Choose permission that matches the activity
Italy has several immigration routes with materially different purposes. The elective-residence route is for people supported by independent resources who will not work in Italy; it is a poor fit for a founder who intends to continue running a business from an Italian home. The digital-nomad and remote-worker route is restricted to qualified work and requires evidence of the professional pathway, previous activity, insurance and accommodation.
The investor route offers four qualifying categories: €2 million in government bonds, €500,000 in an Italian limited company, €250,000 in an eligible innovative start-up or €1 million in a qualifying philanthropic donation. A personal property purchase is not one of those categories. EU free-movement rights require a separate analysis from these non-EU visa routes. Choose the route before signing a lease or designing the tax position; permission to live, permission to work and a tax election are different legal decisions.
Sequence consular approval, entry and residence registration
For an investor, the published committee assessment for the Nulla Osta is 30 days, with suspension possible for further evidence. The visa application follows within six months of clearance. After entry, the residence-permit request is due within eight days, and the qualifying investment must be completed within three months. Those are legal or published procedural timeframes, not an end-to-end service guarantee. Banking checks and consular appointments can extend preparation.
For other routes, use the competent consulate’s actual checklist and appointment system. Qualification recognition, legalisation and translations should be started early. Do not infer a processing estimate from the validity of the visa or the eventual card. Keep separate records for the entry visa, permit application receipt, physical residence card and municipal registration. A delay in issuing one document does not automatically extend another filing deadline.
When an individual becomes Italian tax resident
Since the 2024 reform, the domestic test looks at whether, for most of the tax year, an individual has civil-law residence in Italy, domicile in Italy, or physical presence there. Fractions of days matter. Domicile for this purpose focuses on personal and family relationships; registration in the resident population register creates a rebuttable presumption. These are alternative tests, so spending fewer than 183 days in Italy is not a universal safe harbour.
A family moving its main home to Italy while the business owner travels extensively needs a fact-based review of both the family and the travel pattern. If another country also treats that person as resident, apply the relevant treaty rather than assuming the Italian permit settles the conflict. Preserve the chronology of accommodation, family relocation, travel and work from the beginning.
Prepare the employer and household before arrival
A remote-work contract must explain the arrangement the applicant will actually perform. Employees should establish employer consent and examine payroll and social-insurance obligations. Independent professionals need their own registration and invoicing analysis. Work performed from Italy does not become offshore activity simply because payment arrives in a foreign account.
Build a household file containing passports, marriage and birth records, insurance terms, accepted housing evidence and financial records. Check whether family applications travel together or follow later. The elective-residence income figure on a particular consulate’s checklist is not necessarily a universally sufficient threshold; the authority examines stability and adequacy as well as the amount. Likewise, an older earned-income figure in a recently uploaded digital-nomad document needs confirmation for the current application year. Resolve these details before irreversible travel commitments.
Maintain the route after the first approval
Investor permission initially lasts two years and can support a three-year renewal if the investment remains compliant. The official investor procedure calls for renewal clearance and filing at least 60 days before expiry. Preserve evidence of continuity, rather than only the investment balance on renewal day. Other residence categories have their own duration, work conditions and renewal evidence.
The move should also establish a tax calendar: first potentially resident year, any new-resident election, foreign filing obligations, and the effect on company management. A residence card is not proof that the former country has released the applicant from tax residence. The Italian citizenship timetable is a later and separate exercise requiring qualifying residence and other conditions; investor approval does not shorten it automatically.
