Permission to work and applicable insurance come first

The relevant residence category must authorise the actual job before work starts. A Blue Card, investor permit, guest self-employment authorisation and White Card do not have identical work rights. A director doing operational work in addition to executive duties may need a different permission. EEA free-movement rights follow a separate framework.

Then determine the applicable social-insurance system. EU coordination, an A1 certificate or a bilateral agreement can change which country collects contributions. A foreign employer can have Hungarian registration and payroll duties even without forming a Hungarian company. Do not use a contractor invoice solely to avoid an employment relationship that exists in substance.

Ordinary 2026 salary contributions and their limits

For an ordinary insured employee, the employee social-security contribution is 18.5% and the employer social contribution tax is ordinarily 13%. Neither has the annual salary ceiling sometimes incorrectly imported from the investment-income social-tax rule. The 13% employer charge is added to employment cost; it is not deducted from the employee’s agreed gross wage.

Specified minimum-base provisions can apply. NAV identifies a monthly employee contribution lower limit of 30% of the general minimum wage—HUF 96,840 in 2026—with exclusions and proportionate treatment. Where the statutory minimum exceeds the actual employee contribution base, the employer can bear the specified difference. Pensioner status, student and other exemptions, international insurance and special foreign-employer bases need separate review.

Minimum pay and a limited arithmetic illustration

The 2026 full-time general monthly minimum is HUF 322,800. The guaranteed minimum is HUF 373,200 for a job requiring at least the specified secondary education or vocational qualification. The role’s requirements matter; this is not a universal higher minimum for anyone who happens to hold a degree. Part-time arrangements and special categories need their own calculation.

For a deliberately simple monthly example—HUF 1,000,000 ordinary gross employment pay, Hungarian insurance, no allowances or exemptions—15% PIT is HUF 150,000 and 18.5% employee social contribution is HUF 185,000, leaving HUF 665,000 before any other deductions. Ordinary 13% employer social tax adds HUF 130,000, giving a known wage-plus-social-tax subtotal of HUF 1,130,000. This excludes benefits, leave replacement, rehabilitation or other employer-specific costs. It is an illustration, not a complete salary calculator.

Employment terms should be usable in practice

The Labour Code requires the contract to establish the basic wage and role, and the employer must provide prescribed information about working conditions. Ordinary full-time daily work is eight hours, with a general five-day working pattern; working-time frames, shifts and special roles require further rules. A flexible schedule does not remove limits, rest requirements or overtime responsibilities.

Basic annual paid leave is 20 working days, with statutory additions including age-related increments rising to 10 extra days from age 45 and qualifying child-related additions. The ordinary notice baseline is 30 days, extended for employer termination according to service, with contractual and special-rule qualifications. Termination protection, reason-giving, severance and collective agreements should be reviewed separately rather than reduced to a single “hire and fire” statement.

Budget the business, not only the payslip

Beyond salary and the ordinary 13% charge, determine whether rehabilitation contribution, occupational arrangements, benefits and other obligations apply. The rehabilitation levy depends on average headcount and a quota shortfall; it is not a universal percentage of every employee’s pay. Local business tax and innovation contribution also belong in the company forecast, with their own bases.

Set up payroll registrations, employee notifications, contracts, records and payment access before the first payroll. Keep declarations supporting reliefs and reconcile the annual information used by employees. We can help connect these duties with immigration and corporate planning, then coordinate the agreed local implementation. Employer-specific and household-specific cases need a tailored calculation.
