Eligibility & suitability
Who can qualify
- Entrepreneurs accepted through an authorised organisation and granted the relevant immigration permission
Restrictions & unsuitable cases
- A passive investment alone
- Assuming all cities/sectors operate identical programmes
- Treating preparation permission as a permanent waiver of Business Manager tests
Five stages from proposal to operating status
The sequence shows dependencies and statutory milestones. Evidence preparation, appointments and authority decisions vary; it is not a promised end-to-end processing time.
01Choose an eligible implementing programmeBefore a relocation commitment
Match location, sector and support to the current authorised-organisation rules.
Documents & evidence
- Business outline
- Founder background
- Location rationale
- Assuming every municipality offers the same route
02Prepare the screened planBefore programme confirmation
03Seek the immigration permissionAfter the required organisation screening
Submit the applicable confirmation and supporting records; coordinate any family applications separately.
Documents & evidence
- Organisation confirmation
- Passport/application records
- Route-specific family records
- Confusing programme acceptance with entry permission
04Carry out and document preparationWithin the granted period and review schedule
05Apply for the appropriate operating statusBefore permission expires and when requirements are supportable
Submit the current Business Manager case or adopt another lawful plan.
Documents & evidence
- Reviewed plan
- Capital/staff/language/competence evidence
- Compliance records
- Assuming conversion is automatic

Preparation permission has a defined destination
The Startup Visa programme gives an eligible foreign entrepreneur a supervised period to prepare a business before satisfying the full Business Manager framework. METI’s current English programme page describes a preparation period of up to two years under the approved arrangements. It is not two years of unconditional residence granted by buying a company or registering an idea.
The entrepreneur first works through an approved local government or other authorised organisation, whose plan screening and support arrangements are part of the route. Immigration permission remains a separate authority decision. Eligible activities, documents, local support and monitoring differ by implementing organisation; choose the programme around the actual business and destination.
The end-state matters from the beginning. New Business Manager cases are subject to the post-16 October 2025 framework, including JPY30 million scale, qualifying staff, premises, competence and language requirements. A preparation visa is not a general waiver of that framework. Specific legacy approvals may have transition treatment, but a new plan should not assume it.
A proposal must show how the operating business will become viable
The plan should connect the product, target customers, market evidence, founder’s role, funding, premises and staff to a realistic sequence. Separate what already exists from what is expected during preparation. An overseas business can provide evidence of experience and customers, but it does not automatically prove the Japanese activity will satisfy the local programme.
Identify licences and regulated activity before promising a launch date. Check whether the intended municipality or authorised organisation supports the sector and what it requires at each progress review. Preparation costs, personal maintenance and the later operating-capital requirement belong in different budget lines.
A useful internal milestone schedule includes customer validation, required company steps, premises selection, staff recruitment, language evidence, expert plan review and the Business Manager transition. Do not leave the hardest eligibility issue until the final months of permission.
| Preparation question | Evidence or decision | Later consequence |
|---|---|---|
| Why this location? | Programme eligibility, customer access and support organisation | Local screening and practical implementation |
| Who funds the preparation? | Traceable funds and household/operating budgets | Financial viability and bank evidence |
| What is already validated? | Genuine contracts, market evidence and relevant experience | Credibility of the plan |
| How will the new management tests be met? | Capital, staff, language, competence and premises milestones | Ability to seek the next status |
| What if progress is slower? | Permitted period, review obligations and lawful fallback | Avoiding an overstay or unauthorised activity |
Keep preparation activity within the permission granted
The written permission and the approved plan define the activity. Do not assume that a preparation status allows unrelated local employment, any paid work needed to finance the project or unrestricted expansion into regulated sectors. Where the business changes materially, ask the responsible organisation and immigration adviser how the plan and permission must be updated.
Family treatment must be checked under the specific Designated Activities permission and implementing programme. This research does not establish a universal family package across every approved organisation, so it does not promise automatic spouse, adult-child or parent permission. Prepare marriage/birth records, support and insurance facts early and obtain the applicable written checklist.
The status does not create a special personal or corporate tax holiday. Japanese-source work, tax residence, consumption tax and company obligations require their own analysis. Municipal registration and social-insurance arrangements depend on the actual permission and personal facts rather than the marketing name “Startup Visa”.
The transition should be managed as its own application
Before seeking Business Manager permission, recheck the rules then in force and the evidence actually achieved. The current reform calls for a reviewed business plan and substantive capital, staff, office, language and competence conditions. Successful participation in the preparation programme is relevant context; it does not compel immigration approval of the next status.
Align the company, bank, tax, insurance and staffing records so that they describe the same activity. Preserve programme confirmations and their dates because some transition provisions depend on the timing of earlier approvals. Keep the expiry date and lawful alternative plan visible if a commercial milestone is delayed.
We can assess whether preparation permission is useful for the business, map the later requirements and coordinate the company, banking and residence work. Start with the business model, relevant experience, available funding, proposed location and the household that would move.
