Eligibility & suitability
Who can qualify
- Applicants able to prove stable permanent qualifying monthly income of at least USD 2,500.
- The spouse and children within the statutory family categories.
Restrictions & unsuitable cases
- Applicants assuming a cash balance alone guarantees approval.
- People planning local work outside the activities immigration authorises.
Application process & timeline
Build the application around an accepted stable-income arrangement. No current official universal processing duration was verified, so no commercial end-to-end estimate is presented as a government target.
01Select and verify the income evidenceBefore placing or locking funds
Review the source, continuity and amount of monthly income. If relying on a bank-supported arrangement, obtain written confirmation of its legal terms and immigration acceptability before moving capital.
Documents & evidence
- Income contracts or entitlement evidence
- Bank terms and confirmation
- Source-of-funds trail
- A deposit balance is not automatically the required stable income.
- Do not confuse restricted capital with government fees.
02Establish the family and document requirementsBefore submission; timing depends on foreign issuers
Confirm the spouse and qualifying children and assemble authenticated civil and background records under the current checklist. Prepare translations that preserve matching names and dates.
Documents & evidence
- Passport
- Marriage or birth records
- Required background checks
- Official translations
- An older child’s eligibility cannot be assumed from dependency alone.
- Civil-document inconsistencies can generate requests.
03Submit the rentista residence fileOnce complete; no verified fixed adjudication period
File through the competent consular or immigration channel with the accepted income proof and required receipts. Keep proof of submission and monitor the registered communication address.
Documents & evidence
- Signed application
- Income evidence
- Current payment receipts
- Representative authority where used
- A submitted file does not by itself establish tax residence.
- Unrestricted local work is not part of the income qualification.
04Resolve queries and review approvalVariable government review
Answer requests about the income arrangement or family. Read the decision for the duration, documentation instructions and conditions rather than treating a marketing description as the approval.
Documents & evidence
- Supplementary bank or income confirmation
- Approval decision
- Changing the funds arrangement without review may undermine the qualification.
- A conditional decision can require further steps.
05Complete the resident document and insuranceAfter approval under the decision’s requirements
Follow the resident-document procedure and establish the applicable CCSS participation. Calendar expiry dates and retain the income and insurance records needed for renewal.
Documents & evidence
- Approval
- Identity originals
- Insurance registration
- Required receipts
- Card issue is separate from adjudication.
- Continuity of the underlying qualification matters.
06Renew and consider permanenceBefore each expiry; permanent route after three consecutive temporary years
Demonstrate continuing qualification and applicable uninterrupted insurance. Assess the permanent-residence application once the statutory period is met, and reassess any new local work activity.
Documents & evidence
- Updated income proof
- CCSS continuity
- Residence history
- Three years creates an application route, not an automatic conversion.
- A residence card alone does not answer the former country’s departure-tax rules.

The legal income test
Article 82 of Law 8764 requires monthly, permanent and stable income of at least USD 2,500 or its equivalent, generated abroad or through banks in Costa Rica’s national banking system. The statute allows the applicant to include a spouse and qualifying children under its family provisions.
The income requirement should not be reduced to an unsourced claim that any USD 60,000 bank balance buys residence. A deposit arrangement, if accepted, must meet the current authority’s evidence and duration requirements. Confirm the acceptable certification before moving money.
Prepare the evidence around the actual income
Map the payer, legal entitlement, payment frequency and availability of funds. Salary, investment distributions, pensions and a bank guarantee may require different analysis. The application needs a coherent explanation supported by the required documents.
Prepare passport and civil records, the current background documents and the qualifying income evidence. Obtain the category-specific checklist and check apostille, legalisation, Spanish translation and document-validity rules before submission.
Application and ongoing obligations
The practical sequence is eligibility review, document preparation, filing, responses to requests, approval and local identity formalities. An appointment is not approval, and a residence card is not necessarily unrestricted permission to take any local job.
Temporary residence must be maintained and renewed. Law 8764 allows a permanent-residence application after three consecutive years of temporary residence, subject to the applicable criteria. Review health-insurance registration, continuing income, absence rules and the family’s status as part of each renewal.
Costs and tax interaction
Income evidence is separate from government and professional fees, authentication, translation and ongoing health or social-insurance costs. A verified current government processing estimate is not available for this draft.
Law 9996 expressly separates this immigration category from automatic tax residence. Its 2021 incentives also contain an entry window; new applicants should confirm current availability before relying on import or income exemptions. Foreign clients or an offshore bank account do not settle where work is taxed.
When this route is worth comparing
Rentista can be relevant to someone seeking a longer-term home whose income fits the legal test. Compare it with pensionado, investment residence and a temporary remote-work stay in light of the intended work and family plan. We can help make that comparison and coordinate the implementation.
What the income test actually says
Article 82 requires permanent stable monthly income of USD 2,500 or its equivalent, originating abroad or from banks in Costa Rica’s national banking system. It is an income qualification rather than a non-refundable state payment. The legal source and continuity of the funds need evidence.
The often-advertised USD 60,000 figure represents twenty-four months at USD 2,500, but the statute does not make every USD 60,000 balance an automatically accepted application. A proposed bank guarantee or deposit arrangement must be checked for the required issuer, terms, release mechanism and current administrative acceptance.
Who can be included and what they may do
The provision allows the qualifying amount to support the applicant, spouse and children under twenty-five, or older children with disabilities. Relationship evidence and the applicable dependant rules still matter; simply paying the main applicant’s costs does not create eligibility for any relative.
Temporary residents and their dependants need the appropriate authorisation for remunerated or profit-making work. Rentista status should not be used as a substitute for a local employment permit. For a founder managing an international company, separate immigration work permission, the personal income source and the company’s tax position.
Preserve the arrangement through renewals
Temporary residence is renewable under the general framework if the qualifying conditions continue and the applicable CCSS requirements are met. An income stream that ends, becomes irregular or cannot be documented can affect the next filing. Consider currency movements and counterparty reliability when choosing the supporting arrangement.
After three consecutive temporary-residence years, a qualifying person can apply for permanent residence. Law 9996’s time-limited entry to tax and import incentives is a separate issue: its published five-year window from July 2021 has elapsed by this research date, and this guide has not verified an extension for new applicants.
