Investment residence requires the correct property category

The mainstream property thresholds are €800,000 in the specified higher-demand areas and €400,000 elsewhere, subject to the detailed property and area conditions. A €250,000 route survives for defined cases such as qualifying conversion of non-residential property to residential use; it is not a general nationwide property threshold. A separate listed-building category has its own conditions.

The current registry entry for the conversion route requires a qualifying single property, completion of the change of use before filing and specified engineer and notarial evidence. It does not apply the mainstream 120-square-metre restriction to that conversion category. Verify the legal category of the actual property, including prior industrial use where relevant, before paying a reservation or purchase deposit. Immigration eligibility is only one component of property due diligence.

Residence follows the home and vital interests as well as days

Greek individual residence can arise from a permanent or principal home, habitual abode or centre of vital interests, including personal and economic ties. Presence exceeding 183 days during any twelve-month period is a further test, generally applying from the first day of presence. The official guidance describes a limited exception for exclusively tourism, medical or similar private stays not exceeding 365 days; this is not a general remote-worker exemption.

Ordinary Greek residents are generally subject to worldwide income taxation, while nonresidents are taxed on relevant Greek-source income. A person retaining another home should examine the applicable treaty with the actual family and economic facts. Obtaining an AFM tax number or a golden-visa card does not alone establish the full residence conclusion. Record arrival, accommodation, family relocation and work activity so the first resident year can be supported.

Articles 5A, 5B and 5C target different income profiles

Article 5A allows qualifying new residents to pay €100,000 annually on covered foreign income, with a €20,000 family extension per qualifying relative, for up to fifteen years. It generally requires nonresidence in seven of the previous eight years and a €500,000 qualifying investment completed within three years, subject to the statutory investment-permit exception. A property residence permit does not automatically prove that exception.

Article 5B is directed at eligible foreign pension recipients and generally applies a 7% charge to foreign income for up to fifteen years, with its own prior-residence and cooperation-country conditions. Article 5C provides a 50% exemption for qualifying Greek employment or business income over seven years, subject to its separate work, prior-residence and intended-stay tests. These regimes cannot be treated as interchangeable discounts or simply applied to every new resident’s entire income.

The business needs an independent Greek tax analysis

A personal arrival regime does not determine where a company is resident, where its services are performed or whether an overseas entity has a Greek permanent establishment. Examine actual strategic and daily management, signing authority, personnel and records. A founder working from Greece can affect those facts even without opening a registered branch. Salary, dividends and retained corporate profit are different tax layers.

AADE’s Article 66 CFC circular expressly concerns natural persons, legal persons and legal entities with qualifying controlled foreign companies. It is therefore inaccurate to describe Greece’s CFC framework as relevant only to corporate shareholders. The control, foreign-tax, income and exception conditions need their own calculation. A genuine overseas business should be supported by accounts and operational evidence; a foreign registered office alone does not settle attribution, residence or transfer-pricing questions.

Sequence title checks, funds, application and biometrics

Obtain an AFM, establish the funding trail and instruct an independent legal review of title, encumbrances, planning and the applicable investment category. For conversion property, confirm that the necessary works and change-of-use documentation are legally complete before the residence filing. The notary’s certificate and engineer’s report need to match the actual transaction and property.

After the qualifying investment and supporting records are ready, file through the competent procedure, retain the application evidence and complete biometrics as instructed. The current conversion-route registry lists a 50-day completion deadline and €2,016 in fees, but that is not an assurance covering property acquisition, document preparation or appointment waiting. The residence permit is generally five years with renewal linked to continued eligibility. A sale can end the investor’s basis of residence.

Apply for the tax-register change with substantive evidence

AADE has a specific procedure for transferring personal tax residence abroad. For the ordinary following-year procedure, its published framework calls for an application by the first ten days of March after departure and supporting documentation by the first ten days of September, with the detailed rules governing later submissions and older years. Confirm the current process and any applicable deadline before relying on a date.

The file needs evidence of genuine residence abroad, not simply a flight or foreign tax number. A foreign tax-residence certificate, official foreign assessment or accepted alternative, together with housing, employment and other relocation evidence, may be needed. AADE states a two-month period to decide the completeness and adequacy of the evidence after submission. That procedural period does not guarantee acceptance or replace the underlying residence test.

Naturalisation requires a qualifying residence history

The national procedure registry, updated 1 October 2026, generally requires seven years of legal and permanent residence before an adult application. It lists a three-year category for EU citizens, qualifying spouses of Greek citizens with a child, specified parents of Greek children and stateless persons. Other valid residence documents outside the listed qualifying categories can lead to a twelve-year requirement. The exact permit and family category therefore matter.

The accepted permit list includes investor and property-owner categories, but the applicant still needs actual legal and permanent residence. Holding a golden-visa card while mainly living abroad does not establish that condition. The registry also addresses particular birth and diplomatic-family circumstances. Build the permit and travel chronology before concluding which residence period applies.

Language, knowledge and integration must be demonstrated

The ordinary knowledge requirement covers Greek language, history, geography, culture and political institutions. Applicants normally obtain the Certificate of Knowledge Proficiency for Citizenship through the official examination, with defined educational exemptions. A general language-class certificate is not necessarily equivalent to the required citizenship certificate. The examination portal publishes the actual application windows and arrangements.

Economic integration includes income and compliance with tax and social-insurance obligations. Social integration examines stable ties and Greece as the permanent base of daily life. The applicant’s employment, family, schooling, voluntary activity and residence can be relevant evidence. Good-character, criminal-record, public-order and lawful-status conditions also apply; sufficient years alone do not complete the eligibility test.
