Residence can bring the whole tax year into scope
The domestic tests are 183 or more days in Armenia in a tax year, or a centre of vital interests in Armenia. Both arrival and departure dates count as whole days. The vital-interests test examines family and economic connections, including a home, family and the principal place of professional activity; it is not a second numerical day threshold.
Article 25 treats a person who meets its residence conditions during the year as resident for that tax year. Do not assume a split-year exemption for foreign income earned before physically moving. Resident individuals generally enter the worldwide-income system; nonresidents are taxed on the relevant Armenian-source income. A treaty can qualify the domestic result, but a residence card does not itself settle treaty residence.
Employment income and investment income have different rates
Ordinary salary is subject to 20% income tax. Armenia does not apply a general progressive salary bracket schedule. The 10% rate for personnel undertaking qualifying research and experimental development is a narrowly defined incentive: approved work, listed high-technology occupations and the required commission conclusion matter. An IT job title or foreign client alone is insufficient.
Investment income uses category-specific rates and exemptions. Identify whether the receipt is interest, a dividend, royalty, rent or a disposal before calculating it. For example, the bank-deposit interest rate cannot automatically be used for interest on a private shareholder loan.
| Income | Rate | Scope |
|---|---|---|
| Ordinary employment income | 20% | Before separate social, health and stamp obligations |
| Qualifying approved R&D personnel | 10% | Statutory project/occupation and residence-status conditions |
| Bank-deposit and qualifying publicly offered/traded debt interest | 10% | Subject to specific securities exemptions |
| Other taxable interest | Ordinary 20% framework | Check instrument and Article 149 exemptions |
| Dividends | 5% | Article 149 exemptions can change particular listed-security cases |
| Royalties | 10% | Distinguish royalties from business services |
| Rent | 10% | Additional 10% on annual rental receipts above AMD 60 million |
Pension contributions have an earnings ceiling
Mandatory funded-pension participation generally applies to workers born on or after 1 January 1974; earlier-born participants can have elected in. Foreign citizens and stateless people with Armenian residence status follow the ordinary rules unless a treaty provides otherwise. Age, status and any relevant treaty therefore belong in an employee calculation.
For covered monthly wages up to AMD 500,000 the employee social payment is 5%. Above that level it is 10% of wages less AMD 25,000. The monthly contribution base is capped at fifteen times the statutory AMD 75,000 minimum wage: AMD 1,125,000. This produces an AMD 87,500 monthly employee maximum. Annual business-income calculations use their own annual limits and reconciliation; multiplying a single irregular month by twelve can misstate the result.
Asset cost basis on arrival
No universal personal arrival-date rebasing established. Determine exemption, gross-receipt or cost-based treatment for the actual asset.
| Asset or situation | Starting value and treatment |
|---|---|
| Personal securities | Exemption conditions and statutory exceptions precede a cost-basis comparison. |
| Other property/business assets | Historical evidence retained; no general immigration reset assumed. |
Health insurance changed payroll during 2026
Armenia is introducing universal health insurance in stages. For employees in the first phase, the salary test is AMD 200,001 or more from an individual employer. Those meeting the November 2025 reference reported by 25 December entered the initial group. If the threshold is first met from January through November 2026, the law applies from the first day of the following month. Contributions continue despite a salary decrease during the following 12 months; the trigger cannot simply be retested as a fresh exemption each payday.
The full statutory premium is AMD 129,600 a year, or AMD 10,800 a month. The table describes ordinary first-phase employees. It excludes the special reimbursement rules for specified protected groups. The income threshold is assessed for each employer, so someone with several jobs needs the actual insurance and payroll records.
Foreign nationals must have a legally recognised right to reside and fall within one of the covered categories in Article 11(1)(2), such as covered employment. A visitor is not automatically insured. Where the law requires Armenian resident status, its own definition is at least 183 days of physical presence in the preceding 12 months, counting both arrival and departure days and recalculating at month end. This healthcare definition is separate from tax residence and is not a blanket 183-day waiting period for every employee category.
Voluntary insurance for qualifying resident related persons is scheduled to begin on 1 January 2027 under Article 45(1)(7.1). It should not be presented as an already active blanket family policy in October 2026. The employee's category does not by itself establish that a foreign spouse or child has current cover.
| 2026 situation | Premium and practical consequence |
|---|---|
| Ordinary covered employee: salary up to AMD 500,000 per employer | AMD 4,800 is paid through the tax-agent mechanism. The state contributes AMD 6,000 for this group, except social-package beneficiaries. |
| Covered employee: salary AMD 500,001 or more | Full monthly premium of AMD 10,800. |
| Social-package beneficiary: salary up to AMD 500,000 | In addition to the AMD 4,800 amount, the insured person pays AMD 6,000 personally under the transition rule, for the insured period within 12 months after acquiring status. |
| Employment ends during the insured period | Article 46(19) requires the former employee to pay the full monthly premium personally during the remaining insured period within 12 months after status began. |
| No salary or insufficient salary in a continuing employment month | Article 46(20) separately addresses payment of the AMD 4,800 amount; absence of a payslip does not automatically end the obligation. |
The defence levy and a worked salary illustration
The current ordinary monthly salary scale sets the defence stamp duty at AMD 1,000 up to AMD 1 million and AMD 15,000 above AMD 1 million. The older five-band schedule still appears in summaries and should not be used for a current payslip. Statutory coverage and exemptions must also be checked.
Consider a regular AMD 500,000 monthly salary for a covered pension participant already within the ordinary 2026 health-insurance category, with no special exemption or social-package treatment. Income tax is AMD 100,000, pension AMD 25,000, stamp duty AMD 1,000 and the employee health premium AMD 4,800. That leaves AMD 369,200. The illustration does not include optional benefits, other deductions or employer expenses beyond salary.
An asset sale is not always taxed on the economic gain
Armenia provides exemptions for specified personal-property and securities transactions, with important exceptions. Non-exempt property disposal can be taxed at a rate applied to sale receipts rather than the net gain; development and business transactions have different treatment. A founder selling shares, a developer selling apartments and an individual selling a personal asset should not be grouped under a single “capital gains: none” label.
Article 149 restricts securities exemptions in cases such as instruments used as payment for services and certain interests issued against contributed buildings and sold within the statutory period. The current code also contains cryptoasset-specific provisions added after older English translations. The exact asset and transaction date need classification before a rate can be assigned.
For an incoming resident, retain purchase contracts, historical cost, fees and transaction records as well as a move-date valuation. The reviewed provisions do not establish a universal personal fair-market-value reset on immigration. Some outcomes turn on exemption or gross-receipt taxation rather than a rebased cost at all.
Foreign income, control and reporting
Worldwide taxation makes foreign bank interest, distributions and other income relevant even when no Armenian payer withholds tax. Foreign tax relief is limited by the domestic rules and treaty position; it is not an automatic refund of every foreign tax paid.
The reviewed Tax Code does not provide a general CFC attribution rule that can safely be summarised as automatically taxing every undistributed foreign company profit. That does not exempt money actually paid to an Armenian resident, erase Armenian-source business activity or disapply another country’s CFC law. The company’s tax position and the owner’s position need separate records.
The universal personal-declaration expansion is expressly framed around adult resident Armenian citizens. It must not be described as a new blanket filing exemption for foreigners: foreign residents can have separate filing and payment obligations under the Tax Code, including income without an Armenian withholding agent.
Leaving Armenia does not close every tax obligation
Departure requires a review of that year’s residence status, income without withholding, payroll and any continuing property or business. The whole-year residence provision makes the calendar and vital-interests analysis especially important. Keeping a company, letting an apartment or collecting Armenian-source payments can leave obligations after a physical move.
No universal personal departure mark-to-market charge is established by the provisions reviewed for this guide. This is not a conclusion that every exit transaction is tax-free. Selling assets, distributing company profits and cancelling a business registration are separate taxable events and procedures.
