Eligibility & suitability
Who can qualify
- Third-country applicant meeting the eligible investment and personal conditions.
- Documented lawful funding and the correct entry/application route.
Restrictions & unsuitable cases
- Direct property ownership presented as the current investment route.
- An automatic citizenship or tax-exemption claim.
The process, step by step
Investment completion, the authority’s administrative clock and permit validity are three different periods. No guaranteed approval or investment outcome is promised.
01Establish household and investment suitabilityBefore committing funds
02Verify the product and funding evidenceBefore subscription or donation
Confirm eligible fund/manager or recipient, conditions, documentation and lawful source of funds.
Documents & evidence
- Product/recipient evidence
- Source-of-funds trail
- Required declarations
- Treating immigration eligibility as an investment guarantee
03Complete the correct entry and permit filingRelevant initial application within 30 days of first lawful entry
Use the appropriate visa or visa-free provision and attend for identification.
Documents & evidence
- Visa/lawful-entry evidence
- Application
- Housing/health/personal records
- Confusing visa approval with the residence permit
04Submit investment proof and complete reviewApplicable visa deadline or relevant visa-free six-month period;21-day administration excludes investment-proof and other specified periods
Provide the prescribed confirmation and respond to requests before the relevant deadlines.
Documents & evidence
- Subscription/blocking or donation confirmation
- Authority-requested evidence
- Using an old universal three-month deadline
- Assuming the 21-day clock includes investment completion time
05Maintain the investment/status and plan renewalMaintain the holding; notify specified changes within 5 days; apply for extension at least 30 days before expiry
Preserve holding evidence, check family status and review renewal conditions before disposing of the investment. Submit the extension from inside Hungary through Enter Hungary while the permit is still valid; renewal has its own investment conditions.
Documents & evidence
- Holding records
- Change notices
- Renewal evidence
- Assuming five years’ holding guarantees renewal after sale
Document checklist

Two current statutory investment routes
The current OIF factsheet lists an investment of at least EUR 250,000 in eligible real-estate-fund units, or a donation of at least EUR 1 million to the specified qualifying higher-education institution maintained by a public-interest trust foundation. An ordinary property purchase is not one of the listed current options. Do not treat an apartment purchase advertised by a third party as equivalent to an eligible fund subscription.
For the fund route, both the fund and manager must satisfy the prescribed conditions. OIF identifies a minimum 40% of net asset value invested in Hungarian residential real estate and the relevant qualified-manager requirements. The investment units must be held under the required blocked arrangement for at least five years. Verify the actual product and documentation before transferring money; immigration eligibility is not a guarantee of investment return or liquidity.
| Route | Minimum qualifying commitment | Key distinction |
|---|---|---|
| Eligible real-estate fund units | EUR 250,000 | Qualified fund/manager, residential allocation and five-year blocked holding |
| Qualifying donation | EUR 1,000,000 | Specified eligible institution and purpose; not a recoverable fund investment |
| Direct apartment purchase | Not listed as a current qualifying option | Property ownership alone does not replace the eligible commitment |
| Professional and transaction costs | Separately quoted or charged | Not included in the statutory investment minimum |
Entry, filing and investment proof have distinct deadlines
The permit application is made in Hungary following the appropriate guest-investor visa entry or qualifying visa-free entry. OIF states that the application should be lodged within 30 days of first lawful entry in the relevant initial case. A visa-free national already holding a Hungarian permit has the separate lawful-stay filing provision described by the authority.
The required proof of investment must meet the applicable visa/entry deadline. OIF specifies six months from first lawful entry for the relevant visa-exempt category. Do not combine that rule with an outdated universal three-month claim. Source of funds, lawful origin, accommodation, healthcare and personal conditions need their own supporting evidence; the subscription receipt alone is not the entire application.
Ten-year validity does not mean no ongoing obligations
The permit may be issued for up to ten years and renewed for up to another ten under the route’s conditions. The investor and qualifying family-permit holders have the stated ability to work without restriction in Hungary. That is not a general authorisation to work throughout the EU. Each family member still requires the appropriate application and relationship evidence.
The fund investment and renewal conditions must be read together: the five-year initial holding requirement is not an assurance that selling all units is compatible with every later renewal. The current authority guide requires the qualifying investment evidence at renewal for the fund route, while the donation route has a different renewal treatment. Changes to specified investment data must be notified within five days.
Residence investment does not settle tax or citizenship
A guest-investor permit is not a personal foreign-income tax exemption. The individual’s residence facts, income sources, treaty and insurance position remain subject to their own rules. A shareholder who also manages companies from Hungary needs the corporate management and permanent-establishment review before relying on a low personal presence assumption.
There is no passport entitlement attached to this investment. Long-term residence and naturalisation have separate status, continuity, language and personal conditions. We can help evaluate whether this route meets the household’s actual objectives and coordinate the agreed application support. Investment selection, regulated advice and authority approval remain distinct responsibilities.
