Eligibility & suitability
Who can qualify
- Foreign nationals satisfying the prior-residence and no-Swiss-gainful-activity conditions in a canton offering applicable treatment.
Restrictions & unsuitable cases
- Swiss citizens or applicants planning incompatible gainful work in Switzerland.
- Applicants assuming a tax arrangement automatically supplies a residence permit.
Application process & timeline
The sequence below separates application preparation, official decision stages and continuing obligations. A statutory deadline or published target is not an estimate of end-to-end delivery.
01Choose a canton and test eligibilityBefore housing commitment.
Check availability, prior Swiss residence, household nationality and intended activities.
Documents & evidence
- Residence/nationality history
- Business-role description
- Assuming every canton offers identical treatment
02Prepare expenditure and control calculationsBefore seeking tax confirmation.
Document worldwide living costs, housing and relevant Swiss-source assets/income. Obtain current minima and treaty implications.
Documents & evidence
- Expenditure schedule
- Asset/income records
- Housing proposal
- Treating the minimum base as the final annual tax
03Obtain a canton-specific tax assessmentAuthority timing variable; no national guaranteed timetable.
Present the actual facts and seek written treatment where appropriate. Clarify work restrictions and any modified treaty calculation.
Documents & evidence
- Submission
- Supporting records
- Written authority response
- Relying only on an intermediary’s quotation
04Apply under the separate immigration routeBefore relocating; nationality and canton affect timing.
05Register and implement the agreed factsAfter lawful arrival.
06Review annual figures and material changesAnnually and before work, citizenship or canton changes.
Update expenditure and control-calculation inputs and reassess any change in eligibility.
Documents & evidence
- Annual records
- Changes in roles or household
- Renewal evidence
- Assuming the first arrangement survives a move to another canton

Start with the canton and actual activity
Switzerland’s expenditure-based taxation is not available uniformly across all cantons. The federal tax-system guide describes eligibility for qualifying foreign nationals taking up residence for the first time or after a qualifying absence, with restrictions on gainful activity in Switzerland. Current cantonal implementation must be confirmed before relying on the route.
An entrepreneur needs a particularly careful activity review. Passive ownership, investment oversight, board responsibilities and daily management are not interchangeable descriptions. Explain what the person will actually do from Switzerland rather than treating an overseas company address as proof that no Swiss work occurs.
The tax calculation is not a visa price
The calculation involves the relevant expenditure framework, minimums and control computation. It is not a universal fixed amount published for all families. Compare a specific canton and commune, household spending, accommodation and relevant income rather than asking for a national average.
The cited federal overview is useful background but is a 2021 edition. Current law, indexed amounts, cantonal practice and any proposed ruling need fresh local confirmation for a 2026 application. This draft intentionally avoids presenting an old threshold as a verified current tax quotation.
Coordinate immigration and tax evidence
EU/EFTA status and third-country nationality lead to different immigration starting points. An acceptable tax proposal does not guarantee residence permission. For a retirement route, the SEM describes separate age, connection and financial requirements; another applicant may require a different basis.
Prepare a factual history, nationality and family details, the intended home, resources, work and company roles. Obtain a written account of the proposed tax treatment and its assumptions, then align the immigration file with those same facts. Keep legal fees, tax, housing, insurance and ongoing filings distinct in the budget.
Maintain the facts the approval relies on
A change in work, business involvement, marriage, home or canton can affect the arrangement. Establish a periodic review and notify the relevant advisers before making changes. Review foreign-source taxation, treaty access and the position of companies independently.
We can help compare Switzerland with alternatives and coordinate qualified cantonal advice. The objective is an executable residence and tax arrangement that reflects how the family lives, with explicit treatment of activity limits and future changes.
A tax basis, not a single national price
Expenditure-based taxation is available under specified federal and cantonal conditions to qualifying foreign nationals who settle in Switzerland for the first time or after the required period abroad and do not pursue gainful activity there. The Federal Department of Finance says entitlement ends on Swiss citizenship or taking up Swiss gainful employment. Availability and cantonal treatment are not uniform.
The calculation uses living expenditure with statutory minimum bases and a control calculation on specified Swiss income and assets. The figure discussed with a canton is therefore not simply a negotiated annual visa fee. Housing expenditure, worldwide lifestyle, household circumstances, Swiss-source assets and treaty-relief claims can all affect the assessment. Obtain the current year’s federal and cantonal figures for the intended municipality; this guide does not reuse an unverified historical minimum.
Work and treaty access need careful review
A founder who intends to run the operating business from Switzerland should not assume that clients abroad make the activity permissible under the regime. Distinguish passive ownership and investment oversight from gainful work performed in Switzerland, and obtain a canton-specific assessment of the actual duties. Both spouses’ circumstances may matter under the relevant rules.
Treaty relief is not automatic for every foreign receipt under every expenditure arrangement. A control or modified calculation can require certain income to be included. Model foreign withholding alongside the Swiss tax rather than treating the arrangement as a universal exemption from worldwide taxation. Keep evidence of the income and assets relevant to the control calculation even where ordinary worldwide assessment is replaced.
Immigration approval is an independent requirement
An EU/EFTA national and a third-country national have different immigration routes. A favourable tax discussion does not issue a residence permit, and a wealthy applicant cannot simply choose any canton and assume permission. Establish the legal immigration basis, housing and health requirements separately with the cantonal authorities.
Before committing to a home, obtain a documented sequence covering tax assessment, immigration decision, arrival and ongoing reporting. Budget the actual tax, insurance, housing and professional work. A later move to another canton, work activity or citizenship application can change the tax position; assess these changes before implementing them.
