Eligibility & suitability
Who can qualify
- Qualifying investor with certified capital evidence and the required references.
- Qualifying non-agricultural property owner with title and accredited market valuation.
- Family members meeting the specific relationship or dependency categories.
Restrictions & unsuitable cases
- Assuming a transfer alone qualifies without the investment evidence or ongoing business turnover.
- A property worth exactly US$300, 000 treated as meeting the exceeds wording.
- All adult relatives treated as automatically included.
Build and maintain the qualifying investment
The investment decision and compliance period come before and after the agency processing stage. The five-year conditions differ between business investment and property ownership.
01Choose the business or property limbBefore committing capital
02Complete the evidence and referencesBefore application
Obtain the certified audit evidence for investment or title plus accredited valuation for property. Arrange the required reference by a government member or three authorised Georgian business representatives.
Documents & evidence
- Audit report or title/valuation; required written reference.
03Submit each complete filePublished services: 30 days/GEL 300; 20/GEL 450; 10/GEL 600
File identity, lawful stay, investment/property evidence, reference, photo and fee. Include separate family applications and relationship/dependency evidence.
Documents & evidence
- Application, passport/status, investment evidence, reference, photograph, fee and family records.
04Meet continuing conditionsDuring the five-year permit
Business-investment holders provide Revenue Service turnover evidence annually: US$50, 000 in year 1, US$100, 000 in year 2, US$120, 000 in each year 3–5. Property holders maintain qualifying ownership or follow the statutory substitution process.
Documents & evidence
- Annual turnover certificates or continuing qualifying ownership records.
05Apply for indefinite stay when eligibleBefore the five-year investment permit expires
Submit the required fifth-year turnover or five-year property-ownership evidence and family documents. This is a further residence application, not an automatic citizenship grant.
Documents & evidence
- Fifth-year turnover certificate or Public Registry continuity certificate, permit and application.
Document checklist
Track your preparation in this browser. Final requirements depend on the route and filing authority.
Two investment limbs with different ongoing duties
The statutory route covers an investment of at least US$300, 000 equivalent in GEL under the investment legislation, or ownership of non-agricultural real property whose market value exceeds US$300, 000 equivalent in GEL. The business limb says at least; the property limb says exceeds. Keep those conditions and the evidence separate.
A certified auditor’s investment report supports the business limb. Property requires title and the prescribed accredited valuation. The permit can be issued for five years, but its continued validity depends on the route-specific requirements; it should not be described as an unconditional five-year right purchased with a transfer.
The application includes a reference requirement
The agency lists a written reference from a member of the Georgian government or from three Georgian citizens authorised to represent a Georgia-based business entity. Identity, lawful stay, the investment or property evidence, photograph and fee are also required. A provider’s marketing quotation is not the official evidence checklist.
Plan the reference and certified evidence before selecting a submission date. Foreign documents may require the appropriate legalisation and translation. For each family member, prepare the sponsor-permit and kinship/dependency evidence rather than assuming the principal applicant’s file covers everyone.
Business turnover must be demonstrated each year
The business-investment route requires Revenue Service evidence of annual Georgian entrepreneurial turnover: at least US$50, 000 equivalent in GEL in year one, US$100, 000 in year two and US$120, 000 in each of years three, four and five. The law links failure to prove the required turnover to termination of the permit.
Turnover is not the same as profit, a bank balance or the original investment amount. The business plan needs an actual activity capable of meeting the conditions, with accounts and tax records supporting the certificate. Reinvesting capital without generating the required activity should not be assumed to satisfy this obligation.
Property ownership must remain eligible
A property-based holder must maintain the qualifying property right or meet the statutory conditions for a replacement. Selling first and deciding how to preserve the permit later can break the required evidence trail. Take advice on the actual sequence before substituting the property.
For indefinite stay after five years, the agency requires Public Registry evidence of the qualifying ownership over that period, including any lawful replacement. The lower-value short-term property residence route does not automatically gain these investment-route conditions or rights.
Family scope is specific
The investment definition includes a spouse, a minor child and specified fully dependent support/disability/incapacity categories. It is not a blanket right to include every adult child, parent or financially assisted relative. Establish the precise category and supporting legal/medical/dependency evidence.
Marriage recognition must also be checked: the cited law does not recognise same-sex marriage or alternative unions, including foreign-recognised unions. The family’s long-term plan may need independent residence routes for adults who cannot use the spouse category.
Work, indefinite residence and citizenship remain separate
The current Labour Migration Law excludes holders of a valid investment residence permit from its scope. This does not exempt the holder from tax, business licensing or other applicable employment law. The individual’s 183-day residence analysis and the source of income still need to be documented.
Before the five-year permit expires, apply for indefinite stay with the required final-year turnover or property-continuity evidence. Citizenship is a separate process with residence, knowledge and nationality conditions; no guaranteed citizenship-by-investment outcome is established by this permit. We can help coordinate the investment review, immigration file and tax/operating implementation.
