2026 and 2028 are different tax regimes

Oman has enacted a personal income tax, but it does not start until 1 January 2028. A 2026 salary comparison must not deduct the future 5% merely because the law has been published. Equally, a long-term relocation plan should not promise that ordinary salary income will remain outside general personal income tax indefinitely.

For the current period, distinguish ordinary employment and private income from an establishment carrying on a taxable business. Corporate and business tax, withholding, VAT and employment obligations already exist. “No current general salary tax” is a precise statement; “no tax in Oman” is not.

IssuePractical meaning
2026–2027 ordinary salaryThe newly enacted general PIT is not yet in force. Business and contribution rules remain separate.
From 1 January 20285% on taxable personal income under Royal Decree 56/2025, after the OMR 42,000 threshold and applicable adjustments.
Business activity todayAn establishment or company can fall under the existing income-tax law.

Residence and the transition

The authority’s existing residence submission uses at least 183 continuous or intermittent days in the tax year for a natural person. The future PIT guidance uses more than 183 days. Keep the date and purpose of each test attached to it; a future definition should not silently replace the current treaty or tax-certificate analysis.

Immigration residence, a Golden Residency card and treaty residence are different questions. A person can hold permission to live in Oman while maintaining tax residence elsewhere. Record actual days, homes, family connections and work before making a foreign-tax or treaty claim.

How the 2028 personal tax is designed

Under the enacted future framework, residents are assessed on the relevant income received in Oman and abroad, while nonresidents are assessed on Oman income. The OMR 42,000 annual threshold is not a charge on the entire gross amount once it is crossed. The law defines the amount above the threshold and then applies the permitted exemptions, costs and losses to reach taxable income.

The authority’s FAQ confirms that salary is not the only source: pensions, rents, royalties and self-employment can be relevant. A VAT exemption for residential rent does not automatically make that rent exempt from future PIT. Employers and other payers will have withholding responsibilities under the new framework.

IssuePractical meaning

Asset cost basis on arrival

For ordinary private assets in the current pre-PIT period, there is no general personal CGT basis calculation established here. This is not an arrival-value reset; business assets and the enacted 2028 regime need separate treatment.

A pre-arrival portfolio holding should retain its purchase records even if no current general personal gain computation is required.

Current classification as at 14 October 2026. Personal Income Tax Law commences 1 January 2028.

  • No universal arrival-value or historical-cost conclusion for taxable business assets.
  • Future PIT asset-specific and transitional treatment requires a separate review.
Asset or situationStarting value and treatment
Ordinary private assets before 2028Retain original acquisition records; no universal immigration step-up claimed.
Business assetsApply existing business-tax cost and disposal rules.
Disposals from 2028Reassess under operative personal-tax and implementing rules.

Assets held before arrival

For ordinary privately held assets in the current pre-PIT regime, an absence of a general personal capital-gains charge is not a market-value step-up. Business assets remain a separate existing-tax question. Keep original purchase evidence even where no current personal gain computation is required.

A move spanning 2028 needs a fresh asset-by-asset review under the enacted PIT law and its implementing rules. This guide does not establish a universal arrival-value reset, a universal historical-cost rule or a blanket exemption for every pre-arrival gain. Retain acquisition cost, improvements, valuations and previous departure-tax records so the correct rule can be applied to the particular asset and disposal date.

Social insurance for Omani employees

The core old-age, disability and death branch uses 7.5% from the covered worker and 11% from the employer. The employment-security branch adds 0.5% from each. Other employer-funded branches include work injury, maternity and sick/other leave, with commencement and coverage rules that must be applied separately.

SPF describes an initial OMR 3,000 insured-wage ceiling for the core pension branch, capable of adjustment, and directs excess contributions to the provident arrangement in the stated circumstances. Do not use that figure as a universal maximum for every contribution branch. The current insured wage and the employee’s category need confirmation.

IssuePractical meaning
Old age, disability and death7.5% employee / 11% employer, with the applicable insured-wage rules.
Employment security0.5% employee / 0.5% employer for covered categories.
Other branchesEmployer rates and coverage differ; the core pension ceiling is not automatically shared.

Expatriate employment is not cost-free

Non-Omani workers are not all charged the Omani old-age pension rate. That does not mean there are no employer contributions. Maternity insurance is employer-funded at 1% for covered workers, including men and women. From 19 July 2026, the sick and other leave branch compulsorily covers the non-Omani public-sector and Labour Law private-sector categories in Decision R/13/2026; Article 123 sets a 1% employer contribution.

The 2025 amendment postponed non-Omani work-injury coverage to five years after the original decree and allows the mandatory provident commencement date to be set within four years of that decree. These future phases should not be charged prematurely as if already operational for every expatriate. Gratuity, health, leave, permits and contractual benefits still need to be budgeted.

IssuePractical meaning
Maternity insurance1% employer for covered workers; not an employee deduction.
Sick/other leave from 19 July 20261% employer on the statutory contribution wage, calculated daily; covered non-Omani categories confirmed by 2026 decision.
Work injury / providentApply their actual phased commencement and category; do not infer current liability from an older summary.
Payroll estimateNationality, dates and insured-wage rules must be established before calculating take-home or all-in cost.

VAT and ordinary spending

The standard VAT rate is 5%. Zero-rated supplies and exempt activities are separate categories: international transport and qualifying exports can be zero-rated, while specified financial services and residential rent can be exempt. An exempt supply does not necessarily give the supplier the same input-credit treatment as a zero-rated one.

Businesses must review registration when taxable supplies reach or are expected to reach OMR 38,500; voluntary registration is available at OMR 19,250 under the applicable rules. A household may also face customs, excise and property or service charges. These costs should be included in the relocation budget even before PIT begins.

Foreign companies, departure and the evidence file

No conclusion that all foreign companies or departure events are irrelevant follows from the current absence of general wage PIT. An Oman-managed business can create a taxable presence, while the owner’s former country can retain CFC, residence or source-country claims. The ordinary corporate law and the future personal regime must be reviewed separately.

Before leaving, reconcile business obligations and preserve the dates of departure, residence cancellation and arrival elsewhere. No universal current personal deemed-disposal exit charge has been established in this review, but this is not a clearance of business transactions or a prediction of every rule that will apply after 2028.
