Make a capital and documentation plan
Document the source of the fixed deposit, route for transferring funds and the intended property purchase. Passport, relationship and health documentation may involve several institutions. Treat approval, banking and property completion as linked milestones rather than assuming that the entire sequence finishes when an agent submits a form.
Coordinate tax before the first working day
Set out which activities you will perform in Malaysia, how the business earns revenue and where management sits. HASiL’s 2026 foreign-employment ruling is more relevant to locally performed work than a broad description of foreign remittances. Plan records and filings from arrival, while separately establishing whether your former country continues to regard you as resident.
Choose the category before committing the deposit or property
Under the federal programme, applications are submitted through a licensed MM2H company to the relevant processing channel. Ask for the current category checklist and a quotation separating the government participation and processing fees, provider fees, deposit capital and property purchase. The amount of liquid money available after implementation can be substantially lower than the household’s apparent net worth.
Prepare passports, relationship records, evidence of lawful funds and the applicable health or insurance documents. Confirm the eligible dependent categories rather than assuming all adult children qualify. Federal Silver, Gold and Platinum differ, and a special economic-zone or state programme should not be represented by a federal checklist. The selected route should match both the household and its intended activities.
Follow the approval conditions in the correct order
The deposit, medical examination, property obligation and immigration endorsement are connected but separate milestones. MOTAC’s guidelines describe medical screening after conditional approval and mandatory property acquisition under the programme. Obtain the bank’s current deposit-opening requirements and the authority’s instructions before transferring funds or paying a non-refundable property reservation.
Track the period stated in the approval for completing each condition. Resolve translations, attestations and family document discrepancies early. A provider’s quoted turnaround does not necessarily include bank review, property conveyancing, medical appointments or immigration issuance. The detailed programme guide uses variable timing where no universal official target has been verified. After endorsement, check the actual passport-linked permission and renewal requirements rather than relying only on the programme’s headline duration.
Create a tax and work-permission plan for the first year
Record the arrival date, expected travel and prior-year Malaysia presence. Section 7 can establish residence through linked periods, so a late-year arrival should be tested with the following year too. Catalogue foreign investments and income, and identify any employment or business activity performed locally. Income paid from abroad can still be Malaysian-source where the work is exercised there.
If a foreign company remains under your control, review where strategic decisions will occur after the move. Establish bookkeeping and an evidence repository for the personal exemption’s conditions and any company obligations. Keep immigration-presence requirements separate from tax-residence days. Finally, schedule insurance, passport, pass and programme reviews; a residence permission is useful only if it can be maintained under the family’s actual travel and work pattern.
