When you become a Lithuanian tax resident
Residence is not determined by the residence card alone. A permanent home, the centre of personal, social or economic interests, and physical-presence tests are alternative domestic connections. A household moving gradually can therefore become resident before reaching 183 days. If another country also claims residence, apply the particular treaty to the facts rather than choosing the more convenient certificate.
Prepare a dated record of homes, family location, work and travel. Lithuania’s two-year day test can affect a person who splits each year between countries. Nonresidents can still owe tax on Lithuanian-source employment, property and other specified income.
| Issue | What matters |
|---|---|
| 183-day test | 183 or more days in the tax period. |
| Two-year test | At least 280 days across consecutive tax periods, including at least 90 in one of them. |
| Home/interests | Separate factual connections; a low day count alone does not settle residence. |
The enacted 2026 income-tax bands
From 2026 the ordinary progressive system uses three bands. Identify the income category before applying them: dividend income, the investment-account regime and other statutory exceptions do not all enter the same pool. A tax calculation based only on salary withholding can understate the final bill when a person also receives business or investment income.
The employment non-taxable amount is means-tested in the annual calculation. The ordinary maximum annual amount is EUR 8,964, with reduction above the statutory wage-linked threshold. Personal circumstances and income from other categories can change the final allowance. A deduction from the taxable base is not a credit of the same cash amount.
| Issue | What matters |
|---|---|
| Ordinary pooled annual income to EUR 83,237.40 | 20% |
| Portion EUR 83,237.40–138,729 | 25% |
| Portion above EUR 138,729 | 32% |
| Dividends | 15% under the separate statutory category. |
| Other non-employment income | Some categories use 15% for the first 12 VDU (EUR 27,745.80), then progressive rules; classify the receipt first. |
Salary: gross pay, take-home pay and employer cost
For an ordinary employee in the domestic system, employee social and health contributions total 19.5% before any additional second-pillar pension contribution. The annual ceiling does not apply to every part of that figure: the 6.98% health contribution continues above the VSD ceiling. International posting and social-security coordination can change which country’s system applies.
The ordinary indefinite-contract employer contribution can start at 1.77% for the lowest accident-risk group, but that is not a universal employment-cost multiplier. Fixed-term contracts, accident classification, fund exemptions, benefits, paid leave and employment obligations change the total. Show employee deductions and employer additions separately in any budget.
| Issue | What matters |
|---|---|
| Employee pension, sickness and maternity | 12.52% combined; VSD annual earnings base EUR 138,729 in 2026. |
| Employee compulsory health | 6.98%; no annual maximum assessment base. |
| Additional pension saving | 3% where applicable; do not assume every worker participates. |
| Ordinary employer components | Unemployment 1.31% (2.03% fixed-term), accident risk 0.14%–1.4%, plus the applicable 0.16% funds. |
Asset cost basis on arrival
Ordinary purchased private assets generally retain acquisition-price based calculations under Article 19; no general immigration-date market-value step-up is established.
2026 law checked 14 October 2026; scope is ordinary purchased private assets.
- Not a determination for every asset, gift, inheritance, employee award or business transfer.
- Foreign exit-tax values and treaty relief require a separate analysis.
| Asset or situation | Starting value and treatment |
|---|---|
| Ordinary purchased investment | Original documented acquisition cost and qualifying expenses. |
| Gift or inheritance | Specific valuation rules; do not substitute the immigration date. |
| Employee shares or business assets | Separate income and basis provisions require review. |
Investments, gains and the purchase history
Keep original acquisition documents before moving. Article 19 begins with acquisition price and qualifying expenses for property-disposal calculations; buying an asset while nonresident does not by itself establish a new market-value basis on arrival. A bank statement showing today’s market value is not a replacement for the original trade confirmation.
An inheritance, gift, employee award or asset used in a business can have a different starting rule. A foreign departure-tax valuation also needs separate analysis: it is not automatically adopted as Lithuanian personal tax cost. Map the acquisition date, original currency, later capital events and the proposed disposal before deciding whether to sell before or after the move.
Real-estate holding-period relief changed in 2026: for qualifying immovable property in an EEA country, the ordinary holding period was reduced from ten years to more than five years. Home-specific exemptions and their conditions are separate. The type of gain, exemption and any investment-account election matter as much as the headline rate.
Foreign companies and double-tax relief
Owning a company abroad is not a reliable way to defer every Lithuanian personal tax charge. The positive-income rules can attribute income of a controlled foreign entity before it pays a dividend. The rules distinguish targeted territories from other low-tax structures and contain activity and tax-comparison conditions.
Analyse control and the entity’s income composition using actual accounts, not the country’s headline corporate rate. Foreign tax relief requires the proper income classification and supporting evidence. A later distribution of already attributed income needs reconciliation so the same economic income is not simply counted twice.
Consumption taxes and a move that spans two tax years
Lithuania’s standard VAT rate is 21%. The reduced-rate structure changed on 1 January 2026, with 12% replacing the former 9% rate for specified supplies; 5% and zero-rating remain category-specific. The price of housing, services or a business purchase should therefore be checked against the actual supply rather than a general country rate.
Before departure, establish the last resident period, outstanding foreign-income reporting, investment-account treatment and any continuing Lithuanian income. This guide does not certify that every personal asset can leave without a tax consequence. Company asset transfers have their own explicit exit provisions, described in the corporate guide.
