From eligibility to citizenship documents

Qualifying residence or marriage periods are separate from government processing. A complete file does not guarantee approval.

01Establish the routeBefore fees or investment+

Check descent and family entitlement first, then compare residence-based and investment routes. Resolve dual-nationality restrictions before selecting the application.

Documents & evidence

  • Citizenship and civil-status records
  • Residence chronology
  • Family schedule
Common complications
  • Using an investment estimate for ordinary naturalisation
  • Overlooking an existing family route
References [1][2][3]
02Build and check the evidenceBefore submission+

Prepare the route-specific application with consistent identity, background and financial evidence. Use the official checklist and the correct authorised channel.

Documents & evidence

  • Police and civil records
  • Translations and authentication
  • Funds or residence evidence
Common complications
  • Missing historic names or residences
  • Unexplained source of wealth
  • Unproved adult dependency
References [1][2][3][4]
03Government review and conditionsAuthority-dependent+

Answer requests, attend required interviews and complete the investment or other conditions only in the prescribed order. Keep the decision and conditions with the permanent file.

Documents & evidence

  • Submission record
  • Requests and responses
  • Approval conditions
Common complications
  • Treating approval in principle as final citizenship
  • Funding an unapproved investment
References [1][2][3][4]
04Certificate, passport and continuing dutiesAfter final approval+

Complete the oath or registration requirements and obtain citizenship and travel documents. Record holding conditions, presence obligations, later family additions and renewal dates.

Documents & evidence

  • Citizenship certificate
  • Passport application
  • Post-approval calendar
Common complications
  • Assuming every future family member is automatically covered
  • Assuming passport access can never change

Citizenship routes at a glance

Saint Lucia’s ordinary citizenship rules and investment citizenship programme must be read separately. This matters for residence duration, family inclusion and dual nationality. A statement that the investment programme permits a second citizenship does not answer the renunciation question for ordinary naturalisation.

RouteWho it is forWhat needs checking
Birth / parentageA person covered by the Constitution and Citizenship ActCheck birthplace, parental citizenship and the relevant date; citizenship proof and passport applications are separate.
Marriage registrationA spouse within section 6The Act has distinct provisions for women and men; read the applicable registration conditions instead of assuming one gender-neutral naturalisation shortcut.
Commonwealth registrationAn eligible Commonwealth citizen under section 6(2)(b)Seven years of ordinary residence, with statutory qualifications and discretion.
Ordinary naturalisationAn adult alien under section 8The published Act requires over twelve immediate months plus seven aggregate years in the prior seven-year period, with language, character and future-residence tests.
Investment citizenshipAn eligible adult and qualifying family under the CIPContribution, bond or approved investment with its own conditions and costs.

Renunciation is route-sensitive

Section 8(3) of the published Citizenship Act requires an ordinary-naturalisation applicant to renounce other citizenship in the prescribed form and take the oath. The investment programme follows separate legislation. A public guide that simply labels Saint Lucia “dual citizenship: yes” can therefore conceal an important distinction.

Before making any renunciation declaration, confirm its required form, timing and effect under both countries’ laws. The objective is an orderly legal transition, without relying on a passport possession test or assuming that a declaration has the same effect everywhere.

Investment citizenship: compare the commitments

A contribution is normally an irreversible programme payment. A qualifying property or bond ties up capital and adds holding, approval and disposal conditions. The appropriate comparison is total cost, liquidity, family fit and the legal rights obtained.

QuestionCurrent programme overview
RouteContribution, bonds or approved investment
CommitmentNEF USD 240,000 up to four qualifying people; bonds USD 300,000 plus USD 50,000 administration
PresenceConfirm current presence, biometric and renewal rules; investment holding conditions apply
TimeframeCurrent processing estimate must be reconfirmed; stages are separate
FamilyQualifying spouse, children, parents and specified dependants

Family inclusion and later additions

The FAQ identifies a spouse, children through twenty-one, fully supported children through thirty, qualifying disabled dependants, financially supported parents above fifty-five and certain unmarried siblings below eighteen with consent. Each relationship and dependency condition must be proved; a relative outside the definition needs a different basis.

The current investment page separately quotes later additions: USD 5,000 for a newborn twelve months or younger, USD 35,000 for a citizen’s spouse and USD 25,000 for another qualifying dependant, before applicable charges. A future-family plan should compare original inclusion with a later application rather than assume the original fee covers every future relative.

Eligibility and family

The principal applicant must be at least 18, meet the qualifying investment, pass due diligence and provide full disclosure. The family definitions cover specified spouses, children, parents and other dependants under age, dependency and other conditions. A relative’s inclusion is not automatic.

The published current schedule lists USD 2,000 application processing for the main applicant and USD 1,000 for each dependant; due diligence is USD 8,000 for the main applicant and USD 5,000 for the applicable older dependants. Interview, administration, passport and professional costs must also be checked.

Family inclusion depends on the route

Investment-programme dependants, children acquiring citizenship through a parent, and spouses applying through marriage are separate legal categories. The applicable age is the age under the actual route and relevant application date; it is not a country-wide definition of a dependant.

Prepare a family schedule showing date of birth, biological or adopted relationship, education, marital status, living arrangements and financial support. It is especially useful when a child is approaching an age limit or a parent will join later.

EvidenceWhy it matters
Birth, marriage and adoption recordsEstablish the legal relationship and link changes of name.
Education and supportShow the adult dependant satisfies the actual programme definition.
Custody and consentEstablish authority to apply for a child and whether a non-applying parent must consent.
Future family changesDistinguish original inclusion from a later-addition application and separate fees.

Dual nationality and passport use

Saint Lucia recognises dual citizenship, but the legal route should be checked: ordinary naturalisation and investment citizenship should not be treated as interchangeable. Review the declaration required under the actual application.

Passport travel access is a separate moving target. Check the destination’s entry rules for the actual travel date and purpose; visa-free tourism does not usually confer residence or permission to work. Tax residence and reporting obligations must also be assessed independently of citizenship.

Build an application that can be verified

We help assess which route fits the objective, coordinate the relevant providers and connect the citizenship decision to your wider family and business arrangements. Start with all current nationalities, the family members to include, prior refusals, budget and the places where you actually want to live or do business.

The work should produce an evidence-based route decision and an implementation sequence: the responsible authorised or local professional, the document list, the government and professional cost layers, and the obligations that continue after approval.
