Eligibility & suitability

Who can qualify

  • Applicants meeting a current temporary-residence basis such as financial means, qualifying family links or an authorised employment route.
  • Applicants accepted within the responsible consulate’s jurisdiction and evidence rules.

Restrictions & unsuitable cases

  • Applicants assuming a visitor entry automatically becomes residence.
  • Applicants seeking local employment without the required immigration authorisation.

Application process & timeline

There are two authorities and several deadlines: consular visa assessment first, then admission and INM card processing. The published post-entry card requirement is thirty calendar days; appointment and decision times vary.

01Select the route and responsible consulateBefore booking; preparation varies+

Determine whether financial means, family, investment, property or an employer-sponsored route fits. Check the office’s territorial jurisdiction and the current evidence requirements for that legal basis.

Documents & evidence

  • Passport
  • Lawful-stay evidence in the application country where required
  • Evidence supporting the selected basis
Common complications
  • A convenient consulate may not accept an applicant outside its jurisdiction.
  • One consulate’s financial threshold should not be represented as universal.

02Prepare originals and arrange the official appointmentAvailability depends on the consulate+

Obtain the required bank or income records, or the civil and sponsorship documents for another basis. Use the official scheduling channel and follow the confirmation instructions, including the correct appointment category.

Documents & evidence

  • Application form
  • Current financial or family evidence
  • Original identity documents
  • Appointment confirmation
Common complications
  • A booking under another service category may be refused.
  • Expired records or missing originals can require a new appointment.

03Attend the interview and receive the visa decisionVariable review; no verified universal target+

Attend personally, answer questions consistently with the intended stay and pay the current charge. Check the issued visa’s validity and category before planning the move.

Documents & evidence

  • Supporting originals
  • Payment in the required form
  • Issued visa if approved
Common complications
  • An appointment is not an approval.
  • Mexican paid employment may need prior INM employer authorisation.

04Enter Mexico for the residence processWithin the issued visa’s validity+

Present the appropriate residence visa and explain the purpose of entry. Confirm the immigration record reflects the correct process and retain it for the INM stage.

Documents & evidence

  • Passport and residence visa
  • Entry record
  • Relevant family documents
Common complications
  • A visa does not guarantee admission.
  • Entering as an ordinary tourist can disrupt the intended card exchange.

05Complete the INM residence-card procedurePublished requirement: within 30 calendar days after entry+

Follow the current INM exchange procedure with the entry and visa records, application, fees and requested identity steps. Arrange the necessary local attendance and monitor communications.

Documents & evidence

  • Visa and entry evidence
  • INM application and receipts
  • Requested identity and address evidence
Common complications
  • Consular visa issuance does not complete residence documentation.
  • Missing the post-entry requirement can require corrective proceedings.

06Maintain the status and review renewalsBefore the card expires and when facts change+

Review the granted duration, work permissions and family position. Maintain a separate tax-residence analysis and prepare renewal or a qualifying change of category in time.

Documents & evidence

  • Residence card
  • Continuing qualification evidence
  • Current activity and family records
Common complications
  • The category’s four-year outer framework is not a guarantee that the first card has four years.
  • Foreign income can become taxable even where immigration status is valid.

Document checklist

Track your preparation in this browser. Final requirements depend on the route and filing authority.

Prepare the application around that basis

For a financial-means route, expect the current required bank, investment or income records, alongside passport, application and evidence of lawful presence in the country of application where required. A family route needs authenticated civil records; an employment route involves the relevant employer and immigration authorisation.

The official Seattle page warns that an issued visa allows the traveller to request entry; it does not guarantee admission. The purpose of travel and the entry record must remain consistent with the residence process.

The two-stage process

  • Confirm the correct route, responsible consulate and current checklist.
  • Prepare the original supporting documents and schedule through the official system.
  • Attend the required interview and obtain the visa if approved.
  • Enter Mexico under the appropriate residence-visa procedure.
  • Apply to INM for the residence card within the applicable post-entry deadline, generally thirty calendar days on the consular instructions.
  • Confirm work permissions, renewals and any notification requirements before starting the intended activity.

Costs, renewal and family

Budget consular and in-country card charges separately from translations, authentication, travel and assistance. Card duration and renewals depend on the category and stage; they should be checked against the actual approval. Family members need their own eligibility and documents.

Appointment availability, consular review and INM processing are different milestones. No fixed end-to-end completion time is promised in this draft.

The tax question begins before arrival

A residence card does not exempt foreign income. A home and professional activity in Mexico can affect personal residence, while company management can create a separate corporate issue. We can help align the immigration application with the tax, banking and business plan so that permission to live there supports the intended way of operating.

A temporary visa is not the final residence card

The consulate describes this category as a stay longer than 180 days and no more than four years. The visa is used to request entry for residence, after which INM handles the domestic residence document. Its published thirty-calendar-day post-entry requirement should be built into travel and appointment planning.

The entry record must reflect the intended residence process. A family should carry its approval and supporting records, verify the recorded category at admission and retain the travel evidence. The visa does not guarantee admission; border authorities make that decision.

Financial means and employment use different evidence

A financial-means case should use the responsible consulate’s current statement periods, currency thresholds, document format and jurisdiction rules. Seattle’s 2026 page limits its service to residents of designated counties and specifically warns that requirements and fees changed on 1 January 2026. It should not be treated as a universal dollar schedule.

The same page distinguishes foreign-paid work from a Mexican employment offer paid locally, for which the employer or individual sponsor first obtains the relevant INM authorisation. An entrepreneur should explain the actual services, employer and payment arrangement; the location of the bank transfer alone does not resolve the tax position.

A realistic budget and timetable has separate components

Budget the current consular visa charge, INM residence-card charges, document certification, translation, travel and any professional work. The annual or multi-year card fee is different from the cost of the consular visa. Verify the fee for the exact category and fiscal year at payment.

Appointments are released according to the consulate’s availability; an appointment does not guarantee approval. Interview, visa issuance, admission, card processing and later renewal are separate milestones. No current universal government end-to-end period was verified, so this page does not convert a provider’s advertised speed into an official promise.
