Who the route is intended for
Startup Estonia assesses whether the business is innovative, technology-led and capable of scalable international growth. A newly formed company is not automatically a qualifying startup. A conventional local service business or ordinary consultancy should not be presented as eligible merely because the founder uses software.
The Startup Committee’s positive assessment supplies the route-specific evidence; it does not issue a visa or residence permit. The founder must still meet immigration, identity, resources, insurance and relevant security conditions.
Visa first or residence permit
The appropriate application depends on the founder’s current location and stage of business. The startup visa can support an initial period; a residence-permit application for enterprise requires the relevant company and qualifying startup basis. The statute provides a startup exception to the ordinary €65,000 enterprise-investment condition.
Use the current MFA D-visa financial-means table where applying for that visa. It publishes €880 monthly for a startup applicant and €704 for the listed spouse category. These are maintenance amounts, not the whole relocation budget, and they do not automatically establish residence-permit or child-maintenance requirements.
Show how the business works
A persuasive file explains the product, market, innovation, team, traction and growth model. The immigration account should match the actual company documents and the founder’s intended role. Evidence of a working product or customer interest can help explain the facts, but no invented traction or nominal job description should enter the application.
After approval, maintain the factual basis of the permit and the company’s accounting, payroll and tax responsibilities. Startup status is an immigration classification; it does not eliminate company distribution taxes or make the founder’s personal worldwide income exempt.
Bring the household into the plan early
A spouse or registered partner and eligible children need their own legal applications and evidence. Adult-child disability/health cases and parent care cases are separate categories, not an unlimited dependent-family package. Review custody, documents and the sponsor’s status before choosing an arrival date.
The route’s initial permission must also be distinguished from long-term residence and citizenship. A founder expecting a passport should plan actual residence, language and the applicable qualifying years, rather than extrapolating from business approval.
