Eligibility & suitability
Who can qualify
- Qualified active sole proprietor whose work requires their skills and presence in Norway.
- Credible business meeting the current profit test and any licensing requirements.
- Family members who independently meet the relevant relationship, age and maintenance conditions.
Restrictions & unsuitable cases
- Passive company or property investor relying on the purchase alone.
- A limited-company business proposed under this particular sole-proprietor route.
- A plan requiring other employment or unrelated remote work while using this permission.
Skilled self-employment: from eligibility to renewal
The order follows legal and practical dependencies. Preparation time, appointments and authority assessment are separate; these stages are not an approval guarantee.
01Confirm skilled qualifications and the activityBefore acquiring premises or registering a business
Match education or documented professional skills to the work the business needs. Establish why active residence in Norway is necessary.
Documents & evidence
- Diploma and transcripts or vocational qualification
- Detailed work references
- Description of actual services
- General entrepreneurial experience does not necessarily meet a skilled-worker requirement.
02Test the business and household financesBefore application
Prepare a credible operating plan and expected pre-tax profit; assess accompanying-family maintenance separately.
Documents & evidence
- Forecast with assumptions
- Client and contract evidence
- Funding and operating-cost records
- Revenue is not profit; the principal and family thresholds differ.
03Compile and file the correct routeWhen the evidence is ready
04Complete the authority assessmentAccording to the current personalised waiting-time guide
05Register and operate within permissionAfter the relevant approval
UDI says first-time sole proprietors need not register the company until approval. Coordinate registration, tax, banking and any regulated-activity licence.
Documents & evidence
- Decision letter
- Registration and licensing records
- Do not start self-employed work merely because the business was registered.
06Evidence continued eligibilityDuring the first year and before expiry

Who this route can suit
This route can fit a qualified person whose services require their presence and active business operation in Norway. Think in terms of demonstrable professional work, a credible customer base and a viable operating plan. It is not an investment-for-residence offer.
The entity restriction matters for an internationally experienced founder: the business must normally be the applicant’s own sole proprietorship and cannot be a limited company under this route. If the intended structure requires a corporate employer or passive shareholding, test a different legal route before proceeding.
The principal eligibility tests
| Item | How it works | Planning consequence |
|---|---|---|
| Skilled qualifications | Relevant vocational training, higher education or qualifying substantial professional experience | The work itself must require those qualifications; evidence of skill matters as much as a business plan. |
| Real operation | Residence and active participation must be necessary for establishment and further operation | A mailbox operation or passive investment does not establish this requirement. |
| Business income | Likely annual pre-tax profit of at least NOK 341,373 | Current authority figure checked October 2026; not a revenue threshold or a government fee. |
| Regulated work | Relevant public permit or confirmation that it will be granted | Check professional recognition and business licensing before relying on projected contracts. |
| Work limitation | Only work in the permitted business | UDI expressly excludes other work, including other remote work. |
Plan the accompanying family alongside the business
Family members apply through the relevant family-immigration framework. UDI describes coordination when applications are filed together, but the household still needs to meet each person’s conditions. A child close to eighteen or a couple relying on an age-rule exception should be reviewed early.
The table is specific to the ordinary national skilled-worker family framework. Adult relatives cannot be added simply because the founder expects to support them financially.
| Family member | Age boundary | Evidence and conditions |
|---|---|---|
| Spouse or registered partner | Ordinarily both at least 24 where the family-establishment rule applies; defined exceptions exist. | Marriage/partnership must be valid and recognisable in Norway, voluntary and genuine; plan to live together. A relationship established before either moved can qualify for a 24-year-rule exception. Sponsor status and maintenance are separate tests. |
| Cohabitant | Both adults; the applicable 24-year rule and its exceptions must also be checked. | Normally at least two years living together, or having/expecting a child together, with the specified unmarried/divorced and lawful-residence conditions. Evidence of the actual shared household is needed. |
| Child | Ordinary national family route: unmarried child under 18. | Establish parentage, the qualifying parent’s permission and parental responsibility. Obtain the other parent’s consent or custody evidence where required. Do not substitute the EEA under-21 framework for this route. |
| Adult child, parent or sibling | Not automatically included as a dependant in this ordinary work-permit family package. | Any exceptional or distinct family route must be established separately; financial dependence alone is not a promise of permission. |
Prepare evidence that answers the actual tests
This is a preparation framework, not a replacement for the personalised official checklist. The filing location and individual circumstances can change authentication, translation and presentation requirements.
| Item | How it works | Planning consequence |
|---|---|---|
| Identity and permission | Passport and current immigration status | Check where the application may be filed and whether entry permission is needed. |
| Qualifications | Education records or detailed professional experience | Show the link between the qualification and the proposed work. |
| Business feasibility | Plan, budgets, contracts or credible demand evidence, and operational arrangements | Explain revenue assumptions, costs and why active Norwegian operation is needed. |
| Funding and financial history | Accessible business funds and appropriate accounts or bank evidence | Distinguish working capital, household maintenance and projected profit. |
| Regulated activity | Professional authorisation or relevant authority confirmation | Do not rely on a future licence without acceptable evidence. |
| Family | Relationship, birth, custody and maintenance evidence | Assess the family threshold separately from the principal’s business profit. |
Government charges and the wider budget
| Item | How it works | Planning consequence |
|---|---|---|
| Adult work-permit application or renewal | NOK 6,300 | Government processing fee; recheck the live schedule when paying. |
| Required business profit | NOK 341,373 per year before tax | Eligibility measure, not cash paid to the government and not total startup capital. |
| Family applications | Separate applicable fees and maintenance assessment | Use the live schedule and the actual family category; not included in the principal’s fee. |
| Operating and relocation costs | Case-specific | Premises, accounting, translation, licensing, appointment travel, housing and working capital need separate budgets. |
| Professional coordination | Scope to be agreed | No Offshore Capitalist package price or licensed-representation claim is inferred here. |
A renewable route with ongoing obligations
UDI states that permission may be issued for one year at a time. Preparation, appointment availability and agency assessment are different stages; consult the personalised waiting-time tool for the application being made rather than treating an old published queue estimate as a guarantee.
The route can support an application for permanent residence after three years if the applicable conditions are met. Citizenship follows its own rules. Maintain proper accounts and evidence of real activity throughout the permit, and check the current renewal instructions before expiry.
Make the business route fit the wider structure
A sole proprietor moving to Norway may bring worldwide personal tax and wealth reporting into scope while continuing to own foreign companies or investments. The immigration business forecast should therefore be reconciled with the tax plan, family budget and existing contractual obligations.
A useful inquiry establishes whether this route actually matches the intended work, what has already been committed and which local professional roles are needed. The resulting scope can then separate analysis, document coordination and implementation responsibilities.
