City at a glance

A northern base shaped by the place you work

Oulu offers a different proposition from Finland’s southern cities: a northern coastal setting, a strong seasonal rhythm and distinct employment and university areas. Before comparing homes, distinguish Linnanmaa from Kontinkangas and the central city. The easiest home for one workplace or campus may not suit another.

The city’s housing guide gives a useful starting map: Kaijonharju and Linnanmaa relate to the northern campus and technology area; Kontinkangas and nearby Peltola relate to the hospital and campus environment. Tuira and the centre provide another daily pattern. Treat these as starting points for address-level checks, not promises of a short commute.

For someone running an international business, the decision should include travel frequency and the accompanying family’s routine. Oulu may make sense if the local work or lifestyle is compelling, but an attractive house does not answer how you will handle a recurring early international meeting or a partner’s employment search.

What may appeal

  • Several distinct campus, central and riverside living patterns to choose from.
  • A zoneless regional bus system and established cycling infrastructure.
  • Newcomer guidance and published school admissions routes, including a midyear-arrival distinction.

What to weigh up

  • International itineraries may depend on domestic connections and seasonal schedules.
  • Winter darkness and daily outdoor logistics require deliberate preparation.
  • The partner’s job prospects and school eligibility may differ from the principal worker’s situation.

Neighbourhoods & finding a home

Work, business & opportunities

Build connections beyond the principal job

International House Oulu brings together newcomer guidance on work, entrepreneurship, study and everyday life. Its Welcome Office and community activities provide a starting point for finding the right service and meeting people. They do not guarantee a job, a permit or a complete one-appointment solution.

If you are moving with a partner, discuss their own work and language plan before choosing a long lease. The principal earner may work comfortably in an international team while the other adult needs Finnish for the profession they want. Ask about actual qualifications and employers, then budget time for training or a different first role.

For a founder, investigate where useful collaborators and customers are based, what meeting space is available and what travel will be necessary. Keep the local operating plan consistent with the international tax and corporate structure. The country guides explain those questions, and an inquiry can focus on the implementation support your situation calls for.

Schools & childcare

School language and year group matter

Oulu International School admits according to its language assessment and available places. The current guidance distinguishes ordinary application rounds from newcomers without Finnish skills who move into the region during the academic year; ongoing testing can apply to the latter group. Contact the school with the actual arrival date and language background.

Primary admission runs through grade 6; continuing into grades 7–9 involves a new application. For families living outside Oulu municipality, the school asks that the home municipality’s willingness to fund the education be confirmed. Do not sign for a home assuming that an English-language place is automatic or portable across every neighbouring municipality.

Bring recent school reports and explain how much previous instruction was in English, Finnish or another language. Ask about an appropriate local preparatory or school route if the international route does not fit. A child’s long-term language and education plan deserves more attention than the label international.

Public health and social services are organised by Pohde, the Wellbeing Services County of North Ostrobothnia. Start routine questions with the relevant social and health centre. Establish coverage and the scope of any occupational health care separately; keep medical and vaccination records available for the household’s transition.

Getting around

OSL buses and a year-round cycling plan

OSL uses a zoneless fare system across its service area, rather than Helsinki-style rings. The current single ticket has a 90-minute transfer period. Check the operator’s payment instructions and the live journey planner for the route; a regional bus ticket should not be assumed to cover long-distance rail.

Cycling is an established part of Oulu’s transport planning, and the city publishes routes and winter guidance. That does not make every journey or every surface equally comfortable for a newcomer. Inspect the path, crossings, storage and winter-maintenance information for your particular commute.

Before deciding to live without a car, try the return from work, a grocery trip and an evening activity. Repeat the exercise for a family member with a different schedule. Conversely, if you expect to drive, check parking at both ends rather than treating a free space outside a viewing as an entitlement.

A backup matters in winter: know which bus covers a cycling route when conditions or your household’s needs change. Build the comparison around the real door-to-door journey, including time spent reaching the stop in outdoor clothing, rather than just the scheduled bus ride.

Airports & international connections

Direct Riga access and connecting itineraries

Finavia announced on 22 April 2026 that airBaltic’s direct Riga–Oulu route would continue year-round, and the airline also promotes the connection for winter 2026. Riga therefore deserves a place in your travel comparison, including onward connections. Confirm the flights available on your actual dates: the announcement does not establish a daily service or guarantee a particular itinerary.

For regular international business, compare the Riga option with a through itinerary via Helsinki. Check the total travel day, connection time and the protection offered by the ticket, as well as the first flight’s price. Where a connection is necessary, include that dependency in the decision about where to live.

Finavia identifies buses 8 and 9 as the public-transport connections at Oulu Airport. Check the current OSL departures for your terminal arrival and home address. Early flights, late landings and luggage may make a taxi or prearranged pickup more practical; do not assume the bus follows every flight.

When comparing Oulu with Helsinki, price and time a few journeys you actually make each year. The comparison is personal: a local technology role or family preference may outweigh longer travel, while a calendar of weekly overseas meetings may point elsewhere.

Housing needs a campus and winter check

The University of Oulu’s newcomer housing advice starts with identifying the campus. That principle is equally useful for a non-student household: record the actual office, school and regular destinations before assessing a property. PSOAS housing is a student route, not a general relocation service for all newcomers.

A larger home should be evaluated with its operating costs and travel demands. Ask what heating, water, electricity and maintenance arrangements apply. Check the lease, insurance and condition record, and verify the handover before arriving outside office hours.

Look for a practical entrance where winter clothing and wet equipment can dry. Inspect bicycle storage if cycling will form part of the routine, and ask who maintains the approach to the building. A home office also needs a workable layout through dark winter afternoons and bright summer evenings.

If the first home is temporary, define what you need to learn before renewing or moving. Spend time in the centre, your work district and one alternative neighbourhood. Comparing actual homes is more useful than accepting broad online claims that all of Oulu is inexpensive or that one district suits everyone.

  • Get the complete cost and inventory in writing.
  • Confirm student eligibility before relying on student housing.
  • Arrange keys for the actual arrival time, including a weekend or late flight.
  • Check the everyday entrance and storage as carefully as the living room.

Take the light and winter routine seriously

Oulu’s own city guidance emphasises its dark, cold winter and strong seasonal changes in light. A successful move needs a routine that works in those conditions, not only enthusiasm for northern scenery. Try to visit during the season you find hardest before making a long commitment.

For a home worker, examine daytime light at the desk and a realistic opportunity to get outside. In summer, consider bedroom shading. For a household with children, check the space needed for outdoor clothing and the route between home, transport and school. These are ordinary daily logistics rather than decorative extras.

Winter cycling and outdoor activities can become enjoyable parts of living here, but build skills and equipment gradually and follow local route and weather information. This guide does not claim that snow, frozen water or a particular path is safe simply because the city is accustomed to winter.

Use a scouting stay to compare one campus-oriented area with Tuira or the centre, then add a waterfront or outer-house option only if it solves a real household need. The aim is a manageable week with room for the life you want, not the largest possible property shortlist.

What residents say

These are attributed public experiences, not client testimonials. Housing, neighbourhood and household circumstances affect the experience.

International House Oulu interviewed Indonesian resident Yovanni Yusak Silalahi, known as Vanni, about arriving in 2019, building a family and entering childcare work. She valued the calm and surrounding nature, while describing demanding Finnish-language studies and a difficult job search. Her experience gives a useful counterweight to effortless-relocation stories; it does not establish an employment outcome for another household.

Named resident interview curated by a municipal newcomer service; a personal account with selection bias, not a representative survey.

University of Oulu student ambassador Roshni Dumaru recommends identifying the correct campus before choosing housing and arranging key collection in advance if arriving outside office hours. Her student perspective is useful for an arrival checklist; PSOAS eligibility and a student’s priorities do not transfer automatically to other newcomers.

Attributed first-person student advice published by the university. A recruitment/ambassador perspective, not an independent housing-market assessment.
