Eligibility & suitability
Who can qualify
- Applicants owning qualifying non-agricultural Georgian property above the required assessed value.
- Eligible spouse/children with separate status and relationship evidence.
Restrictions & unsuitable cases
- Agricultural land used as the qualifying asset.
- A contract price treated as a substitute for the accredited market valuation.
- An applicant whose entry/status does not permit this residence application.
From property selection to residence maintenance
The property and due-diligence stages have no fixed official duration. Agency processing periods start with the applicable application and service; they are not a guaranteed total relocation time.
01Check applicant and entry eligibilityBefore property commitment
02Verify the property and valuationBefore relying on the property for residence
Check the legal title, non-agricultural classification and market value through a certified assessor of an accredited body. The value must exceed US$150, 000 equivalent in GEL.
Documents & evidence
- Registry/title record and qualifying valuation report.
- A purchase contract price does not replace the required valuation.
03Prepare and submit the residence fileAfter qualifying ownership and evidence are ready
Submit the approved application, passport, lawful-stay proof, title, valuation, 3×4 electronic photograph and fee evidence. Prepare each family member’s separate file.
Documents & evidence
- Application, passport, status, title, valuation, photograph, fee and relationship evidence.
04Agency assessment and decisionPublished services: 30 days/GEL 300; 20/GEL 450; 10/GEL 600
The authority assesses the application. Answer any requests and follow approval/card instructions. The listed fee is the agency residence-application service, not the property price or professional costs.
Documents & evidence
- Complete application and any additional evidence requested.
05Maintain ownership and renewOne-year extensions under Article 16; check the issued term
Maintain qualifying title and diary the permit/family renewals. The law waives repeat market revaluation when the same qualifying property is retained, but other conditions remain.
Documents & evidence
- Continuing ownership evidence and renewal file.
- Ending qualifying ownership can terminate the permit.
Document checklist
Track your preparation in this browser. Final requirements depend on the route and filing authority.
What qualifies and what the threshold means
The short-term residence provision requires title to non-agricultural real property in Georgia whose market value exceeds US$150, 000 equivalent in GEL. The amount is a strict exceeds condition in the current agency and statutory wording. Older descriptions based on US$100, 000 should not be used for a new application.
A certified assessor attached to a properly accredited body establishes the value. Keep the title and valuation aligned to the actual property and applicant. A reservation deposit, an attractive developer brochure or an uncompleted acquisition should not be presented as established qualifying ownership.
Entry status and work need separate checks
The authority requires evidence of lawful stay. Article 14 restricts issuing this category from an ordinary C visa and from some entry arrangements based on another country’s visa/residence permit. Check the actual entry basis before assuming that any lawful tourist stay can be converted through this route.
This short-term property permit is distinct from the investment residence permit specifically excluded from the Labour Migration Law’s scope. A person planning to work must test the activity and permission separately. The general 40-day lead-time rule has a stated exception for this route, but the other application conditions remain.
Family applications are not a single automatic approval
The property-route text names a spouse and children, with separate application, lawful-stay, sponsor-permit and relationship evidence. It does not specify a numerical child-age ceiling in the published summary. An adult-child case needs a route-specific answer; it should not be sold as either automatically included or automatically excluded without that review.
Parents and unrelated dependants are not expressly included in this wording. Same-sex marriages and alternative unions are not legally recognised under the cited marriage law, including those recognised abroad. Each proposed accompanying adult therefore needs an actual permission basis.
Costs and timing should be split into categories
The agency lists 30-calendar-day service at GEL 300, 20-day service at GEL 450 and ten-day service at GEL 600. Property purchase, valuation, translations/legalisation, representation and residence-card steps are distinct costs or stages. These service periods do not include finding and completing a property purchase.
Allow time for the documentary file and any requests. A complete plan records what must happen before submission, the selected agency service, what happens after a decision and who tracks the renewal. The authority makes the approval decision.
Ownership, renewal and the long-term route
Article 16 provides one-year extensions for short-term property residence and termination if qualifying ownership ends. It also exempts a person retaining the same qualifying property from obtaining a repeat market revaluation for extension. Keep the registry evidence and the actual permit dates under review.
This route is not the investment permit’s five-year path to indefinite stay, and neither route automatically grants citizenship. The ordinary citizenship rules require their own qualifying residence and other evidence. Tax residence, rental/property taxes and capital-gains treatment should be assessed alongside the immigration choice.
