Residence and the move between tax systems
Latvian residence looks at the domestic residence connection and physical presence, including 183 days in a twelve-month period. Registering or deregistering an address is relevant evidence but is not a complete treaty analysis. A person with homes and family in two countries needs to establish where the treaty places residence and which country taxes each income source.
A request to change status with VID should be supported by the actual move, closer personal and economic connections and the foreign tax-residence evidence. Keep a calendar and a record of the homes available to you. A temporary residence permit does not create a general exemption for foreign dividends or gains.
2026 income tax: annual bands and the extra high-income charge
The ordinary annual schedule is 25.5% up to EUR 105,300 and 33% on the excess. A separate 3% charge applies above EUR 200,000 under its broader annual-income definition. That definition can include income otherwise exempt from ordinary personal tax, so a large dividend should not be omitted from the high-income calculation.
The 2026 ordinary non-taxable minimum is EUR 550 a month, or EUR 6,600 for a complete qualifying year. Payroll withholding and the annual return can differ where the person has several payers or different income types. Contributions and other eligible deductions must be treated according to the relevant income category.
| Issue | What matters |
|---|---|
| Ordinary annual taxable income to EUR 105,300 | 25.5% |
| Excess above EUR 105,300 | 33% |
| Additional high-income charge | 3% on qualifying annual income above EUR 200,000; broader base requires review. |
| Ordinary capital income and gains | 25.5%, subject to exemptions and specific transitional rules. |
Asset cost basis on arrival
Ordinary purchased capital assets use documented acquisition cost and qualifying investment expenses; no general arrival-date market-value step-up is established.
2026 rules checked 14 October 2026; ordinary purchased private assets only.
- Inheritance, gift, employee awards and business assets have separate rules.
- Foreign exit-tax values and treaty consequences need separate review.
| Asset or situation | Starting value and treatment |
|---|---|
| Purchased securities/property | Original acquisition cost and qualifying documented investment expenses. |
| Inheritance/gift | Special statutory acquisition-value rules. |
| Employee options/business assets | Separate rules; not classified by the ordinary-purchase result. |
Selling investments after arrival
For ordinary capital assets, the taxable gain starts with disposal proceeds less acquisition cost and qualifying investment expenses. The purchase can predate Latvian residence. This review does not establish a general immigration-date market-value uplift, so retain the original trade confirmations, purchase deed and improvement invoices.
Inheritance, gifts and employee equity have special acquisition-value provisions. Property exemptions can depend on ownership, declared-home or reinvestment facts. A tax value used by the country you leave does not automatically become the Latvian basis. Compare both countries before realizing a large gain.
The ordinary capital-gains rate is 25.5%. A 20% transitional rule can apply to qualifying transactions initiated by the end of 2024 and declared under the required transition procedure. It is not the default rate for a new sale in 2026.
Foreign companies, dividends and the 2026 alternative
Personal attribution rules for a holding of at least 25%, significant influence or specified rights to profits focus on the defined low-tax or no-tax jurisdictions and can include foundations, trusts and other legal arrangements. Income can be attributed without a dividend. This is distinct from the corporate CFC rule for artificial arrangements.
A dividend may benefit from ordinary personal-tax relief when the underlying profit has borne qualifying corporate tax, but proof and exceptions matter. From 2026 eligible companies owned only by natural persons may choose 15% corporate dividend taxation with a separate 6% personal dividend tax. Compare the two layers together; a lower company percentage does not by itself mean a lower combined bill.
VAT, records and departure
The standard consumption VAT rate is 21%, with reduced, zero-rated and exempt categories defined separately. A property purchase, long-term rent, short stay and business service are not interchangeable supplies. Check the contract and invoice instead of adding 21% to every household cost.
On departure, reconcile residence, annual income, continuing Latvian property and business interests, and any investment-account treatment. Keep access to the electronic declaration system and retain the evidence of foreign status. This research does not establish that every personal deferred-income or business situation has no departure consequence.

Social insurance does not simply stop at the annual ceiling
An ordinary employee pays 10.5% and the employer pays 23.59% under the standard domestic classification. Different rates apply to some pensioners and special insured groups. Foreign-employer, posting and self-employment cases should not be run through an ordinary employee formula without checking coverage.
EUR 105,300 is the ordinary maximum social-insurance base for 2025–2027. Earnings above it can instead attract solidarity tax. The final solidarity rate and annual allocation/refund process differ from ordinary contribution collection; treating excess salary as completely free of social-type charges gives the wrong employer and employee comparison.
