires.
Documents & evidence
- Provisional resolution/card
- Updated qualifying evidence
- Current personal documents
- Assuming permanent residence arrives automatically after two years
06Maintain the resulting status and tax recordOngoing after permanent approval
Observe the applicable immigration absence and document rules and keep investment or employment records relevant to the grant. If Panama tax residence is claimed, maintain separate travel, home and activity evidence.
Documents & evidence
- Permanent approval
- Travel and residence records
- Tax documentation
- Equating minimum permit maintenance with tax or citizenship residence

Who can use the route
The Friendly Nations framework is restricted to listed nationalities. The 2021 decree provides an initial two-year provisional residence period and economic or professional bases. Nationality eligibility and the current list should be checked against the applicant’s passport.
The decree identifies employment, qualifying property and a fixed deposit. The property and deposit routes use B/.200,000 thresholds; the deposit must be unencumbered with a minimum three-year term. A company formed solely to obtain a cheap permit is not a substitute for the current criteria.
Choose the basis before committing money
For employment, the decree calls for employer and employment evidence and the relevant work-permit process. For property, the ownership and permitted beneficial-ownership arrangement need checking. For a deposit, the bank’s licence, account owner, amount, term and encumbrances matter.
Residence permission and permission to carry out a particular profession are different questions. Activities reserved to Panamanians cannot be assumed available because residence is granted.
Documents and sequence
- Verify eligible nationality and choose the qualifying basis.
- Prepare passport, photographs, background, civil and other general immigration documents with required authentication and translation.
- Obtain employer, property-registry or bank certification required by the chosen basis.
- Submit the provisional-residence application through the proper local process.
- Complete work permission where applicable and final local formalities.
- Calendar the later permanent-residence step and evidence needed to show continuing qualification.
Costs, presence and timing
Separate invested capital from government, document, translation and professional charges. A property purchase adds transaction and ownership costs; a fixed deposit creates a liquidity commitment. Employment is a different economic route, not a free package.
The two-year provisional period is a status phase, not a government processing estimate. Current appointment and review times and the applicable absence rules should be confirmed for the filing. Family members must meet the dependant provisions.
Tax and common pitfalls
The residence card does not prove Panamanian tax residence or terminate residence elsewhere. Assess where work and company management occur. Common problems include relying on pre-2021 descriptions, failing to complete the permanent stage, weak employer evidence and choosing an investment before eligibility is established. We can help connect the route with the wider relocation and banking project.
The current route replaced the old nominal-company model
The 2021 framework requires an eligible nationality and a qualifying economic or professional basis, followed by an initial two-year provisional period. Migration’s 2026 decree index records Ecuador’s addition through Decree 16 of 31 August 2026. Check the current nationality list rather than relying on an older number of participating countries.
The property route uses B/.200,000 and allows specified personal or beneficial ownership arrangements. The fixed-deposit route requires at least B/.200,000 for a minimum three-year term, free of encumbrances. Employment depends on genuine employer evidence and the relevant work-permit process. Incorporation without the current qualifying facts is insufficient.
Compare capital commitment and real employment costs
A property purchase involves acquisition expenses, maintenance and the risks of the asset. A term deposit restricts liquidity and requires the bank’s acceptance and certification. Employment has no identical investment threshold, but the job, employer compliance and work authorisation must be real. Professional and government charges sit outside each economic basis.
The two-year period describes the provisional status, not the time to decide an application. A later permanent-residence application is required, with evidence that the relevant basis continues. A plan that budgets only the first filing omits a necessary stage.
Keep the residence decision separate from the business model
An owner moving to Panama must separately consider whether services performed there produce local taxable income and whether an overseas company is actually managed there. An owner remaining abroad must examine continuing residence and business rules in the other country. A Friendly Nations card cannot answer those questions on its own.
For families, check dependent relationships and ages at both provisional and permanent stages. Name differences and missing civil records can disrupt an otherwise straightforward economic qualification. Build the application around the applicant’s actual intended life and work.
