Birth, descent, registration and naturalisation

Latvian nationality has distinct birth and registration categories, historic-citizenship and exile provisions, Latvian/Liv origin provisions and ordinary naturalisation. A residence permit or investment is not a grant of citizenship. Historic applications need the qualifying citizenship or origin evidence and the full civil-record chain.

Latvia’s non-citizen status is a separate legal status and should not be confused with either Latvian citizenship or every foreign resident’s position. The applicant’s existing status determines which route and evidence apply.

IssueWhat matters
Ordinary naturalisationAt least age 15 and normally five years of permanent residence, with language, knowledge, legal-income and other conditions.
Child under 15Can acquire with a naturalising parent under the applicable residence and consent conditions.
Historic/descent registrationSpecific statutory categories; ancestor’s citizenship/origin and dates must be established.
MarriageNo automatic nationality; family residence and naturalisation remain separate.
InvestmentNo general citizenship-by-investment programme identified.

Which other citizenships can be retained?

The ordinary permitted-country framework includes EU, EFTA and NATO states and Australia, Brazil and New Zealand, alongside particular treaty or Cabinet-permission possibilities. The authority states that no relevant bilateral treaties are currently in force. Acquisition by marriage or adoption and historic exile/origin categories have additional exceptions.

Children may hold another citizenship more broadly, but a choice can be required between ages 18 and 25 if the other citizenship is outside the permitted framework and no exception applies. A citizenship that can be kept when registering under an exile provision should not be assumed safe after a later voluntary acquisition of another nationality.

Marriage, same-sex partnerships and the family file

Marriage can support a residence route but does not remove the normal nationality tests. A partner or spouse needs the appropriate civil document and must meet the category’s immigration conditions. A temporary permission obtained through a relationship does not itself complete the permanent-residence period for naturalisation.

Latvia has allowed partnership registration since July 2024, including same-sex couples, but partnership is not domestic marriage. The new Immigration Law often uses the spouse category. Foreign marriages, registered partnerships and EU-family rights therefore need their own recognition analysis; this guide does not promise automatic spouse treatment for every partnership.

For children, distinguish the under-15 naturalisation-with-parent provision from minor-child immigration and from citizenship acquired at birth. A financially dependent adult is not automatically part of a parent’s nationality application.

Naturalisation: documents, tests and timing

OCMA requires identity and lawful-residence evidence, a legal source of income and the applicable criminal-record and civil documents. Language and knowledge requirements cover Latvian, constitutional principles, history and the anthem, with specific exemptions. The country’s official procedure should be checked for the applicant’s age and circumstances.

Five years of permanent residence is an eligibility period, not a five-year period beginning with any temporary card and not a processing promise. Translation, legalisation, test availability and any renunciation step affect the actual sequence. Prepare those dependencies before fixing travel or nationality-renunciation dates.

Travel and the scope of assistance

Latvian citizenship brings EU citizenship, while travel outside the EU depends on the destination’s current passport and visa rules. Visa-free visitor access is not an unrestricted right to live or work elsewhere, and a passport change does not end tax residence.

This guide covers routes for research completeness. Offshore Capitalist does not list ordinary naturalisation or descent as current service products. We can examine the broader tax, banking and relocation consequences without implying that every nationality application is offered.
