Decide what ends and what stays
A personal departure can leave a company, property, employees or contracts in Georgia. List each continuing activity and assign a person to handle records, notices and payments. Moving out of an apartment is not the same event as terminating an entrepreneur’s activity or moving a company’s management.
Keep the travel record and determine residence for the departure year under Article 34. Its rolling period and whole-year result can differ from a simple date-of-flight assumption. Compare the destination’s own arrival rule so the two positions do not rely on contradictory facts.
Close business activity through the correct process
Article 153 contains a 30-business-day return requirement for an entrepreneur terminating economic activity. Small-business, VAT and other registrations need their own closure or continuation assessment. A quiet bank account should not be treated as proof that the authorities regard an activity as closed.
For a company, classify distributions, loans, asset transfers and any liquidation before funds leave the account. Moving effective management abroad needs analysis in both countries. General personal and corporate exit-tax absence has not been verified in this guide, so a no-exit-tax promise would go beyond the evidence.
Property and residence rights may continue together
Retaining Georgian property can leave rental-income, sale and property-tax questions after the owner relocates. The non-land property exemption now uses the amended prior-year family-income threshold; land has separate treatment. Nonresident status does not itself remove all Georgian-source charges.
For an investment-residence plan, selling or replacing the qualifying property can affect the continuing permit and the five-year route. Establish the statutory substitution requirements before a sale. A residence card still within its printed expiry date is not enough if the underlying condition has ceased.
Pension withdrawal has a specific legal trigger
Article 34¹ of the Funded Pension Law links permanent-departure withdrawal to terminated Georgian citizenship and/or loss of a permanent-residence permit, supported by evidence. A temporary absence or a new overseas address is not by itself the statutory test.
The Tax Code excludes this type of permanent-departure payout from the ordinary funded-pension exemption and directs it to the ordinary Article 81(1) rate. Review the pension status and tax treatment before requesting a lump sum, including any tax consequences where the recipient will then live.
Carry the records forward
Preserve original acquisition costs, valuations, company accounts, proof of tax paid, source classification and final filings. The destination may require those details even if a receipt or asset was exempt in Georgia. An exemption and a market-value cost-basis uplift are not the same thing.
Update bank details and account tax-residence information, maintain an address for official correspondence and nominate responsibility for remaining property or company filings. We can help coordinate the destination plan with those continuing Georgian obligations.
