Eligibility & suitability
Who can qualify
- Non-EU applicants able to fund an eligible investment or donation from documented lawful resources.
- Applicants whose intended recipient, instrument and source-of-funds evidence satisfy the committee’s requirements.
Restrictions & unsuitable cases
- A purchase of residential property alone does not qualify.
- Applicants seeking guaranteed capital preservation or an automatic Italian passport should not use the investment threshold as that guarantee.
- Russian and Belarusian citizens covered by the programme suspension, including non-EU dual nationals with either nationality under the official March 2024 notice.
Application process & timeline
The sequence below separates application preparation, official decision stages and continuing obligations. A statutory deadline or published target is not an estimate of end-to-end delivery.
01Select and verify the investmentPreparation: variable; complete before filing.
Confirm the legal investment category, recipient and funding chain. Obtain documentation from the bank and recipient so the promised transaction can be executed after entry without redesigning the application.
Documents & evidence
- Passport
- Investment or donation proposal
- Bank evidence and source-of-funds history
- Confusing property purchase with an eligible category
- Treating an unverified start-up as qualifying
02Submit the online Nulla Osta applicationPublished committee assessment: 30 days, subject to suspension for information requests.
Create the portal file, upload the financial and background evidence and submit the electronically signed final declaration. Track requests through the account rather than assuming silence means approval.
Documents & evidence
- CV
- Criminal-record evidence
- Electronic signed declaration
- Missing signature or incomplete supporting records
- Failing to respond within the stated 30-day supplementary-evidence window
03Apply for the visa at the competent consulateMandatory application window: six months after Nulla Osta; consular processing varies.
Use the consulate responsible for your lawful place of residence. Submit the clearance, the underlying application evidence and the consulate’s additional documents; retain a complete copy for the next stage.
Documents & evidence
- Nulla Osta
- Visa form and passport
- Consular checklist documents
- Assuming committee clearance replaces the visa
- Booking irreversible relocation before the visa decision
04Enter Italy and request the permitMandatory permit application: within eight days of arrival.
Apply through the indicated Questura procedure and record the entry date, application date and office on the investor portal. Keep proof of timely filing even if the physical card is not immediately available.
Documents & evidence
- Passport and entry visa
- Entry evidence
- Permit application receipt
- Confusing application deadline with card-delivery timing
05Complete and prove the investmentMandatory completion: within three months of entry.
Execute the full qualifying transaction and upload the prescribed evidence and signed declaration. A request for extra proof does not extend the underlying investment-completion deadline.
Documents & evidence
- Transfer and subscription or donation evidence
- Ownership/custody confirmation
- Starting banking checks too late
- Paying less than the required qualifying amount
06Maintain the investment and renewInitial permit: two years; apply for renewal at least 60 days before expiry.
Obtain renewal clearance with evidence that the investment was maintained. Review any disposal and family circumstances before renewal; schedule permit, passport and document expiries separately.
Documents & evidence
- Continuous investment evidence
- New Nulla Osta
- Renewal application documents
- Assuming a final statement proves continuous maintenance
- Selling the qualifying investment before replacement is approved

Four qualifying investment categories
The investor visa is a non-EU immigration route under Article 26-bis of the immigration legislation. It requires a qualifying investment or philanthropic donation, followed by a residence-permit application. It is not a property-purchase visa: buying a personal home does not meet one of the investment categories. Select one qualifying category and document the funding and recipient before applying.
The minimum capital is not the total cost. Professional advice, custody or transaction charges, translations, travel, visa and permit charges, and any family applications sit outside it. Capital invested in a company remains exposed to investment risk. A lower qualifying threshold for an innovative start-up does not make that investment a safer or cheaper financial decision.
| Category | Minimum qualifying commitment | Important distinction |
|---|---|---|
| Italian government bonds | €2 million | Hold the eligible investment; a bank deposit is not equivalent. |
| Italian limited company | €500,000 | Check the company and instrument qualify before subscribing. |
| Registered innovative start-up | €250,000 | The target must have the required innovative start-up status. |
| Qualifying philanthropic donation | €1 million | A donation is expenditure, not recoverable investment capital. |
Check every nationality before preparing the file
The official programme portal records a suspension for Russian and Belarusian citizens. Its March 2024 notice extends the restriction to non-EU dual nationals where either passport is Russian or Belarusian. A second passport therefore does not, by itself, resolve programme eligibility. Disclose all citizenships before selecting an investment or paying application-related costs.
Approval precedes the investment deadline
The Ministry process begins with a Nulla Osta: a certificate that permits a visa application, rather than a residence card. The committee publishes a 30-day assessment period, but requests for further evidence suspend the procedure. The visa must be requested within six months of the clearance. Appointment availability and the consulate’s separate review make the overall duration variable.
After entry, the sequence becomes time-critical: apply for the residence permit within eight days and complete the declared investment within three months. Do not treat the three-month deadline as the time available to begin bank onboarding or negotiate an investment agreement. Payment controls, source-of-funds checks and the recipient’s ability to accept the subscription should already be resolved.
How to evaluate the financial commitment
An immigration-compliant investment can still be unsuitable financially. Review liquidity, fees, governance, valuation, concentration and what happens if the issuer fails or the investment must be replaced. Separate the professional evaluating immigration eligibility from anyone earning commission on the investment, and ask each to describe their role. Approval of the immigration application is not government approval of the investment’s expected return.
For a business owner, compare the investor route with a genuine work or business route before tying up capital. An individual who needs to continue active work should establish the permissions available under the residence title rather than assume all passive-income visas offer the same flexibility. The family’s needs, proposed length of stay and available alternatives can change the result.
Renewal, tax and citizenship are separate decisions
The initial residence permission is normally two years. Continued maintenance of the investment supports a three-year renewal; the published procedure requires a fresh clearance and an application at least 60 days before expiry. Evidence should show continuity, rather than only the account balance on renewal day. A disposal, restructuring or replacement should be checked before it happens.
Tax residence is tested separately under Italy’s residence, domicile and physical-presence rules. Investment immigration does not itself elect the substitute tax for new residents. Likewise, a residence permit is not a promise of citizenship: residence, language, documentary and other nationality conditions remain separate. Model the family’s actual living pattern and the founder’s business decisions in Italy before choosing the arrival date.
Family eligibility and the timing of the move
Family eligibility is separate from the principal’s investment approval. Article 26-bis(8) provides an accompanying-family route under Article 29(4). This needs to be distinguished from a later ordinary reunification application, for which current general guidance requires two years of uninterrupted lawful residence for a spouse, qualifying adult child or parent; minor children are outside that waiting rule.
Confirm the accompanying-family procedure and filing sequence with the responsible consulate and immigration office before the principal moves. An eligible relationship does not mean a family visa is issued automatically or on the same date as the investor’s visa.
Prepare the household’s application calendar before school or housing commitments. The general family-clearance period is 150 days, followed by a separate consular stage. The principal’s 30-day committee assessment is not the family’s delivery timeline.
