What the tax system covers
Dominica Inland Revenue explicitly describes resident individuals as taxable on global income, subject to exempt categories and applicable treaties. Citizenship acquired without residence and an actual relocation are different tax situations.
When you become tax resident
The official tax-system account identifies a permanent home in Dominica as a residence connection. Inland Revenue explains that resident individuals are taxable on global income under the current framework. Someone acquiring citizenship without living there has a different residence fact pattern from someone relocating their home and work.
Rates and the tax base
15%, 25% and 35% marginal bands. Current 2026 published bands follow the EC$30,000 resident allowance. The announced 2027 replacement is recorded separately, not applied to a 2026 calculation.
Private investment gains and business trading
The government states that Dominica has no capital-gains tax. Distinguish a private capital disposal from taxable business profit, and from property-transfer charges or tax imposed by the asset’s source country. The separately announced 2027 income-tax reform should not be treated as enacted current law.
Asset cost basis on arrival
The arrival cost-basis treatment for this country has not yet been established in this comparison. Do not assume either an arrival-value reset or retention of original cost.
- The treatment needs to be checked separately for ordinary shares, funds, property, business interests and assets acquired by gift or inheritance.
An announced change from January 2027
Government announced a 10% flat personal rate above the EC$30,000 allowance and taxation confined to Dominica-earned income from January 2027. Keep the 2026 worldwide classification until commencement and enacted rules are confirmed.
Overseas income and foreign tax paid
The IRD return instructions require details of overseas income and a supporting statement for a foreign-tax-credit claim. Record the payer, country, gross income, tax withheld and the credit claimed. A credit calculation is not the same as exempting the foreign receipt: the income and any permitted relief must each be shown. The cash arriving in the bank after foreign withholding is therefore not necessarily the amount to enter as gross income.
Business income and the filing obligation
IRD distinguishes employment-only individuals above the allowance from people carrying on business. Its FAQ states that individuals in business must file whether resident or nonresident and whether they made a profit or loss; nonresidents do not receive the resident allowance. Closing a business or ceasing employment can still require a return. Keep the final-year accounts and tax withheld so an overpayment can be reconciled.
Foreign companies and income attribution
A current legislative CFC review is not complete; citizenship-programme marketing is not sufficient evidence of the tax regime.
Departure, migration and continuing obligations
No comprehensive current departure-tax review is asserted in this draft.
