The purpose of this permission

Ordinary residence without work is designed for a person who can support a real Andorran base without relying on a general permission for local gainful activity. The principal must be an adult, meet admissibility requirements, have accommodation and maintain the prescribed insurance and resources.

The 2026 financial structure

For new applications within the reformed ordinary category, the qualifying investment is EUR 1 million. Law 2/2026 provides a specific EUR 400,000 alternative for the permanent housing fund. An eligible property investment has a further minimum per unit: its value must exceed EUR 800,000.

The state payment is EUR 50,000 for the principal and EUR 12,000 for each dependant. It is nonrefundable following grant, while the law provides return if the initial application is refused. These payments must not be marketed as the old recoverable deposit.

ComponentAmountScope
Ordinary qualifying investmentEUR 1,000,000Use the statutory eligible-asset categories
Housing-fund alternativeEUR 400,000Specific permanent Fons d’Habitatge route

Eligible assets and the completion deadline

The statute lists eligible Andorran property, company participation, qualifying financial/debt instruments, public debt, specified life insurance and the relevant residual AFA category. Some financial holdings have a maximum thirty-six-month period before conversion into another qualifying category.

The investment commitment is normally completed within six months. A further six months can be available for legally justified force-majeure or third-party delay. This is not a six-month processing guarantee or permission to leave the investment incomplete indefinitely.

Income, presence and health cover

Published resources must exceed 300% of the annual minimum wage for the principal plus 100% per dependant. The actual minimum-wage amount must be taken from the applicable year, not a historic euro conversion in a brochure.

The permission requires at least ninety days of principal actual residence per year, accommodation and the prescribed health, incapacity and old-age cover. Tax residence still requires its own analysis.

Family members and their rights

List every family member separately, with relationship, age, dependency and any intended work or study. The additional state payment does not itself create an entitlement for a person outside the permitted family category.

Spouse/partner recognition and dependent-child/parent evidence must fit the applicable route. Do not assume an adult child is eligible solely because the principal is willing to pay their expenses.

Renewals and the long-term decision

The published ordinary validity sequence begins at two years, followed by two, three and then ten-year renewals, subject to exceptions and continued eligibility. Keep presence, investments and insurance documented through the renewal dates.

This is residence, not an investment nationality programme. Someone seeking a second passport should compare Andorra’s long naturalisation periods and nationality restrictions before committing capital.
