From feasibility to an operational household

The order follows legal and practical dependencies. Preparation time, appointments and authority assessment are separate; these stages are not an approval guarantee.

01Confirm permission for each personBefore committing to the move+

Choose the correct EEA, work, self-employed or family route. Check the permitted activity and what must be decided before entry.

Documents & evidence

  • Passports
  • Nationality and residence history
  • Qualifications or relationship records
Common complications
  • A company registration is not work permission.

02Prepare the tax and asset fileBefore changing residence+

Map worldwide assets, ownership, travel and management activity. Preserve acquisition evidence and arrival-date valuations without assuming a universal step-up.

Documents & evidence

  • Asset register
  • Acquisition and valuation records
  • Group structure and accounts

03Submit the route-specific applicationAfter evidence is complete+

Use the personalised UDI checklist, pay the applicable government fee and follow the mission or police instructions.

Documents & evidence

  • Checklist
  • Certified translations where required
  • Proof of funds and business evidence

04Secure housing and identity administrationAround lawful arrival+

Check registration instructions attached to the permit. A qualifying long-term move normally leads to National Population Register and identity-number steps; some permissions initiate registration automatically.

Documents & evidence

  • Decision letter
  • Lease and address evidence
  • Original identification

05Activate practical servicesAs identity and address evidence become available+

Arrange banking, tax card, healthcare access and school placement. Ask which services require a national identity number and which can use a D-number.

06Keep the renewal and reporting calendarFrom the first operating month+

Record travel, business activity, income and family changes. Put tax, payroll, permit and pension obligations on one calendar.

Make the dependencies visible

The first difficulty in an international move is often sequencing. A bank asks for identification and an address; a landlord asks for a deposit arrangement; a school needs an address and documents; an immigration route may restrict when work can begin. List those dependencies before booking a permanent move.

Separate the principal applicant’s plan from the family file. A business-income forecast that meets the principal’s work-permit threshold may not meet the family maintenance test. Children’s ages and custody arrangements should be checked early enough to obtain missing records.

Resolve tax questions before the first long stay

Build a rolling 12- and 36-month travel schedule, including previous Norwegian visits. Identify the businesses whose decisions you would make from Norway and the investment assets that would enter the resident reporting system. Review annual wealth tax alongside income tax.

Do not treat the date printed on a residence card as the only relevant date. A tax-residence start, the employer’s payroll obligation and a company-management change can follow their own facts. The personal and corporate tax guides give the detailed foundations.

Make housing and healthcare workable

Use a written rental agreement and understand the deposit mechanism. A Norwegian rental deposit belongs in a locked deposit account in the tenant’s name; a transfer to the landlord’s ordinary account is a different and problematic arrangement. Allow time to coordinate the bank and tenancy requirements.

The regular-GP scheme is linked to qualifying registration and status. A D-number does not ordinarily provide the same GP entitlement as registration as a municipal resident. Check healthcare coverage from arrival and identify what happens while a GP place or administrative step is pending.

Choose the school route alongside the address

For Oslo, public primary and lower-secondary schooling is free and begins in the year a child turns six. The home address affects the local school, with capacity and transfer rules. Families seeking an English-language or international route should confirm the individual school’s admissions and fees rather than assuming a uniform citywide offer.

Language support is assessed through the municipal system. Send prior school records and explain the child’s languages and needs; do not sign a lease based only on an assumed school place. Arrange the school-day and after-school routine before choosing a commute.

What to settle in the planning conversation

Bring a concise statement of the intended move, household ages and nationalities, the work to be performed and the existing assets or companies. The useful output is a sequence of decisions and responsibilities: which issues need country-specific advice, which applications can run together and which commitments should wait.

An inquiry can establish whether the move needs a full structural review or a narrower implementation workstream. Costs and professional responsibilities should be agreed around the actual scope.
