What the tax system covers
Resident individuals are ordinarily taxed on worldwide income. A limited, approved foreign-expert regime can alter the result for a qualifying period and income categories. A foreign client or overseas bank account does not by itself make services performed in Indonesia foreign-source.
When you become tax resident
PER-23/PJ/2025 Articles 3–4 give alternative residence connections: living in Indonesia, presence exceeding 183 days in any 12-month period, or presence during the tax year with an intention to live there. A part-day counts as a full day for the rolling presence test. Living there includes an available home that is more than a temporary stop, a centre of personal/economic activity, or habitual daily activity. Intention can be evidenced by a permanent permit, a visa or temporary permit valid for more than 183 days, a sufficiently long work/business contract, a long residential lease or moving family. Waiting for the 184th day therefore does not protect a person who already satisfies a different limb. An applicable treaty must be considered if another country also claims residence.
Rates and the tax base
5%–35% progressive resident income tax. The ordinary schedule reaches 35% above IDR 5 billion of taxable income. The tax-free allowance, final-tax categories and foreign-specialist territorial concession are separate from the ordinary brackets.
Private investment gains and business trading
Income-tax legislation includes gains from sales or transfers of property in the income base; there is no universal exemption for private investment gains. Asset-specific final-tax regimes, listed securities, land and buildings, and exclusions can change the calculation. A tax on gross sale value should not be presented as a rate on net capital gain.
Asset cost basis on arrival
The arrival cost-basis treatment for this country has not yet been established in this comparison. Do not assume either an arrival-value reset or retention of original cost.
- The treatment needs to be checked separately for ordinary shares, funds, property, business interests and assets acquired by gift or inheritance.
A foreign payer is not a source conclusion
A remote worker should examine where the services are actually performed. A foreign company owned and directed from Indonesia needs a separate assessment of its local business activity, domicile, management and permanent establishment. These questions remain even if the foreign entity has a bank account and registered address elsewhere.
Special relief needs its own eligibility analysis
DGT describes a four-year treatment for certain approved foreign experts with specified skills, subject to the application and qualification conditions. It is not an automatic E33G or second-home tax holiday. Catalogue income, foreign tax and treaty eligibility separately; an immigration grant does not establish the tax authority’s approval for this relief.
The 2025 regulation makes residence evidence explicit
PER-23/PJ/2025 includes residence, more than 183 days within twelve months, and presence with an intention to reside as alternative individual tests. Part-days count as full days for the stated day calculation. Evidence of intention can include a long-term visa or stay permit, work agreement, lease or the movement of family members. It is therefore possible for a tax question to arise before the familiar day threshold is crossed.
For a company, the regulation includes establishment or domicile in Indonesia. Domicile can involve the head office, administrative or financial centre, or centre of management and control. Strategic investment and operational decisions are expressly relevant. Document who decides major asset transfers, appointments and distributions, and where those decisions are actually made.
Foreign-expert relief requires qualification and approval
DGT’s 2026 communication explains that certain foreigners with specified expertise and DGT approval can use a four-year treatment limited to Indonesian income. It is not automatically attached to E33G, a second-home visa or retirement status. Determine the eligible expertise, approval process, start date and interaction with treaty claims using the current rules before excluding foreign income.
For everyone else, begin with the ordinary resident worldwide-income analysis and consider applicable relief. Keep foreign tax assessments, withholding statements and payment evidence. A credit must relate to the same income and satisfy the relevant limitation; it is not established merely by showing that another country charged some tax during the year.
Establish when tax status changes
Keep departure records and evidence of the new home and residence status. A person who continues to live or maintain relevant connections in Indonesia may need more than an airline booking to establish a change. Check the applicable domestic and treaty tests and the requirements to update tax registration.
Deregistration needs evidence of permanent departure
DGT’s current NPWP deletion guidance lists documents establishing that an individual has left Indonesia permanently. It distinguishes individual cases, dissolved companies and permanent establishments that have ceased activity. The administrative application therefore needs to match the taxpayer and the reason for closure; an airline ticket alone should not be treated as a completed deregistration.
Prepare the departure and destination documents, final income records and the tax-registration application through the current authorised process. Resolve outstanding filings and payments and keep an accessible contact for later queries. A company left operating locally has its own registration and filing position even if the shareholder’s personal NPWP changes.
Document what actually changed under the residence rules
The 2025 regulation looks at settled accommodation, the centre of activities and intention as well as physical presence. Retain evidence of the end of the Indonesian home and work arrangements and establishment of the new residence. Indonesian citizens leaving abroad have additional conditions and documentation distinct from a visiting foreigner’s case; use the correct category.
If a foreign company was managed from Indonesia, preserve the period’s decision records and document the actual transfer of authority. Changing the registered correspondence address does not rewrite prior management. Review the departure year’s worldwide income, foreign tax credits and any CFC attribution before declaring the tax work complete.
Why a short stay and a foreign address do not settle residence
The three residence routes are alternatives. For example, a person arriving with a qualifying long lease and clear intention to live in Indonesia must consider the intention limb immediately, even if the rolling presence total is still below 184 days. PER-23/PJ/2025 also separates a temporary stop from a home available for ordinary living. Review the permit, lease, family move, travel calendar and actual personal and economic activity together.
For an Indonesian citizen leaving the country, more than 183 days abroad is only one requirement. Articles 6–7 apply a sequence involving the permanent foreign home, centre of main activities and habitual life, depending on whether competing Indonesian connections remain. Foreign resident-taxpayer status must be supported by a tax-authority document. The departing citizen must also complete obligations for the Indonesian-resident period and obtain the DGT confirmation that the nonresident conditions are met. A passport stamp alone is not that confirmation.
Foreign companies and income attribution
Deemed-dividend rules address qualifying ownership of unlisted foreign entities, including 50% control gateways and specified passive-income categories after the 2019 amendment; apply detailed direct/indirect tests.
Departure, migration and continuing obligations
Personal residence change and NPWP deletion require facts and evidence; retained business or corporate management has separate consequences.
