Eligibility & suitability

Who can qualify

  • Investors satisfying a listed route and obtaining the competent authority’s conformity evidence.
  • Eligible spouses and minor or dependent children under the exceptional-acquisition provisions.

Restrictions & unsuitable cases

  • Applicants with national-security or public-order obstacles.
  • Investments lacking the required value, title/holding restriction or authority confirmation.
  • Applicants assuming parents or independent adult children automatically qualify.

Application process & timeline

The sequence depends on the investment route. The property workflow below separates investment diligence, conformity, residence and nationality decisions; no official universal completion promise was verified.

01Assess applicant, family and investment routeBefore reservation fees or capital transfer.+

Check nationality and property-acquisition eligibility, family inclusion and the route’s certifying authority. Compare an independent investment case for property with deposit or fund alternatives and establish a complete fee budget.

Documents & evidence

  • Family records
  • Passport review
  • Investment plan
Common complications
  • Committing capital before resolving family eligibility
References [1][3][4][5]
02Perform title, valuation and funds diligenceVariable; complete before an irreversible purchase.+

Use current TKGM rules and independent conveyancing review. Verify the asset and seller, title restrictions, valuation and currency conversion procedure. Coordinate the buyer’s bank trail with the intended land-registry transaction.

Documents & evidence

  • Title search
  • Valuation
  • Source-of-funds file
Common complications
  • Using an obsolete valuation guide or threshold
References [1][3][4][5]
03Complete the qualifying investmentTransaction dependent.+

Execute the permitted purchase or financial investment and the required holding restriction. Preserve payment evidence and register the undertaking in the correct form. A private contract stating three years is not a substitute for the official restriction required by the route.

Documents & evidence

  • Registered title/restriction
  • Payment and FX records
Common complications
  • Payment by an unexplained third party
References [1][3][4][5]
04Obtain conformity and investor residence evidenceCompetent-authority and immigration assessment; variable.+

Apply for the route’s official conformity confirmation and complete the necessary investor residence formalities. Check documents and names before the nationality submission so errors do not propagate across agencies.

Documents & evidence

  • Conformity certificate
  • Residence application/status
Common complications
  • Assuming the property deed is the citizenship approval
References [1][3][4][5]
05Submit the citizenship file and complete checksGovernment review; requests and background checks affect timing.+

Submit the applicant and family dossier through the competent channel. Complete required identity, biometric or attendance steps as instructed and answer requests. The exceptional grant remains subject to the legal decision-making process.

Documents & evidence

  • Citizenship forms
  • Civil records
  • Requested identity evidence
Common complications
  • Promising a fixed passport delivery date
References [1][3][4][5]
06Register citizenship, obtain documents and retain the assetAfter grant; holding period and normal obligations continue.+

Check civil registration and identity records, then apply for passports through the appropriate process. Maintain the investment undertaking for its full period and review tax residence, military-service and original-nationality implications individually.

Documents & evidence

  • Grant/registration
  • Identity applications
  • Investment monitoring
Common complications
  • Selling or withdrawing immediately after passport issuance

The qualifying routes

The Presidency’s investment guidance lists real estate worth at least US$400,000 with a restriction on resale for three years. It also lists alternatives such as a US$500,000 bank deposit or qualifying fund investment subject to a three-year commitment, and other investment or job-creation routes. Confirm the exact route and certifying authority before transferring capital.

Not every property is suitable

Nationality-related eligibility is only one part of a property purchase. Review the applicant’s ability to acquire the asset, title, valuation, transaction history, foreign-currency transfer requirements and any restrictions. Use independent diligence on construction, developer risk, service charges and resale prospects. A citizenship-qualified purchase can still be an unattractive investment.

Application steps and documents

Prepare identity, civil-status and family records, legalisation or apostille and translations as required, along with source-of-funds evidence. Complete the qualifying investment and obtain the appropriate conformity or eligibility certification. Coordinate the required residence and nationality application steps with the relevant authorities. Additional background, identity or family clarifications can affect timing.

Costs, commitment and maintenance

Investment capital is separate from transfer taxes, land-registry or valuation charges, government fees, translations and professional assistance. Check the holding restriction before any early sale, withdrawal or pledge. Currency and liquidity risks can exceed the application fees. This research does not establish a universal government processing guarantee; plan around documentary and authority dependencies.

What citizenship changes

It can provide the rights associated with Turkish nationality, but does not confer EU citizenship or automatically remove a tax obligation in your existing country. Residence and actual business activity still determine much of the tax analysis. Assess military-service and dual-nationality implications for the family where relevant, and verify travel rights for the destinations that matter to you.

Exceptional citizenship is still a government decision

Article 12 of Citizenship Law 5901 provides the exceptional-acquisition mechanism, with national-security and public-order conditions. Meeting an investment threshold is not itself a grant of nationality. The route includes the specified investor residence basis and eligible spouse and children, but each person’s identity, relationship and admissibility must be established.

An adult child, parent, partner without a recognised marriage or person whose dependency is uncertain should not be assumed to fit the investor’s family application. Resolve those facts before making an investment sized around the entire family. Separately review whether the original nationality permits another citizenship and whether a Turkish grant creates military-service questions for a particular family member.

Property valuation and currency evidence are not interchangeable

For property transactions, TKGM’s guidance distinguishes the foreign-exchange purchase certificate from the bank evidence of payment between buyer and seller. An invoice or money-transfer screenshot alone may not satisfy the land-registry and citizenship file. Coordinate the bank and conveyancer before moving funds so the payer, beneficiary, conversion and purchase documents describe the same transaction.

TKGM’s September 2026 notice links its updated valuation circular. The exact current valuation procedure must be checked for the transaction rather than copied from older English guides still displaying the former US$250,000 threshold. Independently verify title, liens, occupancy/construction status, seller eligibility and transaction history. A price supported only by the citizenship seller’s promise is a reason to pause the purchase, even if the brochure describes it as qualifying.

Plan an exit from the investment before entering it

The three-year restriction is a minimum immigration commitment, not a guarantee that the property or investment can be sold at its original price afterward. Compare currency exposure, maintenance, bank restrictions, fund liquidity and transaction costs. A supposedly higher rental yield can be outweighed by an inflated purchase price or an expensive exit.

A sensible file distinguishes government and professional expenditure from capital retained at risk. The property route, bank deposit route, fund route and job-creation route have different certifying authorities and evidence. Changing the asset or withdrawing funds during the commitment period should be reviewed before acting; obtain written confirmation that the replacement arrangement preserves compliance.
